amen�ed by adding the following thereto:
"The se�cvice fee required and irnposed
hereby is the sole responsibility of
the own4r, lessor or o�erator of the
building, and nothing contained in this
chapter is to be construed or interpreted
so aa to impose the responsibility and
liabil.ity for the payment of the same
upon �he residential tenant or occupant
of an�r hotel or �.pa�tment house ."
