"SECTION 1.2: The pay rate steps as set forth in Table A, attached hereto and made a part hereof, shall be the basis for pay ranges �o which classifications in Seetion 1 of this ordinance �re ass igned. ,SECTION 2: The City g�ianager is hereby authorized to issue detailed regulations, not in conflict with this ordinance for the ourpose of clarification and administration of this ordinance. The �ity Manager shall fix rates of compensation o� individual employees �ithin the limitations prescribed in this ordinance. SECTION 3: (a ) T�Then an ernployee shall have completed ten years employment he shall, if th� base pay he is receiving is one of the rates listed in Table A of this ordinance, �e advanced to one step above his base rate. When an employee shall zave campleted ten years employement he shall, if the base pay he is ;eceiving is not one af the rates listed in Table A hereof, be paid � sum equal to five percent (5°�) of his base pay in addition to the a�ount he is paid under Section 1 hereof. (b� W'hen an employee shall have cotnpleted fifteen years employment, he shall, if the base pay he is receiving is one of the rates listed in Table A of this ordinan�e, be advanced to one and one-half steps above his base rate. When an �mployee shall have completed fifte�n years employment he shall, if the base pay he is receiving is not one of the rates listed in Table A hereof, be paid a su�n equal to seven and one-half percent {7 1/Z�� af his base pay in addition to the amount he is paid under Seetion 1 hereof. (c) When an employee shall have completed twenty years - 4 employment, he sha11, if the base pay he is receiving is one of the rates listed in Table A of this ordinance, be � . �' ^ .. '_ � : . ' - . , For provisi^�s of this section, length of employment shall include all -c::�.zne spent as an employee in the Unclassified or Classified Serv�.�e regardless of status for which compensation has ?:::��n paid and time while on approved mititary leave for service in the Armed Forces of the iTnited S tates, provided, hawever, that in the event an employee is absent from his duties because of servive-connected injury, for whieh Workmen's Compensation is payable, is certified by the City Physician to be physically able to return to his duties, and f ails to do so, the period between such certification and the employee's actual return to his duties shall not be deemed to be service time within the meaning of this sub-paragraph. SECTION 4: The City Manager is authori2ed to approve rates of compensation less than the prescribed minimums for employees whose employment is on a part time basis, or whose duties and responsibilities are �learly l.ess than normally attaehed to a position. _SECTION 5: It is declared to be the purpose of this ordinance to provide an orderly and fair �neans for the co�npensation of employees in the Unclassa.fied Service of the City of Miami Beach, Fiorida, on the basis of the work they perform and their competence in its performance; and to provide an equitable basis of compensation and reward for merit. Nothing herein shall be construed to prevent the withholding of pay increases or the reduction of pay rates for disciplinary purposes. SECTION 6s If any portion of this ordinance shall be declared invalid, the remaining poxtions shall have the same force and effect as though such invalid portion or portions had not been included. SECTION 7: The health and welfare of the City bei.ng in peril, the three readings of this ordinance shall be had in one session and the City Council finding that this ordinanee is necessary for the immediate protection of its citizens, it shall therefore go into effect immediately upon its passage.
