96-21859 RESO RESOLUTION NO. 96-21859 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AN AMENDMENT TO THE CITY'S ONE YEAR ACTION PLAN COMPONENT OF THE CONSOLIDATED PLAN TO TRANSFER FUNDING PREVIOUSLY ALLOCATED TO DOUGLAS GARDENS COMMUNITY MENTAL HEALTH CENTER FOR THE PROVISION OF MENTAL HEALTH SERVICES AT BISCAYNE ELEMENTARY SCHOOL TO A GENERAL PROGRAM AT BISCAYNE ELEMENTARY SCHOOL FOR ACTNlTIES TO BENEFIT CHILDREN OF MIAMI BEACH UNDER THE DIRECTION OF THE CITY'S BUREAU OF CHILDREN'S AFFAIRS. WHEREAS, on March 22, 1995, Douglas Gardens Community Mental Health Center of Miami Beach (DGCMHC) responded to the City's Request for Proposals (RFP) for the Community Development Block Grant (CDBG) Program with a proposal requesting $34,224 to provide School-Based Mental Health Services at Biscayne Elementary School in Miami Beach; and WHEREAS, on July 26, 1995, the City Commission approved the City's Three Year Consolidated Plan which included, among other things, the FY 95/96 budget for the CDBG Program that allocated $15,000 to DGCMHC's School-Based Mental Health Services program, a reduction from the requested amount; and WHEREAS, DGCMHC notified the Housing and Community Development Division of the Department of Development, Design, and Historic Preservation Services that, "The reduction in the City's allocation coupled with both a reduction in the Center's overall State funding and changes in Medicaid reimbursement will make it impossible to move forward in the manner described in the Center's proposal."; and WHEREAS, as a result of this, and upon consultation with the Director of the City's Bureau of Children's Affairs on the City's priorities and needs for that area, and with the administration of Biscayne Elementary School, a general program was identified to benefit the children of Biscayne Elementary School; and WHEREAS, in November 28, 1995 the City's Community Development Advisory Committee (CDAC) considered and approved unanimously the request to redirect the $15,000 in funding originally allocated to DGCMHC to the identified general program at Biscayne Elementary School. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission are hereby authorized and directed to file the Amendment to the City's One Year Action Plan component of the Consolidated Plan with the U.S. Department of Housing and Urban Development which will transfer $15.000 previously allocated to Douglas Gardens Community Mental Health Center for the provision of mental health services at Biscayne Elementary School and redirect said funding to a general program at Biscayne Elementary School under the direction of the City's Bureau of Children's Affairs. FROM: ADMINISTRATION RECOMMENDATION: That the Mayor and City Commission approve the attached Resolution authorizing an Amendment to the City's One..Year Action Plan component of the Consolidated Plan to transfer funding previously allocated to Douglas Gardens Community Mental Health Center for the provision of mental health services at Biscayne Elementary School to a general program at Biscayne Elementary School for activities to benefit children of Miami Beach under the direction of the City's Bureau of Children's Affairs. BACKGROUND: On March 22, 1995, Douglas Gardens Community Mental Health Center of Miami Beach (DGCMHC) responded to the City's Request for Proposals (RFP) for the Community Development Block Grant (CDBG) Program with a proposal requesting $34,224 to provide School-Based Mental Health Services at Biscayne Elementary School in Miami Beach. On July 26, 1995, the City Commission approved the City's Three-Year Consolidated Plan which included, among other things, the FY 95/96 budget for the CDBG Program. The School-Based Mental Health Services program of the Douglas Gardens Community Mental Health Center was allocated $15,000, an amount that represented a reduction from the requested amount. DGCMHC notified the Housing and Community Development Division of the Department of Development, Design, and Historic Preservation Services that, "The reduction in the City's allocation coupled with both a reduction in the Center's overall State funding and changes in Medicaid reimbursement will make it impossible to move forward in the manner described in the Center's proposal." This unfortunate circumstance prompted the removal of DGCMHC's Sub-Recipient Agreement from the Commission Agenda until such time as a suitable alternative to their program could be identified. AGENDA ITEM c..11\ (-'O-~ DATE COMMISSION MEMORANDUM JANUARY 10, 1996 page 2 ANALYSIS The notification by DGCMHC of their inability to provide services as proposed, meant that children from Biscayne Elementary School would not be served as originally intended with CDBG funds during FY 95-96. During the Citizen Participation Process for the City's Consolidated Plan, both Biscayne Elementary School and the needs of children in the surrounding area were identified, and the Administration considered these needs to be a priority. As a result, the City's Housing and Community Development Director consulted with the Director of the City's Bureau of Children's Affairs, to identify the needs and priorities at Biscayne Elementary School and the surrounding area. A meeting was subsequently held with the Principal of the school, and a general program was developed, for the benefit children, in keeping with the City's Community Development Advisory Committee's intent, and in a way that addresses the current needs of the children. Subsequently, on November 28, 1995 the City's Community Development Advisory Committee (CDAC) considered and unanimously approved the request to redirect the $15,000 in funding originally allocated to DGCMHC to a general program, under the direction of the City's Bureau of Children's Affairs. DGCMHC supports this transfer of funds to the Bureau of Children's Affairs that would continue to address the needs of children. CONCLUSION: The Administration recommends the adoption of the attached Resolution authorizing an Amendment to the City's One-Year Action Plan component of the Consolidated Plan to transfer funding previously allocated to Douglas Gardens Community Mental Health Center for the provision of mental health services at Biscayne Elementary School to a general program at Biscayne Elementary School for activities to benefit children of Miami Beach under the direction of the City's Bureau of Children's Affairs.
