Morales, City Mana•er .6Ag60-A DATE: August 17, 2017 SUBJECT: Beach Shower Drainage Upgrade Project The purpose of this Letter to Commission (LTC) is to provide the Mayor and Commission with an update on the beach shower drainage upgrade project deployed by the Property Management Division. During FY 2015/2016, the Property Management Division commissioned William Lane Architect, for phase I redesign and engineering of drainage systems of seventeen (17) existing beach showers located at twelve (12) different sites. Each site was evaluated to determine best overall design taking into consideration existing conditions and surrounding elements: area size, landscaping, sand space, beach walk, beach access, placement of buried elements, and shower pole types (regular, ADA, foot, and drinking fountain). Based on this analysis, the redesign of the showers included a sand interceptor, French drain system and improved shower poles able to withstand heavy use. William Lane Architect provided the plans and specifications for the construction of the seventeen (17) site designs incorporating all the elements noted above. Additionally, the City applied for and obtained the State permits required for all showers east of the erosion control line. This first construction phase of the project commenced in FY 2016/2017. During the last several months, the Property Management Division has completed retrofitting the showers at the following locations: • 15th Street • 46th Street (46C) • 17th Street • 53rd Street (53N) • 18th Street • 53rd Street (53S) • 21st Street • 73rd Street (73E) • 41st Street • 73rd Street (73W) • 46th Street (46B) Additionally, retrofitting has commenced and is slated for completion by August 29, 2017 at the following sites: • 83rd Street • 85th Street • 87th Street The remaining showers of this first phase of the project at 74N and 74S should completed by September 15, 2017. A key outcome of this project is to increase standards to maximize delivery of service. The modernization and reengineering of the beach showers has allowed the city to: 1) rectify functional / structural deficiencies; 2) mitigate negative environment conditions (eliminates water settlement or ponding); 3) reduce maintenance; and 4) enhance cleanliness and aesthetics. The Property Management Division will continue to enhance shower facilities throughout the city to better meet the needs of residents and visitors. In phase II of the project, the showers at the following locations will be assessed, redesigned and retrofitted: • Lincoln Rd • 20th Street • 24th Street • 35th Street • 46th Street (46A) • 64th Street, 2 showers (64N, 64S) • 69th Street • 71st Street • 72nd Street • 79th Street • 81st Street Property Management has already begun working with a consultant for drawings of phase 11. Once surveys, design documents, and permits have been obtained, this final phase of the project is estimated to begin construction in January 2018. JLM/MT/AM
