A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING
THE INSTALLATION OF TEMPORARY LIGHT POLE
BANNERS FOR THE 50TH ANNIVERSARY OF THE ROLEX
ORANGE BOWL INTERNATIONAL TENNIS
CHAMPIONSHIP TO BE LOCATED ON THE MACARTHUR
CAUSEWAY (FROM MIAMI BEACH CITY LINE TO ALTON
ROAD); FIFTH STREET (FROM ALTON ROAD TO OCEAN
DRIVE), COLLINS AVENUE (FROM FIFTH STREET TO
FIFTEEN STREET), AND ALTON ROAD (FROM FIFTH
STREET TO DADE BOULEVARD).
WHEREAS, the 50th Anniversary of the Rolex Orange Bowl International Tennis
Championship ("Championship") will be held in Flamingo Park from December 15 - 22, 1996; and
WHEREAS, the applicant for the Championship has requested the installation of temporary
light pole banners no greater in size than 3' x 7' to be located on the MacArthur Causeway (from the
Miami Beach City line to Alton Road); Fifth Street (from Alton Road to Ocean Drive), Collins
Avenue (from 5th Street to 15th Street), and Alton Road (from 5th Street to Dade Boulevard) from
December 6, 1996 and to be removed by December 29, 1996; and
WHEREAS, the applicant for the Championship will post a performance bond to ensure the
removal of the banners within seven days after the special event and to ensure that any damage to
said light poles will be repaired; and
WHEREAS, pursuant to Section 9-3.C.4 of the Zoning Ordinance, the right to install, as
well as the number, location, and method of installation of banners in the public right-of-way is
subject to approval by the City Commission; and
WHEREAS, the Championship has gained a national and international reputation as an
important tennis event and the City of Miami Beach will receive positive publicity, nationally and
internationally, as a result of this event which will include a dinner gala at the Miami Beach Ocean
Resort and the unveiling of a new bronze "Wall of Champions" at the Flamingo Park Tennis Center.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the application for
temporary banners requested by the applicant for the Rolex Orange Bowl International Tennis
Championship as set forth herein is approved.

TENNIS CHAMPIONSIllP
RECOMMENDATION
The Administration recommends that the City Commission approve the placement of banners for
the Ro1ex Orange Bowl International Tennis Championships, as requested by the applicant, at the
following locations: MacArthur Causeway (Miami Beach city line to Alton Road); 5th street
(Alton Road to Ocean Drive); Collins Avenue (5th to 15th Streets); and Alton Road (5th Street
to Dade Boulevard). It is recommended, further, that the subject banners be no greater in size
than 3'x7' and that installation occur no earlier than December 6, 1996 (approximately one week
prior to the commencement of the event) and removed by December 29, 1996.
BACKGROUND
This tournament is marking its 50th Anniversary in Miami Beach, having always been held in
Flamingo Park. Seventy-nine countries are to be represented in this year's championship,
drawing approximately 1,000 junior tennis players from around the world. Last year, this event
was rated by the International Tennis Federation as the third strongest Juniors Tournament in the
world, ranking behind Wimbledon and the French Open.
ANALYSIS
The Rolex Orange Bowl International Tennis Championship, to be held December 15-22, 1996,
has gained national and international reputation as an important tennis event. Recognizable
names such as John McEnroe, Chris Evert, Mary Joe Fernandez, Gabriella Sabatini, Jim Courier
and Jennifer Capriati have all participated in the past.

This year, the event will also include functions related to its 50th Anniversary. There will be a
dinner gala at the Miami Beach Ocean Resort and the unveiling of a new "Wall of Champions,"
a permanent bronze structure at the Flamingo Park Tennis Center, amongst other activities.
The proposed banners, in addition to promoting this event, should give the tournament
appropriate recognition for this landmark anniversary occasion.
The Zoning Ordinance requires that the City Commission approve the installation of temporary
banners, pursuant to Section 9-3.C.4 which reads, in part:
a. Light Pole Banners affixed to light poles or other similar structures on the public
right-of-way shall be subject to the following regulations:
a. The right to install, as well as the number, location and method of
installation of banners shall be subject to the Design Review process and
approved by the City Commission and the Public Works Department.
e. Banners announcing special events either to be held in Miami Beach or to
be associated in some manner with Miami Beach, as determined by the
City Commission, may be erected up to thirty days prior to the event being
announced and must be removed within seven days after said event.
f. A performance bond shall be required to ensme the removal of the banners
in case of advanced deterioration of the banners, or if a dangerous
condition presents itself, the City may at its sole discretion direct the
banners to be removed at any time.
If approval is granted, the proposed banners are recommended to be installed no earlier than
December 6, 1996 and removed no later than December 29,1996.
CONCLUSION
The Administration has concluded the Commission should approve the installation of light pole
banners for the Rolex Orange Bowl International Tennis Championship, an event which has been
a Miami Beach institution for fifty years.
