96-22159 RESO RESOLUTION NO. 96-22159 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A SIXTY (60) DAY EXTENSION OF THE POLICE AND PARKING DEPARTMENT TOWING PERMITS ISSUED TO BEACH TOWING SERVICE, INC. AND TREMONT TOWING SERVICE, INC., RESPECTIVELY, IN ORDER TO CONTINUE NEGOTIATING THE TERMS AND CONDITIONS OF NEW PERMITS WITH SAID COMPANIES AND TO ALLOW FOR CONTINUED SERVICE DURING SAID NEGOTIATIONS; SAID EXTENSION TO EXPIRE ON NOVEMBER 30, 1996. WHEREAS, pursuant to Request for Proposal 1-91/94 for providing police and parking department towing services in the City of Miami Beach, the Mayor and City Commission approved Resolution No. 95-21615, authorizing the Mayor and City Clerk to extend the permits issued to Beach Towing Service, Inc. And Tremont Towing Service, Inc., for a fifteen (15) month period, commencing on July 1, 1995 and expiring on September 30, 1996; and WHEREAS, the Administration has been negotiating the terms and conditions of a new towing permit with both of the above named towing service providers; and WHEREAS, a sixty (60) day extension of the Beach Towing Service Inc. and Tremont Towing Service, Inc. towing permits would provide adequate time for finalizing negotiations and would allow for continued service during the period when the Administration and the Mayor and City Commission are considering changes; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve a sixty (60) day extension of the towing permits issued to Beach Towing Service, Inc. and Tremont Towing Service, Inc. in order to continue negotiating the terms and conditions of new permits with said companies; said extension to expire on November 30, 1996. The sixty (60) day extension is needed to allow for final negotiations of the contract without discontinuing service. BACKGROUND: On June 21, 1995, the Mayor and City Commission approved the second reading of the Police Vehicle Towing Permit amendments, which included revising the renewal terms from staggered to consistent terms and a revised permit fee structure. The towing service providers Tremont Towing located at 1916 Bay Road, Miami Beach, Florida and Beach Towing, located at 1349 Dade Boulevard, Miami Beach, Florida currently have a permit issued by the City to provide towing service for the Police and Parking Departments. We are currently negotiating the terms of the contract renewal. Analysis A sixty (60) day extension would allow for the following: (1) Final negotiations of the towing permit. If negotiations are acceptable to both the City and the service providers this would allow for an annual extension of the agreement. /continued... (2) The extension would allow for continued service while negotiations are completed and/or the issuance of an RFP. This sixty (60) day extension would expire on November 30, 1996. CONCLUSION: The Administration recommends that the Mayor and City Commission approve a sixty (60) day extension of the towing permits issued to towing service providers Tremont Towing and Beach Towing.
