RESOLUTION ESTABLISHING THE CITY
OF MIAMI BEACH LATIN AMERICAN
ADVISORY BOARD.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA, THAT:
SECTION 1. Latin American Advisory Board. The City of
Miami Beach Latin American Advisory Board is
hereby created and established. The Board shall consist of
seven members appointed by the City Council.
SECTION 2. Qualifications of Members. Members of the
Board shall be permanent residents of Miami
Beach who have knowledge of and interest in the Latin American
Community of Miami Beach. Members, while serving, shall not
become candidates for election to any public office. Each
member of the City Council shall appoint one member of the
Board.
SECTION 3. Terms of Office. All appointments shall be
made for a term of one year. Appointments to
file any vacancy on the Board shall be for the remainder of the
unexpired term of office. A member may be removed without cause
only by three-fourths vote of the entire membership of the City
Council. When any member of the Board fails to attend three (3)
consecutive meetings without due cause, the Chairman shall certify
the same to the City Council. Such member shall then be deemed to
have been removed and a vacancy created.
SECTION 4 . Organization of the Board. The members of the
Board shall elect a Chairman and such other of-
ficers as may be deemed necessary or desirable, who shall serve
at the will of the Board. A majority vote of the quorum of the
Board shall be necessary to take any action. Five (5) members
of the Board shall constitute a quorum necessary to hold a meeting
and take any action. Members shall serve without compensation.
The Chairman may call meetings of the Board, and meetings may be
called by written notice signed by five (5) members and the Board
at any meeting may fix and call a meeting on a future date. All
meetings shall be public.
SECTION 5 . Duties and Powers of the Board. The Board shall
have the following duties, functions , powers and
responsibilities :
.a) To serve in an advisory capacity to the City Council
of the City of Miami Beach, the community and all
encies and persons in Miami Beach, in respect to matters pertain-
to the Latin American Community of Miami Beach..
;b) io formulate and recommend plans and rogramb for

eric_-_n Community, including the Latin American Advisory Loard of
Dade County.
(c) _ is the express purpose of b;, to - 7e as
a medium for responsible persons to utilize and con-
sult with in attempting to understand and solve the many complex
problems involved with the Latin American Community of Miami Beach
and to make findings and recommendations to the City Council a_ad
the City administration regarding such matters.

(d) To perform such other duties as may from time to
time be assigned to it by resolution of the City
Conncil.
SECTION 6 . Limitation of Powers. The powers and jurisdiction
of the Board shall be purely advisory, voluntary
and persuasive.
The adoption of the above and foregoing resolution was
moved by Mayor Dermer.
