Morales, City Manager DATE: June 21, 2017 SUBJECT: Mayor's North Beach Committee LETTER TO COMMISSION the City f Vmmission The purpose of this Letter to the Commission (LTC) is to inform the Commission of the motions passed by the Mayor's North Beach Committee at their April 27, 2017 meeting. NOTE: Unless otherwise noted, the motions are all related to proposed Conservation District regulations that will overlay the Normandy Isle and North Shore National Register Historic Districts in North Beach. Members Present: Margueritte Ramos (Chair), Daniel Veitia, Betsy Perez, Brad Bonessi, Kirk Paskal, Nancy Liebman, Suzanne Torriente (non-voting member). Members Absent: Carolina Jones. 1) MOTION: To recommend the parking requirements for apartment building and apartment -hotel as recommended by the Planning Board. Motion Made By: Nancy Liebman Motion Seconded By: Daniel Veitia Motion Passed: Votes 5-1, (Kirk Paskal opposed) 2) MOTION: the North Beach Committee recommends that the City Administration prioritize relief initiatives in the conservation districts by the introduction of resident parking structures in order to diminish the zoning challenges imposed by the current deficit of residential parking for the North Beach RM -1 districts. Motion Made By: Kirk Paskal Motion Seconded By: Daniel Veitia Motion Passed: Votes 6-0 3) MOTION: To recommend the passing of Planning Staff recommendations on lot aggregation. Motion Made By: Betsy Perez Motion Seconded By: Daniel Veitia Motion Passed: Votes 4-2 (Nancy Liebman and Kirk Paskal opposed) 4) MOTION: To recommend the setbacks as set forth by Staff in their recommendation. Motion Made By: Nancy Liebman Motion Seconded By Brad Bonesi Motion Passed: Votes 5-1 (Kirk Paskal opposed) 5) MOTION: To accept the Planning Staff recommendations on Height but where the lot is less than 125 feet in depth, the height shall only be 30 feet for the first 25 feet of the building. Motion Made By: Daniel Veitia Motion Seconded By Brad Bonessi Motion Passed: Votes 5-1 (Kirk Paskal opposed) 6) MOTION: To recommend the Planning Staff recommendations on Minimum and Average Unit Size. Motion Made By: Nancy Liebman Motion Seconded By: Daniel Veitia Motion Passed: Votes 5-1 (Margueritte Ramos opposed) 7) MOTION: To recommend the Planning Staff recommendations on Rooftop Additions, however ,the authority for staff to approve such additions shall be for a one-story building only and anything above one story would have to go to the Design Review Board for approval.
