A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA CONFIRMING THE
REAPPOINTMENT OF MS. ZOILA DATORRE AND DR. J. F. DONNELLY
TO SERVE AS CITY OF MIAMI BEACH REPRESENTATIVES ON THE
DADE COUNTY LIBRARY ADVISORY BOARD FOR A THREE YEAR
TERM.
WHEREAS, on June 18, 1986, the Mayor and City Commission approved
Resolution No. 86-18488 and entered into an Agreement with Dade County which authorized the
County among other things to provide library services to the residents of the City of Miami Beach;
and
WHEREAS, the Dade County Commission adopted Ordinance No. 86-65 which
expanded the composition of the Dade County Library Advisory Board by two members; and
WHEREAS, as stipulated in Section 27 of the Agreement between the City and the
County, the Mayor and the City Commission, upon recommendation by the City Manager, shall
appoint two members to the Dade County Library Advisory Board; and
WHEREAS, the term of the current City representatives will expire on September
30, 1996; and
WHEREAS, the City wishes to continue to serve and represent its citizens on the
Dade County Library Advisory Board;
NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the reappointment
of Ms. Zoila Datorre and Dr. J.F. Donnelly to serve as the City's representatives on the Dade County
Library Advisory Board for a three year term commencing October 1, 1996 is herein confirmed.

RECOMMEND S FOR APPOINTMENT TO THE DADE COUNTY
LIBRARY ADVI ORY BOARD
RECOMMENDATION
The Administration recommends that the City Commission adopt the attached resolution confIrming
the reappointment of Dr. J. F. Donnelly and Ms. Zoila Datorre as the City's representatives to the
Dade County Library Advisory Board for a three year term.
BACKGROUND
On June 18, 1986, the City of Miami Beach executed an agreement with Dade County via Resolution
No. 86-18488 which transferred the responsibility of providing library services from the City of
Miami Beach to Dade County.
Effective October 1, 1986, the Board of County Commissioners expanded membership of the Dade
County Library Advisory Board by two seats. As stipulated in Section 27 of the Agreement, the
appointments to these two positions shall be upon the recommendation of the Miami Beach City
Manager.
Both Ms. Datorre and Dr. Donnelly were confirmed by the City Commission on July 28, 1993 and
have been serving as the City's representatives on the County's Library Advisory Board since that
time and they have expressed their desire to be reappointed.
CONCLUSION
The reappointment of Ms. Datorre and Dr. Donnelly should be confirmed in order to provide for the
continuity of representation on the Dade County Library Advisory Board for both the City of Miami
Beach and its residents. The new three year term will commence on October 1, 1996.
