73-14032 a • RESOLUTION NO. 73-14032 WHEREAS, the franchise of Mall Transport, Inc . , for the operation of the tram system on Lincoln Road. Mall expired on May 28, 1973, and WHEREAS, no bids have been solicited for a new franchise for the operation of said transport facility for the reason that the current expansion of the Miami Beach Convention Hall Complex may require extensive changes in the specifications of such franchise, and WHEREAS, Mall Transport, Inc. , has heretofore requested a 50% increase in the fare; i.e. , from 10 cents per ride to 15 cents per ride, and WHEREAS, such increase in fare is not acceptable by the general public, even though the owners and operators of said tram system are entitled to some relief, since operating costs have continued to spiral, while the fare has remained standardized at 10 cents for the past 13 years, and WHEREAS, the City Manager and the City Attorney have, at the direction of the City Council, conferred with the owners and operators of Mall Transport, Inc. , and WHEREAS, the City Manager has duly recommended to the City Council as follows : 1. That the fare remain at 10 cents per ride. 2 . That the City waive the $625 per month franchise fee. 3 . That the annual rental rate of parking meters utilized by Mall Transport, Inc . , in the Lincoln Lane Garage be reduced by $125, from the current charge of $360 per month to $235 per month. 4. That Mall Transport, Inc . , should be authorized to operate the said Lincoln Road trams under a tem- porary permit of the City Council until December 6, 1973, with the operation of said trams to be governed under the same provisions governing such operation as set forth in the said expired franchise. 5. That bids for a new franchise will be solicited by the City of Miami Beach and that the successful bidder therefor shall have his proposal subjected to the vote of the electorate at a Special Election to be held on November 6, 1973, and WHEREAS, City Council has considered the said recommendations of the City Manager, NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, that the said report and recommendations of the City Manager as hereinabove set forth be and the same are hereby approved, and the said Mall Transport, Inc. , be and it is hereby authorized and empowered, by the permit of this Council, to operate its trams, under the operation speci- fications set forth in the said expired franchise, said permit to expire on December 6, 1973, and that this Resolution shall be deemed and considered to be the authority under which said Mall Transport, Inc . , may operate its said trams as aforesaid.
