Morales, City Manager ~ DATE: June 30, 2017 LETTER TO COMMISSION SUBJECT: Indian Creek Drive Flooding Mitigation Project Update -Upcoming Closure Extension and Traffic Impacts The purpose of this Letter to Commission is to provide an update on upcoming traffic impacts associated with the Indian Creek Drive Flooding Mitigation Project. Drainage improvements are scheduled to begin along Indian Creek from 27 Street to 31 Street on Wednesday, July 5, 2017. The scope of work includes installing the 72-inch drainage trunk line and new drainage structures going north along Indian Creek Drive. Due to the size and location of the drainage line, southbound Indian Creek Drive will be closed and detoured at 31 Street to Collins Avenue while the contractor installs underground storm water drainage structures. Southbound traffic will be allowed on Collins Avenue between 31 Street and 26 Street. Side street and left turns will be restricted on Collins Avenue in this area. This will extend the closure and detour currently in place at 27 Street. Collins Avenue will resume to northbound traffic only north of 31 Street. Through traffic is encouraged to use an alternate route. Flaggers will be on site to help direct traffic during specific operations and off-duty police officers will also be used as needed. Local access to the buildings between 31 Street and 26 Street will be maintained. On-street parking along 31 Street may be temporarily eliminated during the detour. Traffic impacts will be continually monitored and tweaks maybe implemented to the maintenance of traffic as needed. This work is scheduled to run for a minimum of three months. This closure and work is critical to have the drainage system and pump station in place for the fall King Tides. Within the next several weeks, this closure and detour is scheduled to be extended again through 33 Street to allow the contractor to begin installing the pump station at the 32 Street end. The Public Information Officer for the project, Heather M. Leslie of HML Public Outreach, is maintaining regular communication with area residents and businesses and is releasing weekly advisories for the project to notify them of project updates and upcoming construction. The Communications Office will also be distributing information regarding this closure and detour. Please do not hesitate to contact me if you have any questions. What to Expect A detour is in place to guide drivers around the work. Drivers traveling south on Indian Creek Drive will be directed to: • Turn east on 31 Street • Turn south on Collins Avenue • Continue south on Collins Avenue This traffic pattern is expected through September. Barrier wall will separate one northbound lane and one southbound lane on Collins Avenue between 31 Street and 26 Street. Collins Avenue will resume to northbound traffic only north of 31 Street. Left turns and side street access will be restricted throughout this area. Through traffic is encouraged to use an alternate route. Flaggers will be on site to help direct traffic during specific operations. Off-duty police officers will also be used as needed. Local access to the buildings between 31 Street and 26 Street will be maintained. On-street parking along 31 Street may be temporarily eliminated during the detour. Miami-Dade Transit buses and City trolleys will continue service during the work. Please note this schedule may change due to weather or unforeseen circumstances.
