(THE HEDG-PETH COMPANY) AND EDWARD M. WARONKER, M.A.I. (PROPERTY CONSULTANTS, INC.) FOR THE APPRAISALS OF THE PROPOSED NEW POLICE AND COURTS FACILITY SITE LOCATED IN THE CITY OF MIAMI BEACH ON LOTS 1 THROUGH 12 OF BLOCK 37, AND BLOCK 23, OF OCEAN BEACH ADDITION NO. 3, PLAT BOOK 2, PAGE 81, OF THE PUBLIC RECORDS OF DADE COUNTY, FLORIDA. WHEREAS, the Administration has reviewed potential sites for the proposed Police and Courts Facility; and WHEREAS, the City Commission has approved the selection of the site recommended in Commission Memorandum No. 667-82 at the October 6, 1982, Commission Meeting; and WHEREAS, the City Administration has solicited proposals for appraisal services of the properties located at the proposed new Police and Courts Facility site; and WHEREAS, C. George Hedg-peth, M.A.I. (The Hedg-peth Company) and Edward M. Waronker, M.A.I. (Property Consultants, Inc.) responded to and quoted the lowest proposals for professional services for the necessary appraisals of the proposed Police and Courts Facility site; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1. That the City of Miami Beach award contracts for professional appraisal services to C. George Hedg-peth, M.A.I., (The Hedg-peth Company) and Edward M. '/�//�i► SUBJECT: SITE LOCATIO � SR MIAMI BEACH POLICE AND COURT FACILITY: INTERIM REPORT O. 1 In order to assist the City Commission in making a decision on location of the City's new Police and Court Building, the Administration will be providing a series of reports on alternative locations for the facility. The Julia Tuttle Interchange was the priority site recommended by the City's Ad Hoc Police Station Site Selection Committee in April, 1982. At the time the•Commission directed the Administration to pursue the use of this site, it was agreed that alternative sites should also be considered. In recent weeks, discussion has taken place on the location of the new facility in the South Shore Redevelopment Project Area. The following report is a site and cost analysis of three (3) potential sites: 1) the Julia Tuttle Interchange site; 2) the Old City Hall site; and 3) the area surrounding existing police station in the South Shore Redevelopment Area (see Exhibit A). I. JULIA TUTTLE INTERCHANGE SITE The City Commission, at its May 5, 1982 meeting, directed the Administration to initiate efforts to secure the approval for the use of this site from the appropriate State and Federal transportation officials. Following a meeting in Tallahassee and at the request of State officials, the City hired the firm of Post, Buckley, Schuh and Jernigan, Inc. to conduct a comprehensive traffic analysis and to prepare a road improvement design plan for access to the site. A final report by the consultant was completed in August and transmitted to the Florida Department of Transportation. An initial cost estimate of $775,000 for the necessary modifications to the Interchange is shown on Table 6 (Attached Exhibit B). The City was notified by the State via a communication dated September 20, 1982, that subject to certain technical modification, the site was available for use by the City (Attached Exhibit C). In addition to the costs projected for street improvements, the actual costs for site preparation must also include extensive landscaping, new utility lines, and engineering design costs. It can be estimated that the Julia Tuttle site will require an expenditure of $1,500,000 million for site preparation. ADVANTAGES 1. Lower overall costs, due to no acquisition costs and development of surface parking. 2. Enhance the entranceway to the City and allow greatest opportunity for future expansion. DISADVANTAGES 1. Location is not near major crime concentrations. 2. Location restricts pedestrian access; and may interrupt existing vehicular traffic flow on Alton Road. _ I AGENDA9- D— I ITEM DATE '0- 6 - • • POLICE STATION SITE OCTOBER 6, 1982 PAGE 2 II. OLD CITY HALL SITE The Old City Hall property and the abutting block to the west offers a potential site for the new facility. Use of this site would require the closing of Drexel Avenue between 11th and 12th Street, the acquisition and demolition of residential property, and the possible demolition of the Old City Hall building itself (see Exhibits D, E). In order to assess the site preparation costs for the area, the Administration determined that there are two possible alternatives. The first would be the acquisition of the entire block (Block 37) between Pennsylvania and Drexel Avenue. A total of eleven (11) parcels would need to be acquired. This block combined with the Old City Hall Block (No. 23) would yield a site of approximately three (3) acres. Total costs for acquisition, demolition (including Old City Hall) and site clearance would be $2,229,955 based upon current assessed valuation. A second alternative would be the acquisition of the half block west of the Old City Hall site. This would result in a total site of two (2) acres available for development. A total of five (5) privately-owned parcels would need to be acquired. Based upon current assessed valuation, total costs for acquisition, demolition . (including Old City Hall), and site clearance would be $1,032,786. In reviewing the Old City Hall site (both alternatives) as a potential location, the Administration makes the following observations: ADVANTAGES 1. Location of the facility would have a positive impact on the on-going Washington Avenue Revitalization project. 2. Location is easily accessible by vehicular, bus, and pedestrian traffic. 3. Location is close to major crime concentrations. 4. The parking requirements for the facility can be met with a municipal garage structure which cost can be funded separately by Metered Parking Revenue Bonds. 5. The City does have the opportunity to promote an innovative adaptive re-use of the Old City Hall structure; in addition, the location in a commercial corridor could also provide an opportunity for private retail/office development on site. DISADVANTAGES 1. The site requires use of the limited funds for acquisition of private property and the potential relocation of residents in 142 dwelling units. 2. The site is limited in size requiring vertical development; in addition, there would be very little expansion opportunities. III. SOUTH SHORE REDEVELOPMENT AREA Recent discussions by the City Commission have centered around the potential of locating the new facility within the South Shore Redevelopment Project Area. The City's police facility consultant, Marion 1 Varner & Associates in his 1981 report did assess the opportunities of locating the facility in the vicinity of the existing police station. The Administration has now prepared an initial site evaluation and cost estimate for a potential facility to be located in the area bounded by 1st • Street, 2nd Street, from Washington Avenue to Jefferson Avenue. The site involves portions of Blocks 78 and 53 and would provide an area of 4.3 acres, including the existing police building, the Court building and the police surface parking lot. A total of 22 parcels would need to be acquired; the assessed valuation of the properties is $1,304,306. The inclusion of demolition costs would bring total site clearance costs to $1,406,306 (see Exhibit F). POLICE STATION SITE OCTOBER 6, 1982 PAGE 3 ADVANTAGES 1. Location is within current high crime rate.area. 2. Site has sufficient land area for future expansion. 3. Site development as a police/court facility would show commitment by the City to the revitalization of the area. • DISADVANTAGES 1. Location may be in conflict with future Redevelopment Plans for the project area. 2. Removal of the existing police station for construction may seriously disrupt police operations. 3. Parking garage construction costs may hvae to be funded by the Police Bond Issue, thereby, reducing available funds for the facility. ADMINISTRATION RECOMMENDATION The Administration has reviewed all of the potential sites, recommended by the consultant, the Ad-Hoc Committee and the City Commission. The Administration feels that the location of and the investment in a major municipal government building, such as the police facility, is an opportunity to accomplish multi-objectives for the betterment and enhancement of the community as a whole. This Interim Report summarizes our review to date and tends to highlight site number II from a preliminary standpoint. Following a determination of the desired site, it is recommended that additional study be initiated to determine the exact size of site needed and the specific use and design of the new structures. The appraisal will be completed and the finished reports will be delivered to you on or before December 15th. 2. 10 copies of the completed, bound narrative report will be furnished to you including the estimate of market value for each parcel. 3. Included in these reports will be my opinion of "a fair rate of return for the City's air rights". 4. A signed Certificate of Appraisal will be provided for each parcel. 5. A statement that I will give expert testimony in the event the City takes any of these cases to court. 6. The fee for the preparation of 10 copies of the appraisal setting forth the estimated market value and the estimated fair rate of return for the City's air rights is $11,000. Since there is no way to predetermine if any of the parcels will be tried in court, preparation for court testimony and testifying will be at the rate of $575 per day.
