SUBJECT: Request for Letters of Interest- • can Terrace Neighborhood Urban Design
The purpose of this Letter to Commission is to inform the Mayor and City Commission of a
Request for Letters of Interest (RFLI) issuance for an Ocean Terrace Neighborhood Urban
Design.
Throughout 2016, the City of Miami Beach with the assistance of Dover, Kohl and Partners, undertook a
significant public outreach effort in preparation for the Creation of a master plan for the North Beach
District of the City. After numerous public input meetings, a design charrette, and meetings of a citizen
steering committee, Plan NoBe-The North Beach Master Plan was created http://www.plannobe.orq/.
On October 19, 2016, the North Bach Master Plan (Plan NoBe) was adopted by the City Commission. The
Plan included a number of recommendations related to the areas in proximity to and including Ocean
Terrace. Recommendations included improvements to the pedestrian realm, relocating the North Beach
Branch of the Miami -Dade County Library to a new site within the Town Center area and repurposing the
current location. Potential new public uses outlined in the plan for further exploration included outdoor
dining under a public pavilion and a new Ocean Rescue Headquarters at the site. The site is located east
of the Coastal Construction Line and, as such, any new uses would likely be smaller in size than the
current facility.
The Plan also made several recommendations for the 72nd Street Parking lot, generally focused on
converting the parking lot into a public space. Short term recommendations of the Plan included converting
the existing parking into valet parking, allowing for existing spaces to be condensed into a much smaller
footprint, and allowing for overflow parking into the remaining area converted to greenspace when needed.
Longer term improvements for this site included commercial kiosks to activate the public space, an all -
wheels park to offer an amenity to the neighborhood, recreational fields, a civic building such as a library or
community center, green space servicing the surrounding businesses and residents, a parking structure
with parking in the rear of the structure, street trees to enhance the pedestrian experience, conversion of
Collins Avenue to 2 way traffic, including a dedicated bus lane and on -street parking.
On February 8, 2017, the City Commission referred an item to the City's Finance and Citywide Projects
Committee and the Neighborhood/Community Affairs Committee to discuss creation of a skate park and
parking structure on the aforementioned site. At the February 17, 2017 Neighborhood/Community Affairs
Committee, the skate park and parking structure on the 72 Street parking lot was discussed and staff was
directed to come back to the March 17, 2017 Neighborhood/Community Affairs Committee with costs of
relocating utilities located in the parking lot and additional information from the North Beach Steering
Committee. At the February 17,2017 Finance and Citywide Projects Committee, the members deferred the
item to the March 31 meeting.
The Mayor's North Beach Master Plan Steering Committee at their February 24, 2017 meeting discussed
the item. The Committee endorsed the plan for the 72nd Street Lot but also requested that a planning [firm]
be engaged to prepare a vision for the greater area which included the 72nd Street parking lot, the Youth
Center, the Bandshell, Ocean Terrace, the Altos del Mar park area, and the library location with an
emphasis on connectivity among the sites, and enhanced pedestrian experience.

At the March 17, 2017 the Neighborhood/Community Affairs Committee recommended adopting the
Mayor's North Beach Master Plan Steering Committee's motion to engage a designer that would study the
area which included the 72 Street parking lot, the Youth Center, the Bandshell, Ocean Terrace, Altos del
Mar Park, and the library site.
At the March 31, 2017 Finance and Citywide Projects Committee meeting, the Committee reviewed the 72
Street lot and recommended a more comprehensive vision for the area. They requested additional
information from the North Beach Master Plan Steering Committee regarding the desired elements to
develop comprehensive vision for the area. The Committee also forwarded a recommendation to the City
Commission to proceed with design of the 72 Street lot.
Subsequently, the Mayor's North Beach Master Plan Steering Committee reconsidered the item and
clarified their intent by adopting the following motion: Requested the City of Miami Beach to engage a
multidisciplinary urban design firm on an expedited basis, to work with this Committee and the City to
prepare a Detailed Urban Design for the Ocean Terrace Neighborhood, which shall explore and
recommend specific urban design solutions and options from the 72 Street parking lot, through Ocean
Terrace, and up to Altos del Mar, including the Library site, with an emphasis on a future pedestrian
friendly Ocean Terrace
On March 26, 2017, the City Commission discussed the 72 Street parking lot item at which time a motion
was made to proceed with hiring a planning firm to prepare a design to address the request of the Mayor's
North Beach Master Plan Steering Committee.
In an effort to address the requests made by the Mayor's North Beach Committee and
subsequently the direction of the City Commission, an RFLI for an Ocean Terrace Neighborhood
Urban Design Plan will be released. The Scope of Work for the RFLI will be a conceptual urban
design plan based on analysis of selected parcels, rights of way, and allowable uses for areas
within the established boundary. Plan shall include an analysis of impacts and typical demands
from potential development and approved projects within the study area with an emphasis on
enhanced pedestrian experience and connectivity between parks and other public venues.
Consultant shall conduct public outreach to receive input and to identify needs and levels of
service based on the desired elements. Recommended draft amendments to the Land
Development Regulations. Design shall include feasible options for improvements on the right of
way including those under the purview of Miami Dade County or Florida Department of
Transportation. Consultant shall conduct a high-level resiliency assessment of the existing public
structures with possible adaptive reuse of buildings as well as enhancements to retained uses
and structures. The plan shall use the adopted North Beach Master Plan as a guiding tool for all
recommendations.

MINIMUM ELIGIBILITY CRITERIA:
The City is seeking an Urban Planner or Urban Planning firm with experience in:
(1) Urban Planning in city's with a fluctuating population between 100 and 250 thousand permanent and seasonal
residents. with high housing densities, and
(2) A minimum of three implemented Urban Design Plans in cities of similar size and characteristics.
(3) One of the three implemented Urban Design Plans must have had resiliency and sustainability as a top design
element.

The plan shall use the 2016 adopted North Beach Master Plan and 2016 adopted Transportation Master Plan as a
guiding tool for all recommendations.
