Morales, City Manager DATE: August 14, 2017 SUBJECT: Hispanic Affairs Committee Motions The Purpose of this Letter to the Commission (LTC) is to inform the Commission of Motions passed by the Hispanic Affairs Committee at their July 10, 2017 meeting. Members Present: Luz Angela Diaz, Alex Fernandez, Ana Cecilia Velasco, Francis Trullenque, Members Absent: Regina Suarez, Miguel Brizuela MOTION: Advising the City Commission to enact an ordinance: Requiring the City Manager to provide a social equity statement as a supplement to any ordinance under consideration for adoption by the City Commission prior to the public hearing of said ordinance: -identifying possible non -monetary benefits and burdens that could affect the community; and, -identifying possible monetary impacts could affect the community. Any legislation directing the City Administration to provide a social equity statement or other report with similar intent shall identify social and economic effects (both positive and adverse) of any proposed ordinance including: impacts to the environment (air, noise, and water pollution); impacts to man-made or natural resources; impacts to aesthetic values; impacts to employment )private and public); impacts to cost of living; impact to small businesses; displacement of housing, people, businesses, or nonprofit organization(s); impacts to traffic; isolation of low-income residents, minorities, or businesses from the broader community; and reduction of services or programs to the community. Chairman Alex Fernandez passed the gavel to Ana Cecilia Velasco Motion Made by: Alex Fernandez Seconded by: Luz Angela Diaz Motion Adopted 4-0 by voice / Absent: Regina Suarez, Miguel Brizuela MOTION: Advising the City Commission and Administration to immediately place signage in English and Spanish, as well as in any other language deemed appropriate, at each beach access point and in direct proximity (as permissible) to turtle nesting areas on the sand with the purpose of further protecting and creating increased awareness about the endangered species. The City Commission is further advised to adopt a resolution urging the Florida Legislature to pass legislation requiring signage in English and Spanish, as well as in any other language deemed appropriate, with the purpose of further protecting and creating increased awareness about the endangered species on Florida's public beaches throughout the Atlantic coast where sea turtles nest. The resolution shall urge that said signage be located at each beach access point and in direct proximity (as permissible) to turtle nesting areas. The resolution shall further urge the Florida Department of Environmental Protection and the Florida Fish and Wildlife Conservation Commission to place such signage along Florida's Atlantic coastal beaches as allowed within the scope of their existing authority. The City Commission is advised to transmit a copy of the resolution to the Governor, Senate President, House Speaker, the members of the Miami -Dade Legislative Delegation, Secretary of the Florida Department of Environmental Protection, Director of the Southeast District of the Florida Department of Environmental Protection, and to the Executive Director and the appointed commissioners of the Florida Fish and Wildlife Conservation Commission.
