LTC 473-2017 Hurricane Irma - Citywide Debris Removal= - OFFICE OF THE CITY MANAGER NO. L TC# 473-2017 TO: Mayor Philip Levine and Members FROM: Jimmy L. Morales, City Manager DATE: September 28, 2017 SUBJECT: HURRICANE IRMA-CITYWIDE DEB S REMOVAL ER TO COMMISSION - The purpose of this Letter to Commission is to provide information with regards to the collection of storm related debris. Hurricane Irma has created significant amounts of debris in the City's roadways, parks, and facilities. The City began opening the roadways immediately following the storm's departure on Monday, September 11, 2017. The removal operation began Wednesday, September 13 with both City and contracted forces. The "first pass" is the deployment of equipment to remove the debris from the City's rights of way and haul it to the Temporary Debris Staging and Reduction (TDSR) site. This term is used in the industry as there will be a second (final pass).· The plan calls for beginning a first pass in each of the 16 zones throughout the City before returning to any given neighborhood. FOOT has completed their first pass on the State roadways within the City limits. Attached is a map of the city depicting zones which is being used to delineate areas for debris removal. First pass had begun in each of the zones by last Saturday 9/25. As of the end of the day 9/27 approximately 80,000 cubic yard of material have been removed from the right of way citywide. The first pass has been completed in the following zones: 2, 3, 4, 5, 9, 10, 14, 15, and 16. Other zones will be completed as each day progresses. Once the City has completed the , storm debris collection with the second pass, residents will no longer be able to place items along the roadway unless they have made prior arrangements and have a bulk pickup scheduled. Code Enforcement will be assisting in these efforts. Residents with additional questions regarding the process or immediate concerns can call the debris hotline at 305.604.2444. Residents can also take vegetative material to the Green Waste Facility located at 2800 Meridian Avenue, Monday through Saturday from 7 a.m. to 5 p.m. Businesses and commercial properties need to make arrangements for the removal and disposal of all debris.
