A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA
RETROACTIVELY AUTHORIZING THE CITY MANAGER
OR HIS DESIGNEE TO SUBMIT AN APPLICATION FOR
GRANT FUNDS FROM THE SAFE NEIGHBORHOOD
PARKS (SNP) BOND PRE-AGREEMENT LAND
ACQUISTION INTEREST EARNINGS PROGRAM IN THE
AMOUNT OF $1,000,000 FOR THE PURPOSE OF
ACQUIRING THE PROPERTY LOCATED AT 6000
COLLINS AVENUE, MIAMI BEACH; APPROPRIATING
SAID FUNDS AND AUTHORIZING THE MAYOR AND
CITY CLERK TO' EXECUTE ALL NECESSARY
DOCUMENTS RELATED TO THIS APPLICATION
WHEREAS, The Safe Neighborhood Parks Bond Program is administered
by Miami-Dade County and the citizens of Miami Dade County previously
authorized the issuance of general obligation bonds for the purpose of financing
capital improvement programs for certain parks, beaches, natural areas and
recreational facilities, pursuant to Miami-Dade County Ordinance No. 96-115,
WHEREAS, The interest on the bonds is placed in an interest bearing
account and as sufficient funds become available, the Citizens' Oversight
Committee releases the funds in the form of a grant application called the Pre-
Agreement Land Acquisition Interest Earnings Grant.
WHEREAS, The City of Miami Beach (City) wishes to make application for
the grant monies for the acquisition of the property located at 6000 Collins
Avenue, to develop plans after the public acquisition of the parcel as an open
space project, plans include developing this 2.43 acre site as urban open space
with parking with approximately 1.5 acres replanted with trees, shrubs and
grasses native to the barrier island ecosystem.
WHEREAS, The City of Miami Beach recognizes that our water, land and air
are interconnected natural resources that must be harmonized with current
development and post disaster redevelopment plans to sustain our barrier
island's social and economic future, as such, the City has created the Atlantic
Corridor Initiative, a network of open space parks, vistas, greenways,
boardwalks and historic sites that increase cultural and recreational
opportunities for resident and guests.
WHEREAS, Essential to the goal of future sustainability is linking existing
passive green spaces or open spaces, such as the 6000 Collins Avenue site
with existing parks, easements, vistas and historic sites.
WHEREAS, if awarded this grant, the City will be responsible for providing
an equal match to the grant funds. The City has applied for other grants on
behalf of this project and has Parking Revenue Bond Funds andlor Parking
Impact Fees available for the match.
WHEREAS, The City of Miami Beach recognizes that any beach, park or
public facility acquired with bond funds shall be open and accessible to the
public without discrimination and that the City will be required to operate,
maintain and provide programming at the park upon its completion.
WHEREAS, The City acknowledges that no substitution in capital project
funding by the City shall occur as a result of the grant for which the City is
applying and the City shall complete the project in accordance with the terns of
the grant agreement and administrative rules authorized by the SNPB
Oversight Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and City Commission adopt this Resolution retroactively authorizing the City
Manager or his Designee to submit an application for grant funds from the Safe
Neighborhood Parks (SNP) Bond Pre-Agreement Land Acquisition Interest
Earnings Program in the amount of $1,000,000 for the purpose of acquiring the
property located at 6000 Collins Avenue, Miami Beach; appropriating said
funds and authorizing the Mayor and City Clerk to ecute all necessary
documents related to this application.

Analysis
The Safe Neighborhood Parks Bond Program is administered by Miami-Dade County. The
citizens of Miami-Dade County previously authorized the issuance of general obligation
bonds for the purpose of financing capital improvement programs for certain parks,
beaches, natural areas and recreational facilities, pursuant to Miami-Dade County
Ordinance No. 96-115. The interest on the bonds is placed in an interest bearing account
and as sufficient funds become available, the Citizens' Oversight Committee releases the
funds in the form of a grant application called the Pre-Agreement Land Acquisition Interest
Earnings Grant. This is not a regularly scheduled grant. The County gives notice when
sufficient funds become available in the account. Notice of available funds was received in
November of this year.
The City of Miami Beach wishes to make application for the grant monies for the
acquisition of the property located at 6000 Collins Avenue, sometimes referred to as
"Mirabella", the name used for marketing a high-rise apartment building with rental units
previously proposed by the current owners of the site. The site is an undeveloped parcel of

land local in a Coastal High Hazard Area (CHHA). The City will develop particular plans
after the public acquisition of the parcel as an open space project. Possible plans include
developing this 2.43 acre site as urban open space with parking with approximately 1.5
acres replanted with trees, shrubs and grasses native to the barrier island ecosystem. In
Miami-Dade County only 10% of the land is covered by a natural tree canopy. Plantings
for this vista canopy may include sea grape, gumbo-limbo, Buttonwood, palms, palmettos,
coco plum, marsh grasses, and other herbaceous species. The open space project would
also have decorative boundaries, replacing the current chain link fence.
The failure of the City to acquire the property will result in high-density residential
development. The current zoning permits an up to 211,692 square feet of development of
townhouses, apartments, apartment -hotels, and hotels. The current owner has proposed
to build a 25-story building with 215 rental apartments. All of the recent development in
this neighborhood has been high-rise condominiums. However, the building could not
exceed 60 feet or six stories. In addition, the City is anticipating that if funding is available
to acquire this property, it may expand the acquisition to include the portion of the block
that is to the north of the proposed project.
The City of Miami Beach recognizes that our water, land and air are interconnected natural

encourage sustainable development in the high density area of this site, and throughout all
of Miami Beach, the City has created the Atlantic Corridor Initiative, a network of open
space parks, vistas, greenways, boardwalks and historic sites that increase cultural and
recreational opportunities for resident and guests.
The Atlantic Corridor Initiative seeks to mitigate post disaster redevelopment while
preserving the key element of Miami Beach's economy, our natural environment. Essential
to the goal of future sustainability is linking existing passive green spaces or open spaces,
such as the 6000 Collins Avenue site with existing parks, easements, vistas and historic
sites. This network of green spaces will not only promote alternative transportation, such
as biking or walking, but also will replace and discourage high-density urban development
projects that would heavily impact the area's land, water, and very importantly the air with
pollution emission, road deterioration and traffic and parking congestion.
6000 Collins Avenue is a highly visible tract of land located where Collins Ave and Indian
Creek Drive separate near 60th Street. It was once a recreational area associated with the
neighboring Historic Bath Club. The Bath Club project includes an ingress easement to the
beach, creating a link between the proposed Open Space Vista, and the Beach. Other
green spaces or parks in the neighborhood include Allison Park (64th Street Park), which
borders the Atlantic Ocean and Brittany Bay Park, which borders the Indian Creek
Waterway.

In conclusion, the Administration recommends that the City Commission adopt this
Resolution retroactively authorizing the City Manager or his Designee to submit an
application for grant funds from the Safe Neighborhood Parks (SNP) Bond Pre-Agreement
Land Acquisition Interest Earnings Program in the amount of $1,000,000 for the purpose of
acquiring the property located at 6000 Collins Avenue, Miami Beach; appropriating said
funds and authorizing the Mayor and City Clerk to execute all necessary documents related
to this application.
