A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE TO ENTER
INTO A MEMORANDUM OF UNDERSTANDING WITH THE METRO DADE
POLICE DEPARTMENT, ASSIGNING ONE POLICE OFFICER TO THE DADE
COUNTY MULTI-AGENCY AUTO THEFT TASK FORCE AND TO RECEIVE UP
TO $50,000 REIMBURSEMENT FOR THE POLICE OFFICER'S SALARY AND
FRINGE BENEFITS FOR PARTICIPATION IN THE DADE COUNTY
MUTI-AGENCY AUTO THEFT TASK FORCE AND AUTHORIZING THE
BUDGETING AND EXPENDITURE OF FUNDS RECEIVED.
WHEREAS, the Metro-Dade Police Department has received grant funds from the Florida
Motor Vehicle Theft Prevention Authority which will assist in funding the Dade County
Multi-Agency Auto Theft Task Force which is comprised oflaw enforcement officers from various
jurisdictions throughout Dade County; and
WHEREAS, the City of Miami Beach Police Department desires to participate in the Dade
County Mult-Agency Auto Theft Task Force, and;
WHEREAS, such participation will comprise the assignment of one City of Miami Beach
Police Officer for a period of one year, commencing on October 1, 1996 and ending on September
30, 1997, and;
WHEREAS, in exchange for the assignment of the one police officer, the Metro-Dade Police
Department, with the use of grant funds, will reimburse the City up to $50,000 for the police officer's
salary and fringe benefits; and
\VHEREAS, the City of Miami Beach Police Department and the Metro-Dade Police
Department have agreed to this participation and reimbursement within the attached Memorandum
of Understanding.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. That the City of Miami Beach Police Department, through the Office of the
Chief of Police, is authorized and directed to execute the Memorandum of Understanding with the
Metro-Dade Police Department for reimbursement of up to $50,000 for the salary and fringe benefits
for one police officer to be assigned to the DADE County Multi-Agency Auto Theft Task Force,
Section 2. That the City of Miami Beach Police Department certifies that it will accept
the terms and conditions set forth in the attached Memorandum of Understanding.
Section 3. That the Chief of Police of the City of Miami Beach is herein authorized to
execute the attached memorandum of Understanding and the City of Miami Beach Finance
Department is authorized to budget and to expend funds pursuant to the terms therein,

Approval of the Resolution.
BACKGROUND
The Metro-Dade Police Department has received grant funds from the Florida Motor
Vehicle Theft Prevention Authority for the continuation of the Dade County Mult-agency
Auto Theft Task Force. This Task Force was created to combat auto thefts. Auto theft is
a crime that historical causes jurisdictional concerns for investigating law enforcement
agencies.
As the name implies, this is a multi-agency law enforcement effort. The grant is
administered by the Metro-Dade Police Department and provides funds for the
reimbursement of salary and fringe benefits, up to $50,000 per year, for municipal
police officers assigned to Task Force.
The Chief of Police and the Metro-Dade Police Department have reached an
agreement, in the form of a Memorandum of Understanding, to assign one City of
Miami Beach police officer to the Dade County Multi-Agency Auto Theft Task Force for
a one year period of time, commencing on October 1, 1996 and ending on September
30, 1997. In exchange for this assignment, the City of Miami Beach will be reimbursed
up to $50,000 for the police officer's salary and benefits cost.

DADE COUNTY MULTI-AGENCY AUTO THEFT TASK FORCE
MEMORANDUM OF UNDERSTANDING
PRRAMBLR:
This Memorandwn of Understanding (MOU) is being executed between the Miami Beach Police
Department and the Metro-Dade Police Department (MDPD). Nothing in this MOU should be
construed as limiting or impeding the basic spirit of cooperation which exists between the agencies
involved.
PlJRPOSR
This MOU establishes and delineates the mission of the DADE COUNTY MULTI-AGENCY AUTO
THEFT TASK FORCE (DCMAATfF) as a joint cooperative effort. Additionally, this MOU will
guide relationships between the participating agencies for policy, guidance and planning, in order to
maximize inter-agency cooperation and create a cohesive unit.
MISSION I
The mission of the DCMAA TfF will be to impact organized criminal activity in all aspects of motor
vehicle theft targeted by federal, state and local agencies to include VIN switching, chop shops,
insurance fraud, interstate transportation of stolen motor vehicles, and the theft and exportation of
motor vehicles. The Task Force will enhance the effectiveness of federal, state, and local law
enforcement through a coordinated effort utilizing the most effective investigative and prosecutorial
. means to convict and incarcerate major offenders and dismantle the criminal organizations engaged
in motor vehicle theft.
COMPOSITION
The DCMAA TTF will consist of a combined enforcement effort of the Miami Beach Police
Department and the Metro-Dade Police Department. All participants acknowledge that the
DCMAA TfF is a joint operation with all agencies acting as equal partners in the operation of the Task
Force. The policy, program involvement, and direction shall be the joint responsibility of the
respective Chiefs, Directors, and Special Agents in Charge participating in the DCMAA TfF.
POI,ICV AND DIRRCTION
The policy and direction of the DCMAA TfF will be the collective responsibility of the heads of the
participating agencies.

SIJPF.RVISION
The Task Force coordinator will be the Metro-Dade Police Lieutenant responsible for the
Headquarter's Auto Theft Section. Supervision of the personnel assigned to the DCMAA TIF will
be the mutual responsibility of the participating agencies; however, operational day-to-day supervision
of the investigative process and direction shall rest with the Task Force coordinator representing the
Metro-Dade Police Department Responsibility for the conduct of the DCMAA TTF members remains
with the respective agencies.
CHAIN OF COMMAND
Operational problems will be mutually addressed and resolved by the assigned superiors or
coordinators. If problems arise, which cannot be resolved to the mutual satisfaction of the investigative
personnel assigned to the DCMAATTF, the grievance should be presented to the designated agency
next level of supervision. However, it is agreed that the resolution of operational problems will be
addressed and resolved at the lowest level possible in the best interest of the DCMAATTF.
OPRRATIONAL PRRSONNRI,
The Miami Beach Police Department agrees to assign a minimum of one full time investigator to the
OCMAATTF. The OCMAATTF agrees to provide a computerized workstation, telephone, fax, and
investigative data base access. The OCMAA TTF will attempt to provided a vehicle pursuant to a use
agreement for each respective agency. The DCMAA TIF will reimburse the Miami Beach Police
Department for the base salary and fringe benefits, up to a maximum of $50,000.00 per grant year,
from funds received from the Florida Motor Vehicle Theft Prevention Authority Grant. The
reimbursement of base salary and fringe benefits are totally dependant upon funding from the
FMVTP A and no other source. Additionally, each participating agency will receive an equitable share
of all assets successfully forfeited by the DCMAATIF during the life of this MOD.
As the DCMAA TTF targets particular crime problems within the area of a participating agency's
tenitory, further part-time assistance from that agency may be required and or requested.
All DCMAA TTF agencies' command level personnel agree to minimize any assignments to
participating personnel which divert their attention from the DCMAA TIF objectives. However,
participating personnel may be temporarily assigned to non-task force duties when, for urgency
circumstances, it is deemed necessary by command personnel of their respective departments.
I~OCA TION
A centrally located office space has been designed at the MDPD Headquarters building to house the
entire Task Force. This arrangement will stand until it is deemed necessary that another location will
be better suited for the Task Force needs.

MRDIA
All press releases pertaining to DCMAA TTF investigations, apprehensions, and prosecutions will be
coordinated and made jointly by all participants of this MOD. No unilateral press releases will be made
by any participant without the prior approval of the other participants. In all situations, investigative
reports, news coverage, and so forth will be attributed to the DCMAA TTF as an entity-not to an
individual task force participating agency.
DEPlJT A TION
For the purpose of the United States Customs Service outbound search authority, state and local law
enforcement personnel assigned to the DCMAA TTF will be cross designated as Customs Officers
under the auspices of the Blue Lightning Operations program, provided that the Blue Lightning
Steering Committee accepts the participation of the officers department. Cross designation will
remain in effect until revoked by the Customs Service, the termination of the DCMAA TTF or upon
the officers departure from the DCMAATTF.
For purposes of United States Code Title 18 Authority, designated state and local law enforcement
personnel assigned to the DCMAATTF will be sworn as Deputized Federal Officers with the FBI
securing the required deputation authorization. Officers deputation will remain in effect with yearly
renewal; or until the termination of the DCMAA TTF or the officer departs from the Task Force
whichever proceeds the other.
PROSEClJTION
Criminal cases which present only violations of Florida State law shall be presented to the STATE
ATTORNEY'S OFFICE.
Criminal cases which present only violations of Federal law will be presented to the UNlTED
STATES ATTORNEY'S OFFICE.
Cases which present violations of both Federal and State law shall be presented to an Assistant United
State's Attorney and Assistant State's Attorney to determine the appropriate forum in which to
prosecute the case.
IJARTT,lTY
The liability of each state and local law enforcement agency participating in the DCMAA TTF shall
be governed by Sec. 768.28, Florida StRtlle~ The liability of participating federal law enforcement
agencies shall be governed by the Federal Tort Clams Act.

FORFRITIJRR ASSRT SHARING
All reports and documentation concerning property and vehicles which are seized for forfeiture by
each participating agency under the alliance or authority derived from this MOD shall be reviewed
by the Task Force Coordinator prior to any forfeiture action being filed. All property and vehicles
which are seized for forfeiture by representatives of the Miami Beach Police Department, who are
participating in the DCMAATTF, shall be turned over to the Task Force Coordinator for disposition.
All property and vehicles seized by the DCMAA TTF and subsequently awarded by the court in a
forfeiture action will be distributed in a fair and equitable manner by all participating agencies.

The undersigned representatives have the authority to execute this agreement on behalf of their
respective AgencieslDepartment and in signing this agreement, represent a concurrence within support
of the DCMAA TTF as set forth in this agreement and for purposes as stated herein.

EXPORT THEFT REDUcnON PROGRAM
The Dade County Multi-Agency Auto Theft Task Force (DCMAA 1TF) was founded in late 1986 through
the initiative of the Dade County Chiefs of Police Association, to respond to the increase in motor vehicle
thefts within Dade County. Tbe DCMAA 1TF is comprised of investigators from the Federal Bureau of
Investigation (1), United States Custom Service (6), Metro-Dade Police Department (17), City of Miami
Police Department (1), Hialeah Gardens Police Department (1), National Insurance Crime Bureau (2)
and part time assistance from the Florida Department of Insurance Fraud and various insurance
investigators.
The DCMAA ITF's mission is to identify, investigate and arrest members of organized groups responsible
for the theft, operation of chop shops, dealing in stolen motor vehicle parts, insurance fraud, and the
exportation of stoien motor_ vehicles. Also, the DCMAA 1TF inspects and regulates salvage yards and
motor vehicle body shops. -
DCMAAITF has utilized past funding from the MVTPA to establish and maintain a stong enforcement
effort associated with salvage yards and body shops with the goal of increasing the vehicle recovery rate.
However during the past three years the DCMAA ITF has recognized that the vast majority of the
unrecovered theft vehicles are smuggled out of the Unites States to foreign lands. The 1995 National
Insurance Crime Bureau statistics indicate that Dade County's theft rate is one theft in every 29 registered
vehicles which translates to the highest theft rate in the nation. An even more compelling statistic is the
top 50 cities for theft rates are also port cities with a large vehicle exportation trade. Considering the
vehicle recovery rate has fallen from 64% to 62%, the correlation between thefts and the exportation of
stolen vehicles could not be more clear.
In recognizing the growing exportation problem the DCMAA 1TF has directed resources to address this
issue. Tbe DCMAA ITF has been innovative in spearheading new programs to combat this growing and
expensive "illegal" trade. The DCMAAITF has initiated local legislation to provide a mechanism for
monitoring the vehicles being exported through the Port of Miami and the Miami River. This has .created
a response of more stolen vehicles being smuggled in containers to avoid detection by the DCMAA 1TF
members.
The DCMAAITF is proposing to expand the export program to reduce the number of stolen vehicles
being exported in containers. The requested funding would be utilized to fund two municipal officers
positions and a crime analyst positon to support the stolen vehicle interdiction program.
Grant Objectives
1. Increase the information/tips coming into the DCMAA ITF concerning stolen vehicles
being shipped in containers out of the Port of Miami and the Miami river.
Strategy- Conduct training programs to educate dispatch personnel in the shipping lines
to identify possible criminal activity by utilizing a smuggler's profUe. These shipping line
employees would then solicit specific information from the suspect customer and contact
the DCMAA TFF before any container being delivered.

2. Increase the inspections of containers located at the Port of Miami and at commercial
shipping yards on the Miami River.
Strategy- Conduct regular, unannounced inspections of containers at the Port of Miami
and commercial shipping lines along the Miami River. Inspections will be conducted
pursuant to intelligence information and analytical data, most likely to result in the
recovery of stolen vehicles.
3. To collect, analyze and disseminate investigative data detailing trends and suspect groups
involved in exportation activities. To identify and target shipping lines and freight
forwarders associated with the exportation of stolen vehicles.
Strategy- The Crime Analyst assigned to the DCMAA TrF will analyze and disseminate
data generated by the DCMAATrF, local municipal agencies and Metro-Dade Police
Department District stations. This information will be utilized by DCMAA TrF
Supervisors_ to identify targets for investigation and to alert detectives and uniform
officers of high prof1le theft vehicles being exported.
4. To continue a VIN-etch program initiated last year and promote public awareness
regarding auto theft prevention measures.
Strategy- To host public VIN-etch programs at various venues throughout Dade County.
Last year over 500 vehicles were etched at one event. There are more events planned
including programs with the Florida Marlins, to increase public awareness. Also an
increase in VlN-etching will result in re-vinned vehicles being more difficult to conceal.

Part A. Statement or Need
According to 1995 theft statistics released by the National Insurance Crime Bureau (NICB),
Metropolitan Dade County has the highest theft rate in the nation with 1 in every 29 registered
motor vehicles being reported stolen. Also, Florida Department of Liw Enforcement (FDtEf----
statistics indicated that Dade County led the state in reported thefts with 39,807 which translates
to 36 % of the total thefts in the entire state. Furthermore, during 1995 the vehicle recovery rate
declined from 66 % to 62 %.
A closer analysis by NICB, comparing theft rates and motor vehicle exports, revealed that the
metropolitan areas with the highest theft rates also had the highest volume of vehicle export
trade. Here again, Metropolitan Dade County led the nation with over 100,000 motor vehicles
being exported - from the Port of Miami, Miami River and Miami International Airport.
Considering the drop in the recovery rate, the correlation between vehicle thefts rates, vehicle
exportation and the exportation of stolen motor vehicles could not be more clear.
The DCMAA ITF has been involved in hundreds of investigations that relate to the exportation
of stolen motor vehicles. During 1995 the DCMAA ITF recovered a total of 744 stolen motor
vehicles with a value of over 16 million dollars. Sixty percent of these recoveries were export
related and would not have been recovered, if not for DCMAA TIF efforts. The DCMAA ITF
believes the readily accessible export marketplace is a driving factor responsible for the high
theft rates in the Metropolitan Dade County and other export cities.
The DCMAA ITF has initiated several programs to interdict the flow of stolen vehicles through
the Port of Miami, Miami River, and Miami International Airport. This interdiction effort_
includes a container training program which is intended to educate the dispatch personnel at
shipping companies to recognize activity associated with container smuggling of stolen vehicles.
The DCMAA ITF believes that with the allocation of additional investigators and a crime
analyst, the container training program would significantly impact the exportation of stolen
motor vehicles.

Sworn Employees: Two full time municipal detectives to be paid an
average of $42,000.00 per annum plus benefits at 36' for twelve
months to a maximum of $50,000 per year each. The amount of salary
and fringe benefits in excess of $50,000 will be paid by the
participating municipality. Total funding for sworn employees not
to exceed $100, 000. 00. The DCMAATTF has one current municipal
detective funded by a FMVTPA Grant that will expire on September
30, 1996. An additional municipal detective will be added to the
Task Force under the same current grant and will be kep~ on the
Task Force if the new grant is approved. Their assignments will
focus on the Exportation. Theft Reduction Program under the new
grant proposal.
The detectives will be assigned to the DCMAAT'I'F to assist in
conducting inspections of containers at the Port of Miami, on the
Miami River and of shipping companies for proper documentation of
vehicles being exported. The detectives will also conduct and
assist on investigative leads/tips as to organized stolen vehicle
exportation groups operating in Dade County.
Non-Sworn Employee: A full-time Crime Analyst to be paid at $1,142
bi-week1y plus benefits at 25.3% for twelve months for a total
salary of $37,204.00. The crime analyst will collect and analyze
data from the DCMAATTFF, the various municipal police departments
and county district stations.

The primary focus of the analyst will be to collect and analyze .
data on auto thefts within Dade County. This information will be
utilized to target investigations and alert detectives and uniform
officers of auto theft trends, including the profiling of vehicles
being stolen for export. The Task Force has peen unable to acquire
a crime analyst position from any of the participating agencies.
Office Operation: N/A
Field Operations and other expenses: The Vin-Etch equipment was
purchased as a part of FMUTPA Grant 95-039. The program will
continue as a part of this grant application. The DCMAATTF will
conduct nine Vin-Etch rallies in Dade County during the grant year.
Tent rental will cost $400.00 per event, total of $3,600.00.
Publicity and pr_inting expenses will cost $1,000.00 per event,
total of $9,000.00. The Vin-Etch program will provide a means of
increasing public awareness while giving detectives another tool
for identifying stolen vehicles.
