RESOLUTION NO. 82-17197
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH TO AUTHORIZE THE CITY OF MIAMI
BEACH ADMINISTRATION TO TAKE RESPONSIBILITY
FOR THE SOUTH SHORE PARK DEVELOPMENT AND
IMMEDIATE REMOVAL OF ALL RUBBLE AND FILL
FROM THE 50-FOOT EASEMENT RESERVED TO THE
UNITED STATES GOVERNMENT; TO AUTHORIZE THE
ADMINISTRATION TO PROCEED WITH THE TASKS
OUTLINED ON THE TIME SCHEDULE; TO AUTHORIZE
THE ADMINISTRATION TO INVESTIGATE VARIOUS
SOURCES OF POSSIBLE FUNDING.
WHEREAS , the property known as South Shore Park
was deeded to the City for park and recreation purposes;
and
WHEREAS , the property has not been developed for
such purposes and little progress has occurred; and
WHEREAS , the 50-foot easement for U.S. Corps of
Engineer maintenance use is completely blocked and requires
immediate corrective measures; and
WHEREAS, the City of Miami Beach must begin work to
develop the park or risk losing the land and the $1. 6 million
grant for completion of the park
NOW, THEREFORE BE IT RESOLVED that the City
Commission of the City of Miami Beach authorizes the City of
Miami Beach Administration to take responsibility for the
South Shore park development and immediate removal of all
rubble and fill from the 50-foot easement reserved to the
United States Government; authorizes the administration to
proceed with the tasks outlined on the time schedule; autho-
rizes the Administration to investigate various sources of
possible funding. To the extent possible, the funds for removal
of materials from the easement are to be funded by the Redevelop-
ment Agency.

Dear Mr. Lowy:
We are in receipt of a copy of your recent letter to Mr. Tom Brown
(National Park Service) regarding our meeting on South Shore Park (Land and
Water Conservation Fund project No. 12-00166) last November 16, 1982.
You are aware from our discussions that this Office's major concern
relates to developing the park at the earliest practicable date without
altering the existing project scope to any appreciable degree. Your efforts
to undertake clean-up of the site and secure the area are commendable.
Although many of the complications that have stalled the grant portion
of this project since its approval in 1979 are understandable, the lack
of progress coupled with deterioration of the site are disturbing, to say
the least.
Resolution No. 82-17197, preliminary time schedule, possible fast track
construction methods and administration recommendations (which were attached
to your letter) are all encouraging signs the City is planning a major break-
through to implement the original project agreement. Please keep us apprised
of your progress in this regard.
Again, we appreciate the City's interest and determination to construct
the park and it is our hope the Redevelopment Agency will offer its expertise
in fulfilling the overall City goals in this matter.
We look forward to working with you and members of your staff on the
proposed design revisions for the park in the near future.
