Morales, City Manager DATE: September 26, 2017 SUBJECT: INDIAN CREEK FLOODING MI GATION PROJECT RFP 2017 -275 -KB D/B SERVICES AIA FROM 25TH TO 41TH STREET - UPDATE The purpose of this Letter to Commission is to provide an update on the RFP 2017 -275 -KB Design Build Services for Indian Creek from 25th to 41th Street. At this time, staff is recommending to withdraw the RFP and terminate the cone of silence. The City of Miami Beach in partnership with the Florida Department of Transportation (FDOT) are working together to mitigate flooding along SR A1A/Indian Creek Drive, from 25th Street to 41st Street, by upgrading the drainage infrastructure and raising the roadway. The Department Funded Agreement (DFA) includes a construction cost sharing arrangement between FDOT and the City of 78.7% and 21.3% respectively. The Department Funded Agreement (DFA) stipulates the project shall be implemented in two (2) construction phases. The Interim Phase currently under way includes the underground drainage construction component which includes drainage pipes ranging in size up to 72 inches in diameter, drainage structures, the pump station structure and roadway drainage system reconstruction to be executed by the City's NJPA Contract. The Ultimate Phase includes the roadway reconstruction component, raising the roadway and harmonization of abutting properties to final grade to be executed by a design -build team selected through a competitive procurement process. The project Interim Phase has been under construction for almost one year and due to lessons learned during this process as well as to unique conditions and constraints found within this project, it has been determined by City staff and concurred by FDOT that the next phase of the project needs to be changed from a design -build process to an invitation to bid process.
