A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE MAYOR AND CITY CLERK TO
WAIVE MIAMI BEACH CONVENTION CENTER RENTAL
CHARGES OF $3000 FOR THE FILM FLORIDA
CONFERENCE, TO BE HELD MAY 24-25, 1999, AT THE
MIAMI BEACH CONVENTION CENTER.
WHEREAS, the City of Miami Beach, in conjunction with Miami-Dade County, is co-
hosting this event; and
WHEREAS, the Film Florida Conference is consistent with the stated objective to attract
entertainment industry conventions and conferences as outlined in the One Community One Goal
strategic plan; and
WHEREAS, Film Florida is a not-for-profit Florida corporation that will use the proceeds
realized from the Film Florida Conference to further promote the growth of the entertainment
industry in Miami Beach; and
WHEREAS, the City desires to support this event, as demonstration of commitment to the
future of the entertainment industry; and
WHEREAS, the Convention Center Advisory Board, at its regular meeting on April 22,
1999, has recommended that the rental fee for use of the Miami Beach Convention Center be
waived.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve a waiver of the Miami Beach Convention Center rental charges, in the amount
of $3000, for the Film Florida Conference, to be held May 24-25, 1999, at the Miami Beach
Convention Center.
PASSED and ADOPTED this 12th day of May 1999.

. Pursuant to the Convention Center Advisory Board action at its regular meeting of April 22,
1999 the Advisory Board approved the recommendation to the City Commission for the waiver
of rental fees for the Film Florida Festival. The festival is scheduled for May 24-25, 1999 at
the Miami Beach Convention Center and will use two meeting rooms for a total rack rate
rental of $3,00~), The Board recommended to the Commission the waiver of this $3,000 rental
fee. However, all ancillary costs typically borne by the event organizers will be the
responsibility of the festival.
I will contact James Quinlan concerning contracting of this event, and will coordinate with
him concerning the groups anticipated request for a fee waiver from the Commission.

SUBJECT: FILM FLO
The City of Miami Beach and Miami-Dade County are jointly hosting the 8th annual Film Florida
Conference, May 23-25, 1999. This will be the fIrst time this conference has been held in the City
of Miami Beach.
This year's hosts would like to extend an invitation to the Mayor and City Commission to attend the
seminars and events taking place at this years conference.
The three day event begins on Sunday evening, May 23, 1999, with a Welcome Reception hosted
by the City of Miami Beach's Production Industry Council. The conference then proceeds to the
Miami Beach Convention Center on Monday and Tuesday, May 24 & 25, 1999.
This year's conference will offer an array of seminars that will provide real insight on Florida's
opportunities within the global entertainment industry, as well as, the opportunity to network with
a number of signifIcant industry professionals. Guests and speakers will include leading
professionals from Florida's fIlm, music, television, cable, media advertising and commercial
production industries.
Conference activities will also include special guest luncheons and a Gala A wards Banquet on the
evening of May 24, 1999.
A full schedule of seminars, speakers and events is being finalized. Copies will be forwarded to your

Adopt the Resolution.
BACKGROUND:
In accordance ~th the City's initiative to create jobs in the Entertainment Industry, specifically by
attracting industry conventions and conferences, the City of Miami Beach and Miami-Dade County
will be co-hosting the Film Florida Conference. Film Florida is a Florida not-for-profit corporation
that promotes and supports the growth of the entertainment industry in Florida. Film Florida
operates and maintains a business development office in Los Angeles; its members attend a
minimum of four national/international industry expositions representing Florida to the production
industry; and presents its annual conference to promote business education and networking
opportunities for industry growth. All revenues Film Florida receives - whether from its member
film commissions, organized labor groups, industry associations, private industry representatives,
or annual Film Florida conference proceeds - go towards promoting the growth of the entertainment
industry in Miami Beach, Miami-Dade County and throughout Florida.
ANALYSIS:
. The total "rack" rental rate for the two rooms requested to accommodate the conference/lunch
sessions for a two day period of time is $3,000. Miami-Dade County is contributing $2,500 in cash
and $10,000 in-kind towards the Conference.
The Convention Center Advisory Board (CCAB), at its regular meeting of April 22, 1999, voted to
recommend to the City Commission the waiver of the rental fee of $3,000 for the conference. The
CCAB recommendation also included a stipulation that all ancillary costs typically borne by the
event will be the responsibility of the Film Florida organization.

CONCLUSION:
Due to the importance of this event and the City of Miami Beach's desire to support the event, as
well as the entertainment industry, the Administration recommends the waiver of the Convention
Center rental fee of $3000 for the Film Florida Conference. However, the Administration
recommends that waiver of fees be limited to rental only. The organizers "are responsible for any
ancillary charges.
