A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING A PUBLIC
HEARING TO CONSIDER PUBLIC COMMENT, AS REQUIRED BY
ORDINANCE NO. 92-2783, REGARDING THE LEASE OF
PROPERTY IN FLAMINGO PARK, LOCATED AT 999 11TH
STREET, MIAMI BEACH, TO THE MIAMI BEACH POLICE
ATHLETIC LEAGUE, INC. (PAL) FOR USE AS A RECREATIONAL
AND SPORTS FACILITY FOR THE YOUTH OF THE COMMUNITY.
WHEREAS, the City entered into a Lease Agreement, dated February 21, 1973, which was
subsequently extended, and which expires on June 30, 1996, with the Miami Beach Police Athletic
League, Inc. (PAL), for the use of property in Flamingo Park (facility) to provide sports and
recreational activities for the youth of the community; and
WHEREAS, PAL has received Community Development Block Grant funds to renovate
and expand the facility, which is contingent on a requirement by the Department of Housing and
Urban Development that a minimum five (5) year lease on the facility be in place prior to any
expenditure of funds; and
WHEREAS, PAL has requested a new Lease Agreement, for a five (5) year period,
commencing on July 1, 1996 and ending on June 30, 2001; and
WHEREAS, pursuant to the requirement of Ordinance No. 92-2783, governing the lease or
sale of City property, a hearing must be held to hear public comment regarding the aforestated
proposed lease.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that a public hearing to hear
public comment, as required by Ordinance No. 92-2783, regarding the lease of property in Flamingo
Park, located at 999 11 th Street, Miami Beach, to the Miami Beach Police Athletic League, for use
as a recreational and sports facility for the youth of the community, be scheduled to be held before
the Mayor and City Commission in their Chambers on the Third Floor of City Hall, 1700
Convention Center Drive, Miami Beach, Florida, on Wednesday, May 1, 1996, beginning at 2:00
p.m., and the City Clerk is hereby authorized and directed to publish appropriate public notice of the
said public hearing in a newspaper of general circulation in the City of Miami Beach, at which time
and all interested parties will be heard.

The Administration recommends that the City Commission approve the Resolution
calling a public hearing, as required by Ordinance 92-2783, to consider public
comment regarding the lease of property located in Flamingo Park, by the Miami
Beach Police Athletic League.
BACRGROmm
The City of Miami Beach entered into a Lease Agreement with the Miami Beach
Police Athletic League on February 21,1973 for the use of property in Flamingo
Park. This Agreement was subsequently extended and expires on July 30, 1996.
ANALYS:IS
The PAL is currently in receipt of Community Development Block Grant funds (CDBG)
to renovate and expand the facility. This funding is contingent on HUD 's
requirement that a minimum five (5) year lease on the facility be in place prior
to any expenditure of funds. The PAL has requested a five (5) year lease of the
facility which would extend to June 3D, 2001. This new lease agreement and any
renovation and expansion of the facility must conform to the requirements of the
adopted General Obligation Bond Parks Master Plan.
CONCLt1S:ION
The City of Miami Beach Commission should approve the Resolution calling a public
hearing regarding the lease of property in Flamingo Park by the Miami Beach
~Police Athletic League.
