A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA,
AMENDING RESOLUTIONS 83-17243 AND 83-
17319, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT *
WITH OTHER CONSORTIUM MEMBERS,
PROVIDING FOR FIXED AND STAGGERED
TERMS FOR THE APPOINTMENTS TO THE
PRIVATE INDUSTRY COUNCIL UNDER THE
PROVISIONS OF THE JOB TRAINING
PARTNERSHIP ACT.* (Addendum to Agreement)
WHEREAS, the City of Miami Beach, by its Resolution /183-17243,
passed and adopted January 19, 1983, approved a process for the establishment of a
Private Industry Council (PIC) to be appointed under the provisions of the Job
Training Partnership Act; and
WHEREAS, the City of Miami Beach, by its Resolution No. 83-
17319, passed and adopted April 20, 1983, appointed six (6) persons to membership
in said PIC; and
WHEREAS, the South Florida Employment and Training Consortium
has been informed that the JTPA requires said appointment be for "fixed and
staggered terms", and has adopted a Resolution at its April 27, 1983 meeting
amending the process and recommending that the elected officials of each member
jurisdiction approve said amendment whereby approximately one third of its
appointments be made for terms ending June 30, 1984; one third of its
appointments be made for terms ending June 30, 1985; and, one third of its
appointments be made for terms ending June 30, 1986.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution No. 83-17243 is
hereby amended to provide for said fixed and staggered terms, and Resolution No.
83-17319 is hereby amended to attach the following terms to said appointments:
1. Private Sector -
(a) Hotels/Motels: (Mario De Ray) - for approximately 1
year, ending June 30, 1984.
(b) Other Services: (Edward Margolis) - for approximately 2
years, ending June 30, 1985.
(c) Retail Trade: (Ken Fordik) - for approximately 3 years,
ending June 30, 1986.
2. Public Sector -
(a) Economic Development: (Gladys Kane) - for
approximately 1 year, ending June 30, 1984.
(b) Community Based Organizations: (Beverly Phillips) - for
approximately 3 years, ending June 30, 1986.
(c) Organized Labor: (H. C. Schromm) - for approximately 2
years, ending June 30, 1985.

Addendum to the Agreement on the Process for Establishing
the South Florida Employment and Training Consortium -
Private Industry Council (SFETC-PIC) to be Aepointed Under
the Provisions of the Job Training Partnership Act (JTPA)
Whereas, the chief elected offical and/or governing body of each
Consortium Jurisdiction has approved the Process for Establishing the South
Florida Employment and Training Consortium - Private Industry Council (SFETC-
Elci to be Appointed Under the Provisions of the Job Training Partnership Act
(JTPA), and
Whereas, the chief elected official and/or governing body of each
Consortium Jurisdiction has authorized the Jurisdiction Member of the Consortium
to enter into an agreement to adopt the procedures to be used to establish a PIC
for this Service Delivery Area, and
Whereas, the JTPA requires local elected• officals to appoint individ-
uals to the SFETC-PIC for fixed and staggered terms, and
Whereas, the chief elected offical and/or governing body of each
Corsortium Jurisdiction has approved the appointment of seats for fixed and
staggered terms:
NOW, THEREFORE, BE IT RESOLVED THAT WE THE MEMBERS OF THE CONSORTIUM
BOARD enter into an agreement to make approximately one-third of the appoint-
ments to the SFETC-PIC for a term ending June 30, 1984, one-third for a term
ending June, 30, 1985, and one-third for a term ending June 30, 1986, with
appointment terms thereafter to be for a fixed three year period.
