97-22362 RESO RESOLUTION No. 97-22362 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA RATIFYING AN APPROPRIATION IN THE AMOUNT OF $50,000 FROM THE TOURIST AND CONVENTION CENTER EXPANSION AUTHORITY (TCCEA) TO THE HOLOCAUST MEMORIAL COMMITTEE, INC. FOR THE DESIGN AND CONSTRUCTION OF A PUBLIC RESTROOM FACILITY AT THE HOLOCAUST MEMORIAL, WITH A TOTAL ESTIMATED COST OF $79,500; SUBJECT TO COMPLIANCE WITH ALL CITY STIPULATED CONDITIONS, APPLICABLE LEGAL REQUIREMENTS, PERMITTING PROCEDURES AND BUILDING CODE REQUIREMENTS; AND FURTHER WAIVING, BY A 5/7 VOTE, THE COMPETITIVE BIDDING REQUIREMENTS UNDER SECTION 31-A OF THE CODE OF THE CITY OF MIAMI BEACH FOR THE CONSTRUCTION OF THE PROJECT FINDING SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY. BACKGROUND: The City of Miami Beach and the Holocaust Memorial Committee, Inc, entered into an Agreement on July 31, 191 7, as amended on January 23,1991, March 13, 1992 and October 26,1993 for the design, construction, operation aId maintenance of the Holocaust Memorial. Since the opening of the Holocaust Memorial its visitors have been utilizi Ig the public restrooms at the adjacent Garden Center or in the Chamber of Commerce Office. It is estimated th:lt t Ie Holocaust Memorial receives between 150,000 and 200,000 visitors per year, many of whom are tourists or visit:lrs to the Convention Center. ANALYSIS: On February 13, 1997 correspondence was sent by Mr, Norman Braman, President of the Holocaust Menor al Committee, Inc. to Mr, Jack Hartley, Chairman of the Tourist and Convention Center Expansion Authority (TCCE1.), requesting the Board and the City of Miami Beach provide $50,000 to the Holocaust Committee for the constmcti )ll of public restrooms to be located adjoining the Memorial's entrance on the west, The Holocaust Memorial Commitee will build the facility, and reimbursement will be made by the City upon submittal of invoices and receipts, At the March 12, 1997 meeting, TCCEA approved the allocation of $50,000 to the Holocaust Memorial t:)r lhe construction of the restrooms and requested the City implement the steps necessary to allocate the funding to 1 he Committee. The City requested the following information from the Holocaust Memorial Committee, Inc.: 1, A cost estimate and schematic drawings reflecting the location and general description ])f he restrooms, AGENDA ITEM~~_ DATE 6-'l-'1'L_ COMMISSION MEMORANDUM HOLOCAUST MEM./TCCEA 5/7/97 2, Confirmation that the restrooms will comply with ADA regulations, 3, The number of water closets and other fixtures being provided. 4. Confirmation that the Holocaust Memorial staff will provide the maintenance and janitorial servic~s to the restrooms at no cost to the City of Miami Beach, 5. Confirmation that if the cost of construction exceeds $50,000 that the Holocaust Memorial Comr litt~e will raise the additional funds, All requested information was provided and all of the City's stipulations were agreed to in writing by the Holocal st Memorial Committee. (See attached support documentation,) CONCLUSION The addition of public restrooms located on the Holocaust Memorial would enhance the comfort and convenier ce )f the guests visiting the Holocaust Memorial.
