RESOLUTION NO. 83- 17273
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA AWARDING THE BEACHFRONT
CONCESSION RIGHTS AT NORTH SHORE OPEN SPACE PARK AND
LUMMUS PARK TO JOE FELTON/JEFF BLUMFELD, AND ART
DECO HOTELS, LTD., RESPECTIVELY AND AUTHORIZING THE
CITY MANAGER TO REBID ALL AREAS OF THE BEACHFRONT
FOR WATER RECREATIONAL EQUIPMENT AND ALL REMAINING
AREAS FOR FOOD, BEVERAGE, AND BEACH EQUIPMENT
RENTAL.
WHEREAS, the City Manager by Resolution No. 82-17152 was authorized to
prepare and solicit Requests for Proposals for the Beachfront Concession operations for
Food, Beverage, and Beach Equipment Rentals and Water Recreational Equipment and;
WHEREAS, the proposals were prepared and sent to ninety-nine (99)
organizations and Invitations to Bid were sent to two hundred and ninety (290) interested
parties and;
WHEREAS, six (6) proposal submissions were received and opened publicly on
December 17, 1982 and found to contain two (2) no bids, two (2) non-conforming bids and
two (2) conforming bids and;
WHEREAS, the two conforming bids were Joe Felton/Jeff Blumfeld for Food and
Beverage Concession rights at North Shore Open Space Park and Art Deco Hotels, Ltd., for
Food and Beverage Concession rights and Beach Rental Equipment at Lummus Park.
NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the award for North Shore Open Space Park
be made to Joe Felton/Jeff Blumfeld for Food and Beverage Concession rights and the
award for Lummus Park be made to Art Deco Hotels, Ltd., for Food, Beverage and Beach
Equipment rights. In addition, the City Manager is hereby authorized to rebid all areas of
the Beachfront for Water Recreational Concession rights and all areas remaining for Food
and Beverage and Beach Equipment Rental Concession rights.
