Section 3: The City Manager may issue detailed regulations, not con- flicting with this Ordinance, nor with the Personnel Rules, for the purpose of clarification and application of this Ordinance. Section 4: The City Manager, upon recommendation of the Department Head, shall be empowered to fix the rate of compensation of the individual employee, from time to time within the minimum and maximum as fixed herein. Section 5: It is declared to be the purpose of this Ordinance, to provide for an orderly and fair means for the compensation of employees in the Classified Service on the basis of the work they perform and their competence in its performance, and to further the principles and intent of the Civil Service Act in providing for an equitable basis of compensation and the reward of merit. Section 6: This Ordinance repeals all ordinances or parts of ordi- nances in conflict herewith. Section 7: If any portion or portions of this Ordinance shall be declared invalid, the remaining portions shall have the -5- same force and effect as though such invalid portion or portions had not been included. Section 8: This Ordinance shall become effective as of June 1st, 1941, PASSED AND ADOPTED This 2nd day of July, A. D., 1941.
