AN ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, CREATING A BUREAU OF CONVENTIONS
OF SAID CITY, TO BE KNOWN AS THE CITY
CONVENTION BUREAU, PROVIDING FOR THE APPOINT-
MENT OF A DIRECTOR THEREOF, PRESCRIBING THE
DUTIES, FUNCTIONS AND AUTHORITY OF SAID
DIRECTOR, PROVIDING FOR THE EMPLOYMENT OF
OFFICE ASSISTANTS AND OTHER ASSISTANTS TO
SAID DIRECTOR, PRESCRIBING THE MANNER OF
FIXING AND DETERMINING THE COMPENSATION OF
SAID DIRECTOR AND HIS ASSISTANTS AND FOR
OTHER PURPOSES RELATING THERETO.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
Section 1. That a Bureau of Conventions of the City of Miami Beach,
Florida, to be known as the City Convention Bureau, be
and the same is hereby created.
Section 2. That the City Manager be and he is hereby authorized
and empowered to appoint, by and with the consent of
the City Council of said City, a Director of said City Convention
Bureau and said Director shall be known as the Director of the
City Convention Bureau, who shall serve for the same term and under
the same rules and regulations as other appointive officers of. the
City.
Section 3. That the Director of the City Convention Bureau is to
be subject to the supervision and control of the City
Manager in all matters and shall administer the affairs of his de-
partment, which shall include the preparation of plans and campaigns
for and the selecting of meetings and conventions of all sorts and
descriptions, including those of fraternal, business, social and
other organizations, whether composed of men or women or both, to be
held in the City of Miami Beach, to attend such meetings and con-
ventions when held in other cities, to prepare on behalf of the City
of Miami Beach a suitable invitation or invitations to present or
supervise the presentation of the invitation or invitations of the
City of Miami Beach to be extended to such meetings and conventions,
to undertake and effectuate all necessary and desirable means of
advertising and disseminating information at such meetings and
conventions calculated to induce the next or a future meeting or
convention of the organization then convened to accept the invitation
of the City of Miami Beach thereafter to convene in the City of Miami
Beach; provided that in each campaign for a given convention or
meeting, a plan of campaign" with an estimate of the cost thereof
shall be approved by the City Manager before the same shall be
commenced or undertaken or any expense therefor incurred. The
Director shall perform such other duties as may be prescribed by
the City Manager or by the City Council.
Section 4. The Director of the City Convention Bureau shall appoint
by and with the approval of the City Manager and subject
to any applicable provisions of the Civil Service Regulations, any
necessary assistants in his department, whose compensation shall be
fixed by the City Council.
Section 5. That the salary of the Director of the City Convention
Bureau is hereby fixed at $5,000 per year, payable in
monthly installments for the period of time the said Director shall
be in the service of the City of Miami Beach.
Section 6. That if any of the provisions, sections, or parts of
sections of this Ordinance be declared invalid in any
judicial proceeding, such partial invalidity shall not be deemed to
affect the remainder of this Ordinance.
Section 7. All Ordinances and parts of Ordinances or sections or
parts of sections thereof in conflict herewith are
hereby repealed.

VIDING FOR THE APPOINTMENT OF A DIRECTOR THEREOF, PRESCRIBING
THE DUTIES, FUNCTIONS AND AUTHORITY OF SAID DIRECTOR, PRO-
VIDING FOR THE EMPLOYMENT OF OFFICE ASSISTANTS AND OTHER
ASSISTANTS TO SAID DIRECTOR, PRESCRIBING THE MANNER OF
FIXING AND DETERMINING THil COMPENSATION OF SAID DIRECTOR AND
HIS ASSISTANTS AND FOR OTHER PURPOSES RELATING THERETO" ,
having been passed and adopted by the City Council of the
City of Miami Beach, Florida, has been posted by me in three
conspicuous places in the City of Miami Beach, one of which
was at the door of the City Hall in said City on the 25th
day of November, A. D. , 1941, and that said Ordinance remained
posted for a period of at least thirty days in accordance
with the requirements of the City Charter of the said City of
Miami Beach.
IN WITNESS WHEREOF I have hereunto set my

Florida, on this the 3rd day of January, A. D. , 1942.
