LTC 08-2002CITY OF MIAMI BEACH Office of the City Manager Letter to Commission No. g'c)O0 To: From: Subject: Mayor David Dermer and Members of the City Commission Jorge M, Gonzalez ~ ~ City Manager MIAMI BEACH POLICE DETECTIVE HOWARD BENNETT Date: January 4, 2002 This Letter to the Commission is to advise that Miami Beach Police Detective Howard Bennett has been recognized by the International Association of Chiefs of Police (IACP) and has been awarded an Honorable Mention for the "Looking Beyond the License Plate" Award. This is the second time Detective Bennett has received this award. Detective Bennett won the award based on his observation of a license plate that resulted in the capture of a felon from Nevada wanted for murder, kidnapping and other serious crimes. In November 2000, Detective Bennett observed a vehicle attempting to leave the scene of an accident and checked the license plate. He discovered the vehicle had been stolen from Houston, Texas, and its driver had obtained a Florida licenseplate using a bogus address. Detective Bennett's investigation of the suspect confirmed he was a fugitive wanted for murder, kidnapping, armed home invasion and a series of crimes involving fraud and illegal possession of firearms. The award was presented to Detective Bennett on Friday, January 4, 2002, at 9:30 a.m., at the Miami Beach Police Headquarters Building Community Room. The award was presented to Detective Bennett by Chief William Berger, President of the International Association of Chiefs of Police.
