LTC 211-2017 City of Miami Beach Safe Routes to School ProjectsMIAMIBEACH OFFICE OF THE CITY MANAGER NO. LTC # 211-2017 LETT R TO COMMISSION TO: Mayor Philip Levine and Members of th1 City Comm' sion FROM: Jimmy L. Morales, City Manager DATE: April 24, 2017 SUBJECT: CITY OF MIAMI BEACH SAFE ROUTES TO SCHOOL PROJECTS The purpose of this Letter to Commission (LTC) is to provide an update on the City of Miami Beach Safe Routes To School (SRTS) Projects. SRTS is a federal grant targeting transportation improvements enabling and encouraging children to walk and bike to school. By making walking and bicycling a viable and safe transportation alternatives for school children, the program encourages a healthy and active lifestyle from an early age. These improvements concentrate on safety, increasing accessibility, reducing traffic congestion, and reducing fuel consumption and air pollution in the vicinity of schools. At the state level, the funds for this program are administered by the Florida Department of Transportation (FDOT) through the Local Agency Program. FDOT awards projects for SRTS funding following a district-wide competitive application process. In 2012 and in 2014, the City successfully secured grant funding in the amount of $482,000 for Biscayne Elementary School, Nautilus Middle School, North Beach Elementary, and Feinberg Fisher K-8 Center. It is worth noting that the City also completed a SRTS safety report and application for Miami Beach High School; however, no funding was awarded. The recommended improvements for the aforementioned schools include replacement of existing non-standard signage with enhanced signage, installation of new signage and pavement markings, installation of a Rapid Rectangular Flashing Beacon, installation of school zone beacons, and other safety improvements within the neighborhoods adjacent to the schools. In order to maximize funding availability for construction, the improvements were designed by Transportation Department staff. On Tuesday, April 25, 2017, the City will be conducting an Open House to present the proposed improvements and receive input from the community. The meeting will be taking place in the Miami Beach Golf Club (2301 Alton Road, Miami Beach, FL 33139) at 6:00 PM. The City anticipates completing construction of all SRTS Projects in Summer 2017. These improvements are anticipated to cause minimum disruption to the public. Please do not hesitate to contact me if you have any questions.
