RESOLUTION NO. 73-13898
WHEREAS, the City Council of the City of Miami Beach,
Florida, has been duly advised of the availability of funds by
and from the Governor ' s Council on Criminal Justice for speci-
fied projects in the fields of crime reduction and for the
improvement of the criminal justice system, provided that the
said Governor ' s Council on Criminal Justice be formally advised
of the desire of the City of Miami Beach, acting by and through
its City Council, to participate in appropriate projects within
the scope and jurisdiction of the said Governor ' s Council on
Criminal Justice, including that project known and identified
as the "High Crime Area Illumination Project" and upon the
further condition that the City of Miami Beach, by and through
its City Council, bind and commit itself to the performance of
the conditions attached to and inherent in said profert of
available funds, and
WHEREAS, the City Council of the City of Miami Beach,
Florida, has duly found and determined that it is in the best
interests of the City of Miami Beach, its citizens and residents,
that formal application be made to the said Governor 's Council on
Criminal Justice for available funds for the funding of the said
"High Crime Area Illumination Project" and that it is in the best
interests of the said City, its residents and inhabitants, to
agree and to bind the said City for the fulfillment of the condi-
tions attached to the grant made by said Governor ' s Council on
Criminal Justice,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF MIAMI BEACH, FLORIDA, that this resolution shall
be deemed and held to be the formal application of the City of
Miami Beach, Florida, to the Governor ' s Council on Criminal
Justice for the grant by said Governor ' s Council, from its
appropriate LEAA funds of the sum of $100,000, which grant of
funds will be matched by an equal sum of $100,000 of City of
Miami Beach funds, which will be duly appropriated from proper
funds of the City of Miami Beach, and which matching sum of
$100, 000 will be expended by the City in compliance with all
conditions and provisos of the said Governor ' s Council on
Criminal Justice, and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that it does, by this resolution, show
and represent unto the said Governor ' s Council on Criminal
Justice that the City of Miami Beach does comply with all cri-
teria required for this application, to wit :
The City of Miami Beach is located within one of
the areas of high crime incidence; namely, Dade
County,
This project is in conformance with a relevant
program area included in the 1971 Comprehensive
Criminal Justice Plan for the State of Florida,
That the City of Miami Beach is ready to match
funds for this project on a 50 per cent cash
basis rather than in-kind,
That this project has been submitted prior to the
deadline of January 26, 1973,
and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, that the letter of intent addressed to
OFFICE OF CITY ATTORNEY-1130 WASHINGTON AVENUE-MIAMI BEACH, FLORIDA 33139
the Honorable James R. Stewart, Director of the Governor 's
Council on Criminal Justice, by Frank R. Spence, Acting City
Manager of the City of Miami Beach, and the Preliminary Project
Proposal submitted by the said Frank R. Spence, Acting City
Manager, be and the same are made a part of this resolution
and are incorporated herein by reference, and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, that Frank R. Spence, Acting
City Manager of the City of Miami Beach, Florida, be and he
is hereby formally designated as being the fully authorized
and empowered agent and representative of the City of Miami
Beach in all matters connected with, being a part of, and
appertaining to participation of the City of Miami Beach,
Florida, in said "High Crime Area Illumination Project" .

This letter is in response to your letter of January 16, 1973,
indicating the availability of funds for projects in the fields
of crime reduction and the improvement of the criminal justice
system. Please accept this letter as the official application
of the City of Miami 3each to participate in this program.
Please note attached, and made a part hereof, our Preliminary
Project Proposal entitled HIGH CRIME AREA ILLUMINATION PROJECT.
The City of Miami Beach does comply with the required criteria
outlined in your letter, to wit:
i . The City of Miami Beach is located within one of the 15
areas of high crime incidence; namely, Dade County.
2. This project is in conformance with a relevant program

Specific crime incident/location/time of day statistics will be maintained. Demo-
4 graphic profiles of area victims and offenders will be produced. Relat've ooporturi-
ty/motivation formulae will be constructed, utilizing as controls, similar municipal
4 areas not yet equipped with adequate lighting. Effective police manpower reeu,re-
ments will be established for both illuminated and sub-standard areas.
