Edwards CITY LIAISON: Dr. Leslie Rosenfeld NUMBER OF MEETINGS HELD SINCE Jan 2017 - May 2017: 5 ACTIVITIES: The Committee for Quality Education was established in 1999 to guide the city's efforts toward providing the best education possible in Miami Beach public schools. The Committee investigated, developed, and carried out plans to promote and ensure the provision of quality education in Miami Beach public schools, in the areas of Communication, Health and Well-Being, Safety / Traffic, Student Achievement, Parental Involvement / Family Support / Youth and Community Engagement, Technology and Teacher Recruitment / Retention. The Committee is continuing to work on evaluating safety for our students in our schools by working with MDCPS in terms of the number of security officers per schools. Furthermore the QEC has requested via a motion to the Mayor and Commission requesting support for the MDCPS emergency contact program (ConnectEd). A crafted message from MDCPS will now be created for all our feeder pattern schools and all parents have been notified as to how to change emergency contact info to get real time information at the school site. The Committee continually serves as a forum to discuss the Class Size Amendment issue and the Schools of Choice loophole closure to assure that our Feeder Pattern Schools are adhering to the new policy. See Accomplishment Section-Resolution The Committee has agreed to create and implemented two sub committees to address what they feel are key concerns facing the feeder pattern schools. Safety Subcommittee and the EFI (Education Funding Initiative). Through the EFI Subcommittee a push for City Funded enhancements has been moved forward as a community discussion. It is now a survey to the community The Committee has opened discussions regarding the structural/capital improvement issues facing some of our Feeder Pattern Schools, and how these issues will be 2 handled monetarily as mold, flooding and safety of our children are a major concern. The Committee is working to get a report as to where all the Feeder Pattern Schools stand in regards to Capital Improvements awarded by the GeoBond (below the line) The Committee has committed to a grass roots effort to push past the limits set by MDCPS in regards to a 5% per pupil funding increase and ask the CMB to help get involved to request a fair and equitable increase to match the average federal funding level per pupil funding. MDCPS requested an increase of 5% from $7096.96 to $7452 per pupil. The Committee has requested a motion to increase per pupil funding to $10,700 (an additional 30%). The Committee has furthered the grass roots movement to push for a penny Sales Tax on MB which will be directed solely to MB public schools with the City limits. This motion made in November (The Committee for Quality Education requests the Miami Beach Mayor and Commission explore the proposal of a penny sales tax on Miami Beach which will be directed solely to Miami Beach public schools within the City limits. The goal is to make a sustainable fund to provide Miami Beach students with public funds to ensure that Miami Beach public school children are given the best public school education possible and to compete with other school districts. This penny tax is not to replace, alter, or diminish any current or future funds provided by any other source including but not limited to the School Board, County, State, or Federal, but rather to provide enhancements for Miami Beach public schools. The Committee for Quality Education urges the Mayor and Commission to support the above request.) was later picked up by Commissioner Greico, referred to Neighborhoods and Finance. This was reworked with the help of the City Attorney to find legal sustainable funding options. 6 Options were presented to the QEC See Accomplishment sections. The Committee has requested the Mayor and Commission to support the UM Bike Safe Program in Miami Beach Feeder Pattern Schools given the recent passing of one of our students while riding a bicycle. See Accomplishment Section-Resolution The Committee has set forth various traffic study requests and is waiting to hear back these findings from the CMB Parking Dept. Studies include 42nd St Traffic Study-now completed, Bay Shore Traffic Study-Now Completed. MBSH Drop off Lane in process, FF dedicated drop off lane in process The Committee has requested that the Mayor and Commission monetarily support 3 the ADL program No Place for Hate for the 2017-2018 school year. See Accomplishment Section. The Committee for Quality Education would like you to be aware of the following motion requesting support for the Miami Beach Youth Commission motion regarding the National PTA Resolution to recognize LGBTQ individuals as a protected class, approved at the Feb28,2017 committee meeting. To help further along the conversations of enhancements up for review in the June Budgeting process, the QEC made the following motions: The Committee for Quality Education requests the Miami Beach Mayor and Commission amend the language of the current Voluntary Pre-Kindergarten (VPK) contract with Miami-Dade County Public Schools (M-DCPS) to require M-DCPS to collect fees for fee-supported children provided their home schools are not Title I schools or they qualify for Head Start. Any fees collected will reduce the City's contribution to the City funded VPK program. The Committee for Quality Education urges the Mayor and Commission to support the above request. The Committee for Quality Education requests the Miami Beach Mayor and Commission be aware that the Committee prefers Option #3: Dedicated Millage for Public Education, including offset of decrease in debt service millage, with dedicated millage for education, from the Finance and Citywide Projects Committee meeting on March 31, 2017, regarding Education Compact sustainable funding. The Committee for Quality Education urges the Mayor and Commission to support the above request. 4 The Committee made recommendations to the Mayor and City Commission, which are outlined below in the Accomplishments section. ACCOMPLISHMENTS: The Committee for Quality of Education passed a motion to request the Mayor and Commission support the immediate implementation of the University of Miami Bike Safe Program in Miami Beach feeder pattern public schools. Resolution No. 2016-29562 A Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, supporting the immediate implementation of the University of Miami Bikesafe Program in Miami Beach Feeder Pattern Public Schools. The Committee for Quality of Education request the Miami Beach Mayor and Commission support Miami-Dade County Public Schools in their effort to have the principals of each Miami Beach feeder pattern school notify parents, in conjunction with their Parent Teacher Student Association (PTSA), to update primary contact phone numbers in order to receive emergency messages via text in a timely manner. Furthermore, to bifurcate emergency information versus social updates. The Committee for Quality Education requests the Miami Beach Mayor and Commission ask the Governor and Florida Legislature to increase per pupil education funding to minimally equal the national average of approximately $10,700. As a result Commissioner Micky Steinberg made "A resolution of the Mayor and City Commission of the City of Miami Beach, Florida, Accepting the Recommendation of the City's Committee for Quality of Education and Urging Florida Governor Rick Scott and the Florida Legislature to Increase Per Pupil Funding in Florida Public Schools to Equal or Exceed the National Average of Approximately $10,700. Motion Passes at Commission Meeting Dec. 9, 2015. To further this concern over funding the EFI brought forth to the Committee recommendations to combat lack of funding to the feeder pattern by MDCPS. The Committee for Quality Education requests the Miami Beach Mayor and Commission explore the proposal of a penny sales tax on Miami Beach which will be directed 5 solely to Miami Beach public schools with the City limits. The goal is to make a sustainable fund to provide Miami Beach students with public funds to ensure that Miami Beach public school children are given the best public school education possible and to compete with other school districts. The Committee furthered the conversation after reviewing the City Attorney's 6 options presented to the QEC in March-6 Options presented. LTC- I 6 5-201 7 The Committee for Quality Education requests the Miami Beach Mayor and Commission create a sustainable source of funding for the educational Compact related expenditures/enhancements now in place (See Attachment B - Finance and Citywide Projects Committee Memorandum March 31, 2017). The Committee for Quality Education requests the Miami Beach Mayor and Commission in reviewing the governance structure for any future educational funding, have the Committee for Quality Education remain the governing/primary committee to guide the City's efforts toward providing the best education possible in Miami Beach. The Committee for Quality Education requests the Miami Beach Mayor and Commission look at Option #3: Dedicated Millage for Public Education, including offset of decrease in debt service millage, with dedicated millage for education (options below), as a possible source of funding to sustain and/or enhance education in Miami Beach schools per Finance and Citywide Projects Committee (FCWPC) memorandum dated March 31, 2017. • Offsetting any decrease in the debt service millage with a dedicated millage for education. The renewal and replacement dedicated millage was originally established in the FY 20 0 4/05 budget by offsetting the decrease of 0.126 in the debt service millage that year with a dedicated 0.126 mills for renewal and replacement. As of FY 2016/17, the dedicated millage for renewal and replacement is 0.0235, estimated to generate $6 62,0 0 0. As an example, in FY 2016/17, the debt service millage decreased by 0.0235 in FY 2016/17, had this decrease been recaptured as education millage, it would have generated $6 62,0 0 0. • Capturing a portion of growth in taxable property values, and establishing a 6 millage related to those additional revenues. It is anticipated that property values as of January 1, 2017 (the basis of FY 2016/17 property taxes) will have increased over January 1, 2016. A portion of the resulting increased revenues could be captured and expressed as a dedicated millage rate, without increasing the millage rate over the prior year. Typically, the resulting revenues from growth in property values is used to offset growth due to inflation as well as fund new initiatives. He then spoke of the status of the Convention Center pump station about how it's tied to 19th street and the Holocaust Memorial and also tied to the 72" pump station along Washington Avenue continuing on Sunset Harbour along to Dade Blvd. In addition to, he discuss about construction work beginning to build concrete walls and paving with additional drainage on an elevated street (West Avenue & Dade Blvd); the work will end by March. Mr. Mowry later spoke about the street lights and pedestrian crosswalks and the upgrading of the pump station at South Pointe, and to finish the upgrade along 34th Street and Chase Avenue. Following his statements he then informed the panel of Indian Creek Drive beginning road blocks with TECO gas and the building of the seawall on Cherokee Avenue starts today (1/17/17).Mr. Mowry concluded with pump stations on board to start building starting with three pump station on La Gorce, one at Mt. Sinai, 11th street and Flamingo Park, Alton Road to Washington Avenue, Lincoln Road, and West Avenue. Panel Members Present: Wyn Bradley and Michael De Filippi The meeting was called to order by Wyn Bradley. It was m/s/p to accept the minutes as submitted from the meeting held May 16, 2017. Project Review — Public Works Department and CIP — Eric Carpenter, Public Works Director/ACM, began going over project reports starting off with Washington pump station at the Convention Center on Collins Avenue still have FPL issues. It was stated that if not resolve in time, a stand by generator will be provided. He continued with reports on the 19th Street pump station starting construction around January 2018, the West avenue Bridge project on Dade Blvd. and Venetian is supposed to be done by August, and Sunset Harbour is in process of completion and the landscaping portion is completed. He finished by stating the Indian Creek walls between 25th and 25th Street are completed and there will be installation of new trees in the area this week. There was a motion by Wyn Bradley to skip the biding process to move forward on completing an emergency basis for Indian Creek 26th to 41St Street on its existing contract; it was recommended by the panel and Mr. Michael De Filippi approve it. It was also recommended that the Flamingo project (Washington Avenue to Alton Road and 11th Street to Jefferson Avenue and Euclid Avenue) biding process. Luis Soto, Assistant City Engineer, also mentioned a list of updated on pump stations and projects throughout the City with construction updates. David Martinez, CIP Director, gave an update of projects on Sunset Islands 3 & 4, Palm & Hibiscus Islands, Central Bayshore South, Venetian Islands, West Avenue, and Stormwater Pump Station at 19th Street to give the panel of end construction dates. Mr. Carlos Tamayo, Civil Engineer I, gave an update on the Ground Water Program to discuss with the panel, where Michael made a comment about the strange/foul smell on 5th and 6th Street along Alton Road. Land Development Regulation Draft Amendments (Commercial Properties) — Thomas Mooney, Planning Department referred an ordinance by the panel to go to the Planning Board in July. Work Plan Update — Amy Knowles, Deputy Resiliency Officer, presented a power point presentation on updates with 100 resilience cities while the panel participated in a questionnaire/survey on different subjects on improving the City. Open Discussion — A resident by the name of Henri attended the meeting and had some questions about her community in Lakeview on the rising of the streets; there was an open discussion on the topic. The design of the finger lake and the placement in the center of the park reduces the functional use of the park and accordingly the Board feels it is not in the best interest of the City. The Parks and Recreational Facilities Advisory Board therefore recommend the reduction of the lake to approximately one acre in a free form and placement in an area that maximizes flat green space. • The Parks and Recreational Facilities Advisory Board recommends that the 20th and Alton Road Pocket Park should include a unique art installation that serves as an interactive playground for children. • The Parks and Recreational Facilities Advisory Board recommends for North Shore Open Space Park to be renamed "North Beach Oceanside Park." The board feels since the City of Miami Beach has a "South Beach" and the City is working toward creating an identity for "North Beach," having the park name include "North Beach" will assist and be consistent. • The Parks and Recreational Facilities Advisory Board recommend that staff explore the cost and feasibility of having mosquito repellent dispensers at parks and other facilities throughout Miami Beach. • The Parks and Recreational Facilities Advisory Board is delighted that the City Commission has allocated $200,000 toward the renovation of Muscle Beach within Lummus Park. The Board has looked at the design presented and recommends that we see other designs which also have an artistic and functional flare and perhaps include additional fitness equipment beyond what we see in this proposal. • The Parks and Recreational Facilities Advisory Board recommend the City engages USA Swimming to provide the free enterprise plan that they have offered at the Build a Pool Workshop. • The Parks and Recreational Facilities Advisory Board are in favor of incorporating a skate park into 72nd lot and urges Commission to move forward with a Parking Strategy. • The Parks and Recreational Facilities Advisory Board also support the funding for Capital Projects that are underfunded such as Maurice Gibb Park Redevelopment and the Future Community Park (Former Par 3). To fulfill the operational needs of this detail, a compliment of 40 MBPD sworn personnel were selected to participate. It has been the practice of the MPD, United States Secret Service, United States Marshal's Service, the National Park Service and the Federal Bureau of Investigation to utilize local and state police agencies from throughout the United States to assist in providing security and crowd control during Presidential Inaugurations. The MBPD was one of three South Florida law enforcement agencies selected to participate in this event. MBPD, Miami PD and Miami-Dade PD each sent 40 officers to the event. To ensure proper law enforcement powers for this event, MBPD personnel were deputized as Special Deputy U.S. Marshals and deputation authority was provided by the United States Attorney General. In addition, all costs associated with salaries, overtime, travel, room and board was reimbursed by the District of Columbia, with funds provided by the United States Government. The only cost to the Police Department was for the purchase of some cold-weather gear for our officers. By participating in this event, the MBPD personnel gained valuable training and experience with major events coordination, and our City and Department received positive national exposure. The amount of people visiting South Beach during these occasions stretches our resources to maximum levels. Extremely large crowds during all hours of the day and night are expected and hotel occupancy is expected to reach 100%. To protect citizens and property and ensure our visitors enjoy the Greater Miami area, we are requesting mutual aid from our fellow Law Enforcement Agencies. Managing traffic and parking will be monumental tasks. The traffic loop in the Entertainment District that has been utilized in the past several years will also be used this year. The plan for restricted access to residential areas will also be in place. Visitors for the Air and Sea Show are advised to plan to arrive very early and to be aware that parking will probably reach capacity levels early in the day. Conducted Styrofoam cooler-swapping program at various city events and holidays to support the polystyrene ordinance and decrease disposable cooler use on city beaches. Continued to identify and combat concerns with ongoing litter issues including increasing the enforcement of the City's existing zero-litter policy. Continued to support the development of an anti-litter campaign for residents and visitors. Continued to support the reallocation of funds from the Dade Recycling revenue towards the City's recycling and/or educational campaigns. Supported the development of an ordinance to regulate idling in Miami Beach. Created the item 'Trash Talks' to discuss how the City is being proactive to improve cleanliness and recycling. Continued to engage public works on pollution controls in the new stormwater system. Supported the City with recommendation letters to apply for grants for sustainability initiatives.
