SIT SERVICE CHANGES
The purpose of this Letter to Commission (LTC) is to report on upcoming bus transit service changes
to be implemented by Miami -Dade County Department of Transportation and Public Works (DTPW)
on August 27, 2017 and on November 19, 2017.
DTPW evaluates and conducts transit service changes twice a year. The upcoming changes
included an analysis of ridership data over several years and were based on consultant
recommendations specified in the County's Transit Service Evaluation Study Phase 2, completed in
2013. The consultant's recommendations focused on service modifications intended to increase the
efficiency, reliability, and consistency of bus service, while simultaneously seeking to identify savings
through the restructuring or elimination of low -performing routes, eliminating duplication of service,
restructuring routes, and adjusting service to match ridership demand.
Changes Effective August 27, 2017
• Route C (103) experienced a 22% decrease in ridership in May 2017 as compared to May
2016. Currently, Route C operates along the MacArthur Causeway, connecting Government
Center and Omni Bus Terminal in the City of Miami with Mount Sinai Medical Center in
Miami Beach. Due to the upcoming service changes, Route C will operate within the City of
Miami Beach between Mount Sinai Medical Center and South Point Drive only and will no
longer connect to the City of Miami. DTPW staff expects that affected riders will use existing
bus transit service along the MacArthur Causeway (i.e., Routes 119 (S), 120 (Beach Max),
and 113 (M)). DTPW staff believes that current available capacity along these three routes
will be sufficient to accommodate passengers affected by the upcoming changes to Route C
(Attachment A). The anticipated service frequency will be 30 minutes during day time
(currently 20 minutes) and 45 minutes during night time (currently 30 minutes). Service hours
are also being shortened from 6AM to 10PM 7 days a week as compared to the current
schedule of 5AM to 1 A Monday through Saturday and 5:40AM to 11 PM on Sundays.
• Route 115/117 is being modified. Routes 115 and 117 currently operate as a bi-directional
routes. Route 115 experienced a 33% decrease in ridership in May 2017 as compared to
May 2016. Currently, Route 115 operates along a clockwise loop along Alton Road, Sheridan
Avenue/Pine Tree Drive, and La Gorce Drive, connecting to routes that operate in
Washington Avenue/Lincoln Road area, Mount Sinai Medical Center, and North Beach. Due
to the upcoming service changes, Route 115 will operate along a bi-directional route along
Alton Road in lieu of the current route along Sheridan Avenue, Pine Tree Drive, and La
Gorce Drive (Attachment B). The anticipated service frequency will be 50 minutes on
weekdays (currently 45 minutes) and 50 minutes on weekends (currently 60 minutes).

weekdays will be 7AM to 9PM (currently 6:50AM to 9:53PM). Route 117 experienced a 39%
decrease in ridership in May 2017 as compared to May 2016 and will be eliminated.
Currently, Route 117 operates along a counterclockwise loop along Alton Road, Sheridan
Avenue and Pine Tree Drive. As a result of route restructuring, a total of 41 stops along
Sheridan Avenue, Pine Tree Drive, and La Gorce Drive will be eliminated, however, it is
important to note that of the 41 stops to be eliminated, 33 have no boardings and the
remaining eight (8) have average of one (1) passenger per day.
Please refer to the Attachment C for additional County bus transit service changes proposed to take
effect on August 27, 2017.
Changes Effective November 19, 2017
• Route 123 (South Beach Local) will be terminated and replaced by the proposed South
Beach Trolley service approved by the City Commission.
Expedited Implementation of the Proposed Miami Beach Bus Express Rapid Transit (BERT) Service
As an interim transit connectivity improvement, DTPW intends to accelerate the Miami Beach Bus
Express Rapid Transit (BERT) service for implementation by December 2017. The Miami Beach
BERT network is an interim improvement in the County's Strategic Miami Area Rapid Transit
(SMART) Plan and will provide direct, enhanced, and express bus service connecting Downtown
Miami with the Miami Beach Convention Center via the MacArthur Causeway, 5th Street, and
Washington Avenue, and the Julia Tuttle Causeway.
The City's Transportation Department will work closely with DTPW to monitor potential effects of the
upcoming bus transit service changes and collaborate on the expedited implementation of the
planned BERT service by the end of this year.
