99-23085 RESO RESOLUTION NO. 99-23085 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE THIRD AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND SAVINO AND MILLER DESIGN STUDIO TO PROVIDE PROFESSIONAL ARCHITECTURALI ENGINEERING SERVICES FOR THE WASHINGTON AVENUE STREETSCAPE MASTER PLAN; SAID AMENDMENT IN AN AMOUNT NOT TO EXCEED $9,800 TO PREPARE CONSTRUCTION DOCUMENTS FOR MEDIAN LIGHTING IMPROVEMENTS. WHEREAS, pursuant to RFLI No. 138-93/94 for Professional Landscape Architectural/Engineering Services for Master Planning for the Washington Avenue Streetscape, on July 3, 1996, the Mayor and City Commission authorized the execution of an Agreement with Savino and Miller Design Studio (Consultant), as the top ranked proposer, for the preparation of a Master Plan for improvements on W ashington Avenue, from 5th Street to 16th Street (Project); and WHEREAS, the Master Plan has been completed, and a revised plan and budget were developed based on available funding; and WHEREAS, the Administration would recommend that the Consultant proceed to prepare construction documents for median plantings and irrigation improvements for the Project; and WHEREAS, the Consultant will also perform additional electrical engineering services associated with the median lighting improvements. WHEREAS, the cost for performing this work is an amount not to exceed $9,800; and WHEREAS, funding is available from Work Order No. 2143, and accordingly the Administration would recommend that the Mayor and City Commission approve the attached Third Amendment to the Agreement. NOW, THEREFORE, BE IT FULLY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk are herein authorized to execute the attached Third Amendment to the Agreement between the City of Miami Beach and Savino and Miller Design Studio to Provide Architectural/Engineering Services for the Washington Avenue Streetscape Master Plan; said Amendment in an amount not to exceed $9,800, to prepare construction documents for additional electrical engineering services associated with the median plantings and irrigation improvements for the Project. ADMINISTRA TION RECOMMENDATION Adopt the Resolution. BACKGROUND On July 3, 1996, the City Commission authorized an agreement with Savino & Miller Design Studio for the preparation of a master plan for Washington Avenue. In January 1998, following several neighborhood meetings with residents of the area, Savino & Miller completed a master plan for recommended improvements on Washington A venue. Subsequently, a revised plan with a phased approach was developed and presented to the Finance and Citywide Projects Committee on November 19, 1998. The Committee recommended that architecturaVengineering fees be negotiated to implement the revised plan and that this amount be included in the budget and funding plan for the project. The project budget has been amended to include architecturaVengineering fees, the cost of project administration and an appropriate contingency. This revised budget amount is estimated to be $3,588,220. On December 16, 1998 the City Commission authorized Amendment No. 1 to this Agreement in the amount of $9,500 to prepare a study and plan to illustrate landscaping and engineering improvements which conform to the budget developed for this project. On January 6, 1999, the City Commission authorized Amendment No.2 to this agreement in the amount of$18,135 to prepare construction documents for median plantings and irrigation improvements. AGENDA ITEM ~ I (8 DATE 3-:)-9.?t Commission Memorandum March 3. 1999 Page 2 ANALYSIS The Administration is now seeking approval for electrical engineering services to prepare construction documents for lighting improvements in the medians. The cost to perform the work is $9,800. Funding is available from previously appropriated funds in Work Order No. 2143. CONCLUSION The City Commission should adopt the Resolution in order to provide for the preparation of construction documents for lighting improvements in the medians. WHEREAS, the Agreement provides for the preparation of a Master Plan for improvements on Washington Avenue, from 5th Street to 16th Street (Project); and WHEREAS, the Master Plan has been completed and a revised plan and budget were developed based on available funding; and WHEREAS, the preparation of construction documents for median plantings and irrigation improvements are necessary to obtain bids and construct the improvements; and WHEREAS, additional electrical engineering services for median lighting are necessary to complete the improvements; and 1. ABOVE RECITALS The above recitals are true and correct and are incorporated as a part of this Third Amendment. 2. MODIFICATIONS The Agreement is amended as follows: a. Exhibit "A" is amended to revise the following at the end of the "Scope of Services": Part 5 - Preparation of Construction Documents for Medians: The Consultant will prepare construction documents for median plantings, irrigation and lighting improvements for the Project. b. At the end of "Compensation/Fees," add: Part 5 - Preparation of Construction Documents for Medians Hiller's Electric Electrical $9,800 Th1at $9,800 c. Exhibit "B," is amended to revise the following to the end of "Time of Completion": Construction documents for median plantings, irrigation and lighting improvements should be delivered within forty-five (45) working days from Notice to Proceed. 3. OTHER PROVISIONS All other provisions of the Agreement, as amended, are unchanged. 4. RA TIFICA TION The City and Consultant ratify the terms of the Agreement, as amended, as modified by this Third Amendment.
