RESOLUTION NO. 96-22201
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING
RESOLUTION NO. 93-20839 WHICH ESTABLISHED THE
BANK ACCOUNTS WITH SUN BANK/MIAMI, N.A.
ENTITLED, "CITY OF MIAMI BEACH/MIAMI BEACH
CONVENTION CENTER" AND "CITY OF MIAMI
BEACH/JACKIE GLEASON THEATER" AND THE
PERSONS DESIGNATED TO EXECUTE VOUCHERS ON
THESE ACCOUNTS, REQUIRING TWO SIGNATURES, AND
PROVIDING FOR THE SUBSTITUTION OF PARTIES
AUTHORIZED TO EXECUTE VOUCHERS ON THE
ACCOUNTS.
WHEREAS, Resolution No. 93-20839 established bank accounts at Sun Bank/Miami, N.A.
and provided for persons within the Administration of the Miami Beach Convention Center and the
Jackie Gleason Theater of the Performing Arts to execute vouchers on the bank accounts entitled,
"City of Miami Beach/Miami Beach Convention Center" and "City of Miami Beach/Jackie
Gleason"; and
WHEREAS, one of the names authorized to execute vouchers on behalf of the Miami Beach
Convention Center and Jackie Gleason Theater of the Performing Arts is to be removed; and
WHEREAS, the Administration wishes to delete the name of James P. McCarvill, currently
appearing in Resolution no. 93-20839, as designated signatory, and replace it with the name of
Douglas W. Tober, General Manager of the Miami Beach Convention Center and the Jackie Gleason
Theater of the Performing Arts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution No. 93-20839
is hereby amended, deleting the name of James P. McCarvill as an authorized individual to execute
official vouchers from the City of Miami Beach/Miami Beach Convention Center and the Jackie
Gleason Theater of the Performing Arts accounts, and replacing him with Douglas W. Tober,
General Manager of the Miami Beach Convention Center and the Jackie Gleason Theater.

ON FUNDS IN THE CITY OF MIAMI BEACH/MIAMI BEACH
CONVENTION CENTER AND JACKIE GLEASON THEATER ACCOUNTS

ADMINISTRATION RECOMMENDATION:
The Administration recommends approval of the attached Resolution deleting one (1) signature from
the City of Miami Beach/Miami Beach Convention Center and Jackie Gleason Theater accounts, and
replacing such with the current General Manager.
BACKGROUND:
Resolution No. 93-20839 is periodically updated, as required due to changes in authorized signers.
The curr~t Resolution removes the signature authority of James P. McCarvill who no longer has day
to day operational control of the Miami Beach Convention Center or Jackie Gleason Theater and
adds signature authority for Douglas W. Tober, General Manager of the Miami Beach Convention
Center and Jackie Gleason Theater.
ANALYSIS:
Douglas W. Tober has replaced James P. McCarvill as General Manager of the Miami Beach
Convention Center and Jackie Gleason Theater and in reviewing the existing Resolution revealed the
need to change signature authority.
CONCLUSION:
This resolution should be approved to provide continuity for signing of vouchers on these accounts.
