TO ADD �i NEW SECTION THERE,TO WHICH SHALL PROVIDE FOR AND CREATE A PLANNING AND ZONING COMMISSION, AND PROVIDE FOR THE APPOINTMENT AND TERMS OF OFFICE OF THE,MEMBERS THEREOF, DEFINING THE POWERS AND DUTIES OF �AID COMMI�SION AND REPEALING ALL ORDINANCES AN7� RESOLUTION� IN CONFLICT THERE.WITH. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1: In order to guide and accomplish a coordinated, adjustedl and harmonious development of the City of Miami Beach and its environs which will� in accordance with present and future needs, best promote health� safetyl morals, order� convenience, prosperity� and general welfare� as well as efficiency and economy in the process of develop- ment; including among other things, adequate provision for traffic� the promotion of safety from fire and other dangersl adequate provision for light and air, the promotion of health- ful and �onvenient distribution of populations the promotion of good civic design and arrangements and the wise and efficient expenditure of public funds, a City of Miami Beach Planning and Zoning Commission, hereinafter referred to as the Planning and Zoning Commissionl is hereby created and established and said Planning and Zoning Commission shal.l be organized and empowered as follows: SECTION 2: The Planning and Zoning Commission shall consist of nine members� namely, each of the seven members of the City Council; the City Manager and the City E.ngineer, all of whom shall serve as members ex-officio. The term of each ex-officio member shall correspond to his official tenure. Al� members shall serve without compensation but may be reim- bursed for actual expenses incurred in connection with their official duties. SECTION 3: Orqanization�, Rulesf Staff and Finances. The Planning and Zoning Commission shall elect its Chairman from among its members. The term of the Chairman shall be one year with eligibility for re-election. The Planning and Zoning Commission shall appoint a SecretaryE who may be an officer or employee of the City of Miami Beach. �he Planning and Zoning Commission shall make its own rules of procedure and determine its time of ineeting. Al1 meetings of the Planning and Zoning Commission, at which official action is takent shall be open to the public and all records of the Planning and Zoning Commission shall be a public record. The expenditure of the Planning and Zoning Commission� exclu- sive of gifts f shall be within the amounts appropriated for the purpose by the City Council of the City of Miami Beach, Florida. SECTION 4: Powers and Duties. From and after the time when the Planning and Zoning Commission shall have organized and selected its officers and shall have adopted its rules of procedure� then said Planning and Zoning Commission shall have all the powers, duties and responsi- bilities set forth herein. SECTION 5: Gomprehensive Plan. The Planning and Zoning Commission shall have the power and the duty to prepare and recommend to the City Council of the City of Miami Beach for adoption a Comprehensive Plan for the physical devel- opment of the City of Miami Beach and to perfect it from time to time. In conducting its work the Planning may consider and investigate any subject matter tending to the development and betterment of the City of Miami Beach and may make recommenda- tions as it may deem advisable concerning the adoption thereof to the City Council of the City of Miami Beach,C Such Comprehensive Plan may showf among other things: existing and proposed streets, highwayss expressways, bridgess tunnels and viaducts and approaches thereto; routes of transit lines; terminalst ports and airports; parks,� playgrounds; and other public open spaces; sites for public buildings and structures; districts for residence, businessl industry,, recreation; special districts for other purposes; limited development districts for purposes of conservation; water supply� sanitationt drain- age� protection agaiast floods� and the like; areas for housing developmentss urban renewal and redevelopment; location of public utilities whether publicly or privately owned� including but not limited to sewerage and water supply systems; together with time and priority schedules and co�.t estimates for the accomplishment of the proposals. �he Comprehensive Plan shall be based upon and include appropriate studies of the location and extent of present and anticipated use of land� population, social and economic resources and problemss and other useful data. The Comprehensive Plan shall be a public record, but its purpose and effect shall be solely to aid the Planning and Zoning Commission in the performance of its duties. SECTION 6: 3ubdivision of Land. The Planning and Zoning Commission shall prepaxe and recommend to the City Council of the City of Miami Beach for adoption rules and reg- ulations governing the approval of maps and plats of the sub- division of land within the corporate limits of the City of Miami Beach in accordance with the requirement of Maps and Platsl Florida Statutes, Chapter 177. SECTION 8: Emerqency Clause. Whereas in the judgment of the City Council of the City of Miami Beach the public peaces public health and public safety of said City and the inhabitants thereof are endangered and the public welfare demands it, an emergency is hereby declared to exist, whereby this ordinance shall take effect from and after its passage.
