73-14017 • RESOLUTION NO. 73-14017 A RESOLUTION AUTHORIZING AGREEMENT WITH THE MIAMI- DADE WATER AND SEWER AUTHORITY FOR THE LOCATION AND INSTALLATION OF CHLORINATION BOOSTER STATIONS FOR CITY OF MIAMI BEACH WATER SUPPLY LINES . WHEREAS, an emergency has heretofore arisen in connec- tion with appropriate chlorination for the water supply of the City of Miami Beach, and because of such emergency, health and welfare of the citizens of the City of Miami Beach requires the entry into an appropriate agreement between the City of Miami Beach and the Miami-Dade Water and Sewer Authority for the maintenance of an appropriate chlorine residual throughout the City of Miami Beach Water Distribution System, and WHEREAS, it has been determined by representatives of the City ' s Environmental Protection Agency; the Florida Depart- ment of Health and Rehabilitation Services ; the Miami-Dade Water and Sewer Authority; and the City of Miami Beach, that for the purpose of maintaining an appropriate chlorine residual in the water supplies of the City of Miami Beach that it is necessary to install and equip four chlorine booster stations, one on each supply main on the MacArthur, the Venetian, the Julia Tuttle, and the North Bay Causeways, and WHEREAS, the Miami-Dade Water and Sewer Authority is the only appropriate agency having the competency to perform these requirements, and WHEREAS, the said Miami-Dade Water and Sewer Authority has agreed to install the necessary equipment in the said four booster stations and maintain the same, all in accordance with the terms and provisions set forth in that certain letter from the Miami-Dade Water and Sewer Authority to the City of Miami Beach dated April 17, 1973, a copy of which is attached hereto and made a part hereof by reference, and WHEREAS, said letter proposes that it shall be the obligation of the City of Miami Beach, among other things, to reimburse the Miami-Dade Water and Sewer Authority for its expenditures incurred in installing and maintaining said chlorine booster stations, and WHEREAS, City Council of the City of Miami Beach deems it necessary, imperative, and for the best interests of the citizens and residents of the City of Miami Beach that the proposal of the said Miami-Dade Water and Sewer Authority be accepted, all as set forth in said letter, NOW, THERFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the said proposal of the said Miami-Dade Water and Sewer Authority be and the same is hereby agreed to and accepted and that the Miami-Dade Water and Sewer Authority be and it is hereby informed and advised of the acceptance and agreement by the City of Miami Beach to all the matters and things set forth in said letter of April 17, 1973, and that this resolution may be considered and accepted as being such acceptance and agreement upon the books of the City of Miami Beach, Florida. Per Day MacArthur - 13th St. 36 3 25* Venetian - 15th St. 24 4 34* Julia Tuttle - 36th St. 36 12 100* North Bay - 79th St. 30 10 84* * Assuming residual chlorine is raised by 1 ppm Design and Construction Each chlorine booster station would consist of: Chlorine storage of two one-ton cylinders; an automatic chlorinator (range 0-200 hounds her day) actuated by the existing venturi meter flow rate and transmitted by means of telemetering to the booster station; safety features to prevent chlorine leakage, including a detection and alarm system; and a permanent all weather concrete block building housing all equipment, pro- tected by both fencing and landscaping. Some five complete sets of identical equipment, each for one station, are proposed for purchase so that a spare unit would be available at all times for replacement. This equipment will be purchased in advance to save time, and • furnished to a contractor for installation during con- struction of each booster station. Bids have been received from three qualified equipment manufacturers and award to the low bidder has been recommended. The location of each booster station has been selected to insure an accessible site as remote from existing residences as possible. Although every safety precaution and feature avail- Mr. John Bergacker April 17 , 1973 Page Three are being incorporated into the project, it is good practice to seek locations remote from 'residences to the extent avail- able . Consideration of hurricane tide flooding and possible erosion of the causeway fill has been a factor in selecting each site . A drawing of a typical installation has been completed and approved by the City of Miami Beach. Agreement Between the Authority and the City of Miami Beach The extreme urgency of proceeding rapidly with the coy— if plete installation of this project on an emergency basis has prevented the preparation of a formal agreement. However, the general obligations of both parties are outlined as follows: Miami-Dade Water and Sewer Authority Obligations (a) Preparation of plans and specifications for the complete installation of each of the four proposed chlorine booster stations, subject to approval by the City of Miami Beach and regulatory agencies. Bids for all equipment and construction will be taken by the Authority and awards made , subject to approval of the City of Miami Beach. (b) Operation and maintenance of the four booster chlorination stations after completion of construction, including furnishing of chlorine. City of Miami Beach Obligations (a) Selection and acquisition of each of the four sites for the booster chlorination stations. 1dr. John Bergacker Aril 17 , 1973 Page Four (b) Reimbursement to the Authority for all direct costs incurred in the preparation of plans and specifications and inspection during construction. (c) Reimbursement of all equipment purchases and construction costs required, based upon actual bids, and other related charges. (d) Payment or reimbursement of all electric power service and telemetering charges by the Florida Power & Light Company and the Southern Bell Telephone Company, respectively, for the operation of the booster chlorination stations. (e) Reimbursement of direct actual costs incurred by the Authority for the operation and maintenance of the booster chlorination stations, including purchase of chlorine. If, in the future , the City of Miami Beach elects to assume any of the ahove stated obligations of the Authority, it shall notify the Authority thirty (30) days in advance and proceed to assume such obligations. We realize that this letter may fail to include all of the assignments of each party, previously discussed and agreed to verbally.
