ADULT USAGE F FLAMINGO PARK FOR SOCCER

The following information is in response to public comments made at the December 19, 2001, Commission
meeting concerning the availability of space and time for adult soccer at Flamingo Park.
Flamingo Park's four fields are heavily utilized by various groups, organizations and individuals. They are
regularly used by the Recreation Division's organized youth leagues and clinics in flag football, soccer,
baseball and after school recreation programs. Additionally, they are used by Miami Beach High School for
their sports teams (soccer, baseball and football), as well as the Boys and Girls Club, open public usage and
theme activities.
The availability of field space for adult soccer has been an ongoing issue. The adult players have been
restricted from playing on fields adjacent to youth activities fields during the times the youth athletics
leagues are scheduled due to many instances of unacceptable behavior including fighting, loud profanity,
consumption of alcohol and the potential for bodily harm to children near the adult play area. The Miami
Beach Police have been called on a number of occasions by both Recreation Division staff and parents to
intervene as necessary to maintain order and provide a safe environment for the youths playing at the park.
The impact that adult soccer has on a field is also a factor. The Flamingo Park staff and Recreation Division
supervisors manage the use of the fields to ensure they are properly maintained and safe for use.
Uncontrolled use of any single field will cause rapid deterioration of the playing surface resulting in the loss
of the sod and creation of exposed dirt areas.
At this time adults are permitted access to the outfield area of the softball field to play soccer every day from
7:30 A.M. to 10:00 P.M. This time period will be adjusted when the youth baseball and youth soccer
programs begin their practice the second week of February. At that time adult field use will be adjusted to
Monday - Friday 7:30 A.M. - 3:30 P.M. and 8:30 P.M. -10:00 P.M. and all day on Saturday and Sundays.
It should be noted that the requests and need for additional playing field space continues to increase as our
population changes. At this time, the demand for fields exceeds our available resources. This lack of field
space will further be underscored when North Shore Park is closed for reconstruction. The Recreation
Division will accommodate as many of its existing programs as creatively as possible at Flamingo, the City's
only other lighted field, during expanded hours of operation.
Please review the attached schedule of usage for the various fields within Flamingo Park and advise if you
have a~tional questions, comments or concerns.
