RESOLUTION APPROVING SITE SELECTION AS TO LOCATION OF
THE NEW CITY OF MIAMI BEACH POLICE AND COURTS
FACILITY; DECLARING ACQUISITION OF THOSE PROPERTIES
IDENTIFIED AND DESCRIBED AS LOTS 1, 3, 4, 5, 6, 7, 8, 9, 10, 11 &
12, BLOCK 37, OCEAN BEACH ADDITION NO. 3 AS RECORDED IN
THE PUBLIC RECORDS OF DADE COUNTY, FLORIDA IN PLAT
BOOK 2, ON PAGE 81,(LOCATED AT THE POLICE AND COURTS
FACILITY SITE)TO BE A PUBLIC NECESSITY; AUTHORIZING THE
ACQUISITION OF SAID PROPERTIES BY PURCHASE, DONATION,
OR THE FILING OF EMINENT DOMAIN PROCEEDINGS AND
DECLARATION OF TAKING, AS NECESSARY.
WHEREAS, for reasons more particularly set forth in Commission Memorandum
No. 122-83, the City Commission desires to approve the selection of the Old City Hall Site
as the site of the new City of Miami Beach Police and Courts Facility, and
WHEREAS, for the purposes of constructing City buildings to be known as the
City of Miami Beach Police and Courts Facility, the City of Miami Beach desires to acquire
several parcels of land located in the City of Miami Beach within the area bounded on the
North by Twelfth Street, on the South by Eleventh Street, on the West by Pennsylvania
Avenue and on the East by Drexel Avenue; and
WHEREAS, the legal descriptions of the specific properties to be acquired are
Lots 1, 3, 4, 5, 6, 7, 8, 9, 10, 11 & 12, Block 37, Ocean Beach Addition No. 3, as recorded in
the Public Records of Dade County Florida, in Plat Book 2, on Page 81; and
WHEREAS, this City Commission finds, determines and declares that it is
necessary to acquire fee simple title to the above-described properties for use in connection
with construction of said Police and Courts Facility; and
WHEREAS, this City Commission finds, determines and declares that the
acquisition of the above-described properties is a public necessity and is necessary, practical
and in the best interest of the City of Miami Beach; and
WHEREAS, this City Commission finds, determines and declares that the
acquisition of the above-described properties by purchase, donation or eminent domain
proceedings is for the public use and benefit,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, THAT:
Section 1. This City Commission finds, determines and declares that the matters
set out in the foregoing recitals are true and correct, and they are hereby incorporated as a
portion of this Resolution.
Section 2. The recommendation of the City Manager as to the Old City Hall Site
for the new City of Miami Beach Police and Courts Facility is hereby accepted and
approved.

Section 3. The recommendation of the City Manager as to acquisition of the Site
for the new City of Miami Beach Police and Courts Facility is hereby accepted and
approved.
Section 4. This City Commission declares that it is necessary to acquire fee
simple title to Lots 1, 3, 4, 5, 6, 7, 8, 9, 10, 11 & 12, Block 37, Ocean Beach Addition No. 3,
as recorded in the Public Records of Dade County, Florida in Plat Book 2, on Page 81.
Section 5. This City Commission authorizes the City Manager and the City
Attorney, through their staffs, or through special counsel engaged for such purposes, to
acquire the above-described properties through purchase, donation or through eminent
domain proceedings, including Declaration of Taking.
PASSED and ADOPTED this 20th day of April , 1983.

SUBJECT: STATUS REPORT ON PROGRESS OF THE PROPOSED NEW
MIAMI BEACH POLICE AND COURT FACILITY PROJECT
OLD CITY HALL SITE
The Administration, since the last City Commission meeting on April 6, 1983, has continued
to negotiate a voluntary sales price on the various properties located in the proposed Police
and Courts Facility site.
The Administration, in conjunction with a representative of the City Attorney's Office, has
had meetings with or contacted each of the eight (8) property owners or their
representatives.
Attached for your review is an outline showing the appraisal values, highest of the two (2)
appraisal values with a 10% bonus, and the amounts the individual property owners are
willing to accept for their properties.
Total amount offered $2,892,670
Total amount of counter offers 454,500
Total Acquisition cost $3,347,170
It is anticipated that certain title work and attorney fees will be required in the acquisition
process which are estimated to be on the high-side of four hundred thousand dollars.
JULIA TUTTLE SITE
Efforts were initiated by the Administration to secure the approval for the use of this site
as a Police and Courts Facility from the appropriate State and Federal Transportation
Officials. Following a meeting in Tallahassee, and at the request of State Officials, the
City hired the firm of Post, Buckley, Schuh, and Jernigan Incorporated, to conduct a
comprehensive traffic analysis and to prepare a road improvement design plan for access to
the site. A final report by the consultant was completed in August and transmitted to the
Florida Department of Transportation.

The City was notified by the State via a letter dated September 20, 1982, that subject to
certain technical modifications, the site was available for use by the City. In addition to
the costs projected for street improvements, the actual costs for site preparation must also
include extensive landscaping, new utility lines and engineering design cost. The permitting,
interchange modifications, and access road construction must be completed before
construction can begin on the Police and Courts Facility buildings which could delay the
project eighteen (18) to twenty-four (24) months.

Total Cost $3,375,000
ADMINISTRATION RECOMMENDATION
The Administration recommends that the accompanying Resolution providing for the site
selection of the new Police and Courts Facility at the Old City Hall property and the
abutting block to the west (Block 37) be approved. Further, it is recommended that this site
be declared to be of public necessity and that the identified private parcels on Lots 1, 3, 4,
5, 6, 7, 8, 9, 10, 11 & 12, Block 37, Ocean Beach Addition No. 3, as recorded in the Public
Records of Dade County, Florida, in Plat Book 2, on Page 81; be acquired by fee simple title
for use in connection with the construction of the new Police and Courts Facility.
The Administration feels that the location and investment in major municipal government
buildings, such as the Police Headquarters Facility and the re-adaptive use of the Old City
Hall structure affords an opportunity to accomplish multi-objectives for the betterment and
enhancement of the community as a whole.

SUBJECT: SITE LOCATION FOR THE MIAMI BEACH POLICE AND COURTS
FACILITY AND PROPOSED CONSTRUCTION PROGRAM FOR
THE OLD CITY HALL SITE
In order to assist the City Commission in making a decision on the location and the
construction program for the City's new Police and Courts Facility, the Administration has
had an Economic Site Analysis Report made for the new Police and Courts Facility and
Metered Parking Division. The report includes economic alternatives developed with
variable economic solutions which included back-up cost information on the renovation of
the Old City Hall building. A synopsis of the economic alternatives and analysis is attached
for your review.
In reviewing the economic alternatives developed, the Administration has determined that
the acquisition of Block 37 between Pennsylvania Avenue, Drexel Avenue, 11th and 12th
Streets, combined with Block 23 (the Old City Hall Site) would provide the City with the
most flexibility in instituting the renovation of the Old City Hall structure and the
construction of a new Police and Courts Facility.
The economic alternative as outlined in IV.-A provides for a new police headquarters in
70,000 square feet of the new building along with 600 parking spaces. The Court Facilities
and Metered Parking Division would be located in the renovated Old City Hall structure.
The Courts would utilize 10,198 square feet; the Metered Parking Division would use 9,900
square feet; and 3,300 square feet would be used for the core and lobby at the first and
second floors. The Old City Hall building has a total of 23,298 square feet of net floor area.
The 100 parking spaces required for Metered Parking Division would be located in the new
building as part of the 600 parking spaces. Provisions would be made in design and
construction of the new building to allow for 60,000 square feet future expansion (air rights).
The Old City Hall Site as outlined in economic alternative IV.-A would have the least
complications to institute an immediate construction program after the acquisitions are
completed. The City would have the opportunity to promote an innovative adaptive re-use
of the Old City Hall structure thus contributing to implementing historic preservation
efforts in the district.
The City will have the most flexibility in utilizing the new and old structures thus providing
potential air right revenues in the future for the City.
