A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING AUTHORITY FOR THE SIGNING OF VOUCHERS DRAWN ON FUNDS IN THE CITY OF MIAMI BEACH DEPOSITORIES AND RESCINDING RESOLUTION NO. 95-21751 WHEREAS, the City of Miami Beach maintains Operating and Trust accounts at various financial institutions; and WHEREAS, the Mayor and City Commission wish to designate signatories who may execute vouchers in order to draw upon funds for the benefit of the City. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Commission of the City of Miami Beach, Florida: Section 1: That on and after the 1 st day of October 1996, all withdrawal of funds from the City of Miami Beach accounts in City Depositories described as follows: a. That any two of the following specified individuals may execute an official duly prepared voucher bearing the various designations as given above, each bearing two signatures as follows: a. R. J. NACHLlNGER, as Finance Director, or b. ROBERT W. SPINNEY, as Assistant Finance Director, or c. ROBERT PARCHER, as City Clerk: COUNTERSIGNED a. JOSE GARCIA-PEDROSA, as City Manager, or b. SERGIO RODRIGUEZ, Deputy City Manager, or c. MAYRA DIAZ-BUTTACAVOLl, Assistant City Manager, or d. HARRY S. MAVROGENES, as Assistant City Manager, or e. JOSEPH R. PINON, Assistant City Manager. Section 3. That the above individuals shall execute a signature page concerning the account, attached hereto as Exhibit "A". 3 Section 4. And with the further provision as to the accounts enumerated above in First Union National Bank of Florida, Sun Bank/Miami, N.A., Nations Bank, N.A., Fiduciary Trust International of the South, City National Bank, Bankers Trust Company and Sun Bank, N.A. withdrawals of funds from which shall be on imprinted checks designated each bearing two signatures as set forth; or bearing the signature consisting of the background and other identifying symbols and facsimile signatures, as are imprinted on the sample checks attached hereto and made a part thereof; and the Finance Director is hereby authorized to use said signature in connection with said accounts. Section 5: That said First Union National Bank of Florida, Sun Bank/Miami, N.A., Intercontinental Bank, Nations Bank, N.A., Fiduciary Trust International of the South, City National Bank, Bankers Trust Company, and Sun Bank, N.A., are hereby authorized and requested to accept, honor and pay without further inquiry and until delivery to it of written notice of the further inquiry, and until delivery to it of written notice of the revocation of the authority hereby granted, all checks and other orders for the payment or withdrawal of money deposited with said banks in the name of said City of Miami Beach including checks drawn to the individual order of the officers signing same and including also all such instruments payable or endorsed to the order of the City of Miami Beach, when such checks or other orders for money shall be signed or endorsed in the name of the City of Miami Beach by its officers hereinbefore named. Section 6: That Resolution No. 95-21751 adopted on the 11th day of October 1995, be and the same is hereby rescinded and that all other resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. BACKGROUND :_ The attached resolution is periodically updated, as required, due to changes in authorized signers, addition of new bank accounts and deletion of closed bank accounts. The current resolution deletes the signature of a retired Assistant City Manager, adds the signature of the City Clerk, replacing the interim City Clerk signature, recognizes appointment of Fiduciary Trust International of the South as the depository for the City'S pension trust funds and deletes two Police and Fire Pension Funds checking accounts which will no longer be maintained at Nations Bank, N.A. and will be under full signature authority of the Police and Fire Pension Board. ANALYSIS: Proposed changes incorporated in this resolution are necessary to properly reflect current authorized signatures, recognize the current pension fund depository and delete two pension fund operating accounts which will be closed September 30, and re-opened at another depository by the Police & Fire Pension Board.
