Morales, City Manager - DATE: September 7, 2017 SUB�ECT: IMPACT OF HURRICANE IRMA O SEPTEMBER 13r�" COMMISSION MEETING The purpose of this Letter to Commission (LTC) is to inform th� �fayor and City Commission of the current alternate plans in the event the impact of Hurrican� Irma creates conditions that make it very difficult to have a City Commission meeting next w��ek_ Fortunately, City staff, including the City Attorney's office and the �ity Clerk's office, has worked diligently during this hurricane preparation period to finalize the Commission agenda, which is currently available on-line and will be distributed to each of you tamorrow. That said, depending on the impact Hurricane Irma has on Miami Beach, it may not b�e possible to adequately brief each of you for the meeting, or to even hold a public meeting, if residents and staff are busy with recovery activities. In the worst case scenario, lack of power and limited road access so soon after the storm might make it difficult for any member of the public to meaningfully participate in and/or follow the proceedings. The single most important item on next week's agenda is the fiirst reading of the budget, the millage and related items. These are all specially set for 5:00 p.m. on September 13t". Even if power is out, there is a generator at City Hall that would enable us• to conduct a short meeting to handle all the budget items. I would strongly recommend that v�ve do that since the scheduling of the statutorily required budget hearings is tricky and is compMi�ated by the religious holidays and the fact that they must take place in September. The rest o�f the agenda for next week is more easily deferred. In the worst case scenario, if the damage from the storm is sa extensive that a Commission meeting is physically impossible next Wednesday, we have iden'tified two dates that would work for the first reading of the various budget items. Those two dates are Saturday, September 16tn and Monday, September 18th. For obvious reasons, I would recommend the September 1gtn date and would be prepared to convene a special call meeting ar� such date at 5:00 p.m. for the purpose of the first hearing items on the budget.
