Ordinance 656 ORDINANCE NO. 656 AN ORDINANCE OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATIVE OFFICERS OF SAID CITY TO PROMULGATE RUT,FS AND REGULATIONS GOVERNING PERSONNEL r1ATTERS WITHIN THEIR RESPFCTTJE ORGABIZATIONAL UNITS; DECLARING THIS ORDINANCE TO BE AN EMERGENCY IJ'EASURE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, !+LOIRIDA: SECTION 1. That all officers of the City of Miami Beach, Florida, who are designated by Ordinance No. 549, of said City, as Administrative Officers, be andthey are hereby authorized and empowered to promulgate rules and regu- lations pertaining to the management, control and regulation of personnel matters within their respective organizational units, provided that such rules and regulations shall not be in conflict with the Civil Service Act, the Personnel Rules, or any ordinances of the City of Miami Beach, and provided further, that such rules and regulations shall become effective only if, as and when they shall be approved by the City Manager. SECTION 2. That it is hereby declared that the safety, health and welfare of the City is in peril and that this ordinance be and the same is hereby declared to be an emergency measure, and that said ordinance shall take effect immediately upon its passage and adoption. D. , 1942 and that said Ordinance remained posted for a period of at least thirty days in accordance with the re— quirements of the City Charter of the said City of Miami Beach.
