A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXTENDING THE SUNSET
HARBOUR TASK FORCE FOR AN ADDITIONAL SIX (6) MONTH
TERM, AT WHICH TIME THE TASK FORCE WILL SUNSET.
WHEREAS, On June 6, 2001, the Mayor and City Commission created the Sunset Harbour Task
Force (SHTF) as an ad hoc committee for a term of six (6) months; and
WHEREAS, the intent of creating the SHTF was to provide direct support to the neighborhood during
this time of growth and change, while simultaneously assisting them to organize as an independent
association similar to all other neighborhood organizations; and
WHEREAS, the SHTF has been meeting monthly since August 1, 2001 and has successfully worked
with City staff to review and offer recommendations on various neighborhood issues; and
WHEREAS, the SHTF, at its December 13, 2001, meeting, passed a resolution requesting the City
Commission and Administration establish the Task Force as a permanent board or committee of the City
of Miami Beach; and
WHEREAS, the Sunset Harbour Neighborhood is a unique mixed-use neighborhood with industrial,
commercial, and residential interests that must coexist in the same neighborhood; and
WHEREAS, the SHTF has effectively engaged issues working in concert with City staff to offer
recommendations and solutions that are in the best interest of all parties; and
WHEREAS, the City historically has not provided direct staff support to neighborhood associations on
a permanent basis and the City is not suggesting that in this situation the general policy be changed; and
WHEREAS, it is recognized that additional time to make the transition to a self-sustaining
organization is necessary and that it is appropriate for the City to assist during this period; and
WHEREAS, the Administration recommends extending the SHTF for an additional six (6) month term,
at which time the Task Force will sunset and the City will assist in establishing the group as an
independent neighborhood organization.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Commission extend the Sunset Harbour Task
Force for an additional six (6) month term, at which time the Task Force will sunset.

board/committee of the City of Miami Beach.
WHEREAS, on August 1, 2001, the City Commission created the Sunset
Harbour Task Force on a six month ad hoc basis; and
WHEREAS, the Task Force has successfully worked in concert with the City
Administration to achieve tangible gains and resolution of community issues; and
WHEREAS, the Task Force believes that it is necessary to continue to pro-
actively work with the business and residential community to address neighborhood
issues; and
WHEREAS, it is important for the neighborhood to maintain this partnership
with the City of Miami Beach.
NOW, THERFORE, BE IT DULY RESOLVED BY THE SUNSET HARBOUR
TASK FORCE OF THE CITY OF MIAMI BEACH, FLORIDA, that the Sunset
Harbour Task Force requests the City Commission and City Administration establish
the Task Force as a permanent board/committee of the City of Miami Beach.

Item Summary/Recommendation:
The Sunset Harbour Task Force (SHTF) was created on June 6, 2001 for a term of six (6) months. The
Task Force has been meeting since August 1, 2001 and has successfully worked with city staff to review
and offer recommendations on various neighborhood issues. The SHTF passed a resolution requesting
the City establish the Task Force as a permanent board or committee of the City of Miami Beach. The City
historically has not provided direct staff support to neighborhood associations on a permanent basis and is
not recommending that this role change. Acknowledging the work of the SHTF and that this period of
growth and change for the neighborhood is expected to continue, the Administration recommends
extending the SHTF for an additional six (6) month term, at which time the Task Force will sunset and the
City will assist in establishing the group as an independent neighborhood organization.
Advlso Board Recommendation:
The Sunset Harbour Task Force recommended they be established as a permanent board or committee.

Adopt the Resolution.
BACKGROUND:
On June 6,2001, the Mayor and City Commission created the Sunset Harbour Task Force
(SHTF) as an Ad Hoc committee for a term of six (6) months. The intent of creating the
SHTF was to provide direct support to the neighborhood during this time of growth and
change, while simultaneously assisting them to organize as an independent association
similar to all other neighborhood organizations. The Task Force has been meeting monthly
since August 1, 2001 and has successfully worked with city staff to review and offer
recommendations on various neighborhood issues including, but not limited to the
following:
. Stormwater drainage improvements for 20th Street and Purdy Avenue -
Construction is scheduled to begin March 2002.
. Neighborhood Planning & Zoning Workshop - Joint Workshop of the Planning
Board and the SHTF was held December 4, 2001. Parking was identified as a
priority for the area.
. Sunset Harbour Neighborhood Pilot Parking Program - A six-month pilot program is
being initiated, commencing January 2002.
. Special Event Applications - Serve in an advisory capacity for area special event
requests.
. Use of the public boat ramp at Purdy Avenue - Currently reviewing two requests
from the Marine Authority to create a) a pilot program to allow licensed beach
concessions to use the boat ramp and b) a floating dock adjacent to the boat ramp
for kayaks.
At it's December 13, 2001 meeting, the SHTF passed a resolution (attached) requesting
the City Commission and Administration establish the Task Force as a permanent board or
committee of the City of Miami Beach.
ANALYSIS:
The Sunset Harbour Neighborhood is a unique mixed-use neighborhood with industrial,
commercial, and residential interests that must coexist in the same neighborhood. Since
inception, the Task Force has effectively engaged issues working in concert with city staff
to offer recommendations and solutions that are in the best interest of all parties.
The SHTF request is to establish the Task Force as a permanent board or committee of
the City of Miami Beach. The City of Miami Beach historically has not provided direct staff
support to neighborhood associations on a permanent basis. The City is not suggesting
that in this situation the general policy be changed. It is recognized that additional time to
make the transition to a self-sustaining organization is necessary and that it is appropriate
for the City to assist during this period.
CONCLUSION:
Acknowledging the aforementioned, the Administration recommends extending the SHTF
for an additional six (6) month term, at which time the Task Force will sunset and the City
will assist in establishing the group as an independent neighborhood organization.
