96-21938 RESO RESOLUTION NO. 96-21938 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING DADE COUNTY TO UTILIZE THE CITY'S ALLOCATION OF FUNDS UNDER THE NOTICE OF FUNDING AVAILABILITY FOR CONTINUUM OF CARE HOMELESS ASSISTANCE. WHEREAS, U. S. Department of Housing and Urban Development (HUD) issued a Notice of Funding Availability for Continuum of Care Homeless Assistance (Super NOFA Application) wherein it makes funds available for housing and services for homeless persons; and WHEREAS, HUD has established maximum amounts of funding available for counties and municipalities across the country for this Super NOFA application; and WHEREAS, HUD has established a maximum amount of $829,000 that is available for the City of Miami Beach; and WHEREAS, Metro-Dade County, through the Dade County Homeless Trust, is preparing a consolidated application for the Dade County Continuum of Care and Services to maximize the amount of funds that Dade County can obtain to address homelessness; and WHEREAS, the City of Miami Beach has been benefitting and will continue to benefit from the County's Continuum of Care system, and WHEREAS, the Dade County Homeless Trust has been informed of the City's Consolidated Plan requirement, and understands that all Proposals (RFP'S) received by the Trust for services in Miami Beach, will be required to receive approval from the Miami Beach City Commission in the form of either a Certificate of Consistency with the City's Consolidated Plan, or a Section 213 Letter of Support. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH. FLORIDA, that the City hereby supports the development of a consolidated application for the Super NOFA application by Metro-Dade County and authorizes Metro-Dade County to apply for and administer the maximum amount of funds available under this Super NOFA for the City of Miami Beach. I Bl-G~ TO: Mayor Seymour Gelber and Members of the City Commission DATE: April 2, 1996 FROM: Jose Garcia-Pedrosa City Manager SUBJECT: A RESOLUTION F THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING DADE COUNTY TO UTILIZE THE CITY'S AllOCATION OF FUNDS UNDER THE NOTICE OF FUNDING AVAilABILITY FOR CONTINUUM OF CARE HOMELESS ASSISTANCE ADMINISTRATION RECOMMENDATION: It is recommended that the Mayor and City Commission adopt the attached Resolution authorizing Dade County to utilize the City's allocation of funds under the Notice of Funding Availability for Continuum of Care Homeless Assistance (Super NOFA Application) to make funds available for housing and services for homeless persons. BACKGROUND: Metro-Dade County, thorough the Dade County Homeless Trust, is preparing a "consolidated application" for the Dade County Continuum of Care and Services, in order to maximize the County's services throughout Dade County. The Notice of Funding Availability issued by HUD established maximum amounts of funds available for counties and municipalities and lists $829,999 available to the City of Miami Beach. Rather than apply independently, local municipalities are "pooling resources", and Dade County will then prepare the "consolidated application". The application to be filed by Dade County will not include specific projects, but rather, will allow for submission of competitive RFP's to the Homeless Trust. This is the same process that was utilized last year, and Miami Beach benefitted from the County's continuum of care system. Therefore, participating in this manner again this year, is viewed as the most appropriate use of the grant funds. AGENDA ITEM C,1 K ~-2-'1 ~ DATE ANAL YSIS: All projects and services proposed under the application, will require either a "Section 213 Letter of Support" or a "Certificate of Consistency with the City's Consolidated Plan". The Consolidated Plan states that "No shelter or SRO units will be funded due to the substantial commitments in these areas made in previous years. Special needs housing can be considered on a case-by-case basis when there is community support". Further, the Consolidated Plan indicates that "No homeless shelters are proposed for Miami Beach....Support thorough existing providers are ranked as a priority and represent a continuation of existing policies." The Dade County Homeless Trust has been informed of the City's Consolidated Plan requirements indicated above, and understands that all Proposals (RFP'S) received by the Trust for services in Miami Beach, will be required to receive approval from the Miami Beach City Commission in the form of either a Certificate of Consistency or Section 213 Letter of support. CONCLUSION: It is recommended that the City Commission adopt the attached Resolution authorizing Dade County to utilize the City's allocation of funds under the Notice of Funding Availability for Continuum of Care Homeless Assistance (Super NOFA Application) to make funds available for housing and services for homeless persons throughout Dade County. ~ JGP/HSM/STP/stp Attachment
