RESOLUTION NO. 2001-24671
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER TO ADVANCE $50,000 TO NORTH BEACH
DEVELOPMENT CORPORATION, FROM THE NORTII BEACH
PORTION OF QUALITY OF LIFEIRESORT TAX FUNDS FOR
FISCAL YEAR 1999/2000, WHICH WERE PREVIOUSLY
APPROPRIATED IN RESOLUTION 2001-24396, SAID FUNDS
FOR THE PURPOSE OF SUPPORTING TOURIST RELATED
INITIATIVES IN THE NORTH BEACH AREA.
WHEREAS, North Beach Development Corporation annually receives Quality of
LifelResort Tax funding from the City for tourist related initiatives in the North Beach area; and
WHEREAS, since 1995, North Beach Development Corporation has assisted the North
Beach community in prioritizing projects to be implemented annually, and
WHEREAS, on October 10, 2001, the Finance & Citywide Projects Committee approved
this item and recommended that it be forwarded to the City Commission for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve that $50,000 be advanced to North Beach Development Corporation
from the North Beach portion of Quality of LifelResort Tax funds for fiscal year 1999/2000, which
were previously appropriated in Resolution 2001-24396, said funds for the purpose of supporting
tourist related initiatives in the North Beach Area.

WHICH WERE PREVIOUSLY APPROPRIATED IN RESOLUTION 2001-24396, SAID
FUNDS FOR THE PURPOSE OF SUPPORTING TOURIST RELATED INITIATIVES IN THE
NORTH BEACH AREA.

Adopt the Resolution
ANALYSIS
North Beach Development Corporation (NBDC) annually receives funding from the City for
tourist related initiatives in the North Beach area. This is known as "Quality of Life" funds
provided from the additional one percent Resort Tax on room revenues, which was
approved by referendum on November 3, 1992. The proceeds of this additional tax are
to be split as follows: 50% for public incentives for the convention center headquarters
hotel development and 50% for promotion, development, improvement and maintenance
of tourist related activities and facilities.
Since 1995, North Beach Development Corporation (NBDC) has assisted the North Beach
community in prioritizing projects to be implemented through an annual community
workshop process to create a project list to be funded with these quality of life funds.
NBDC has been using their own funds to provide funding for projects and upon completion
a reimbursement request from the "Quality of Life" funds is submitted to the City. This
process has created a hardship in their monthly cash flow and they have requested that
the City provide an advance of the previously appropriated funds to ease their fiscal
requirements.
On October 10, 2001, the Finance & Citywide Projects Committee approved this item and
recommended that it be forwarded to the full Commission for approval. Therefore, we are
requesting that $50,000 be advanced to them from current project funding. NBDC will use
this money to fund the projects proposed by the community, and approved by the Mayor
and City Commission in Resolution 2001-24396 on May 16, 200t
