13177 • RESOLUTION NO. 13177 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA: That a Special Bond Election will be called by the CITY OF MIAMI BEACH, FLORIDA, in the latter part of April , or the early part of May, 1971 , (the particular date to be set and specified by the City Council at its Regular Meeting on January 6, 1971 , or as soon thereafter as possible but at least thirty days prior to said special election date) , for the purpose of submitting to the electorate of the CITY OF MIAMI BEACH, FLORIDA, for their approval or rejection, a proposed General Obligation Bond Issue for the purpose of constructing a sewage treatment plant for the CITY OF MIAMI BEACH, FLORIDA to provide secondary and/or tertiary treatment; and BE IT FURTHER RESOLVED, that the CITY COUNCIL of the CITY OF MIAMI BEACH, FLORIDA, will , at its regular meeting to be held on JANUARY 6, 1971 , or as soon thereafter as possible but at least thirty days prior to said special election date, consider all applicable and necessary data as to site, land acquisition, estimates of construction costs, and other pertinent data, as set forth in a letter dated December 15, 1970 addressed to Clifford O'Key, City Manager, by Mayor Jay Dermer, needed for the determination of the amount required for the purposes of said Bond Issue; and BE IT FURTHER RESOLVED, that the said CITY COUNCIL will consider and determine that if and when any other municipality joins with the CITY OF MIAMI BEACH co-operatively, in the matter of sewage treatment and requisite facilities, that it be upon the basis of such co-operating municipalities paying their proportionate share of the building, operation and maintenance costs of such facilities in a manner to be determined in the course of future negotiations with the CITY OF MIAMI BEACH; and BE IT FURTHER RESOLVED by the said CITY COUNCIL that the CITY MANAGER be, and he hereby is, instructed to seek any County and/or State and/or Federal funds available for such purpose; and BE IT FURTHER RESOLVED by the said CITY COUNCIL that any other issues that the CITY COUNCIL may hereafter determine may also be submitted to the electorate on the date of the said Special Bond Election to be called for the purposes and on the date hereinabove specified. U'Key City Manager City Hall 1130 Washington Avenue Miami Beach, Florida Dear Mr. O'Key: As I have informed you and have publicly stated, I will , at the Council meeting of Wednesday, December 16, propose a General Obligation Bond Issue be placed on the ballot at a special election to be called for late April or early May. The purpose of this bond issue is to finance the design and construction of a sewage treatment plant for the City of Miami Beach. I am aware that you have been in negotiation with the City of Miami and with Dade County concerning this proposal and I hope that these negotia- tions will prove fruitful . However, it is my position that the city cannot chance the failure of these negotiations and must proceed imme- diately to finance and construct the needed facilities in the event an area-wide solution is not promptly forthcoming. In order that I may be completely informed for the Council meeting of January 6, I request that you supply me by that date with the answers to the following questions: 1) What would be the cost of construction of a sewage treatment plant capable of handling the effluent of the City of Miami Beach as projected to the year 2,000 assuming secondary treatment and/or tertiarty treatment? 2) What are the minimum and optimum land areas required for the con- struction of a plant of the above capacity? 3) Based on the present transmission facilities, what would be the optimum, feasible location as a site for a sewage treatment plant? 4) What alternate sites would be available and how would they affect construction costs in terms of modification to the existing trans- mission system? .11 Mr. Clifford W. O'Key December 15, 1970 Page Two 5) What would be the effect, if any, in terms of odor, noise, or other forms of environmental pollution upon surrounding properties from the location of a sewage treatment plant in a given area? 6) What would be the optimum esthetic design in terms of minimal effect on surrounding properties and how would this optimum design cost out in comparison with a standard design? 7) What should be the City of Miami Beach's economic relationship with neighboring communities which now use our sewage system in the event we construct our own sewage treatment plant? 8) When will the administration is in a position to recommend alternate plant sites with cost estimates of each alternative? 9) What progress has the administration made in selecting a site and picking a design for a solid waste disposal plant in light of the approaching validation of the $2i million bond issue by the courts? As you know. I have pledged my word to du everything possible to bring about a speedy and sound solution to environmental pollution of all of our waterways, including the Atlantic Ocean off our shores and Biscayne Bay. I take the position that Miami Beach, above all other communities, dependent as our economy Is on tourism, should cease all pollution or potential pollution at the earliest practical date. The above information Is necessary so that 1 and members of the City Council and the public can inteelligently choose among the alternatives available in moving forward in this area of waste disposal .
