LETTER TO COMMISSION November 28, 2001 TO: Mayor David Dermer and Members of the City Commission FROM: Jorge Gonzalez City Manager d~ SUBJECT: WATER AND WASTEWATER PUMP STATIONS UPGRADE PROJECT STATUS REPORT Please find below a summary and status on the Water and Wastewater Pump Stations Upgrade Project. PROJECT OVERVIEW The purpose of this project is to provide needed upgrades to the City's Water and Wastewater Transmission System. Generally speaking, the entire system and its in-service components are more than 60 years old. The wastewater pump stations were refurbished approximately 24 years ago. Based on the age of these components and the growth of the community, this project was brought to the City Commission and approved on February 3,1999, at a cost of $17.6 million. HISTORY Six years ago Bernard Zyscovich was hired as a sub-consultant by CDM to design the electrical and generator buildings and to obtain approval of these buildings from the Design Review Board (DRB). Mr. Zyscovich, a former member of the DRB, presented his designs to the DRB for review. According to Mr. Zyscovich, it was the procedure of the DRB at that time to make written comments on plans only if they took exception to some aspect of the project. Since no exception was taken on the electrical and generator buildings a written record was never provided, The plans were then taken to the Planning Department for staff review, which at the time served as DRB review. The Planning Staff approved the electrical and generator buildings and signed off on the plans. The current DRB approval process would require a separate DRB stamp approving the plans. As approved, the project is intended to replace pumps and related electrical equipment for four (4) Water Pump Stations and twenty-three (23) Wastewater Pump Stations at various locations throughout the City, The project is also intended to remedy current maintenance problems with electrical equipment by placing this equipment above ground where water intrusion problems can be minimized, While limited, above ground structures will be necessary at six (6) locations, two (2) for wastewater and four (4) for water. For the Wastewater Pump Stations, these locations are; 28th Street and Sheridan Avenue (pump Station 28) and 63td and Indian Creek Drive (Pump Station 29). For the Water Pump Stations, the locations are Belle Isle, 41 st Street and Alton, 71 st Street and Rue Vendome, and 75th Street and Dickens. Currently, four (4) out of these six (6) stations are under construction. GENERAL INFORMATION: . The Notice To Proceed was issued on 6/19/1999. . Currently, five (5) Wastewater Pump Station (Nos, 1, 11,23,28, and 29) and two (2) Water Pump Stations (Nos, W-2 and W-4) are under construction, . Pump Station No.28 (located across from the Scott Rakow Youth Center) and Pump Station No.29 (located at 63rd Street and Indian Creek) are scheduled for substantial completion in December 2001. . The current completion date for the overall project is December 2003. FUNDING: Original budget: $22 million. Contract amount: $17.6 million. Funds for this project are available from the Water and Sewer Revenue Bonds, Fund No. 426. The bid award was made to Felix Equities, Inc. (FEI). SUMMARY OF PROJECT: . For the original project, there were four (4) water pump stations and twenty-three (23) wastewater pump stations for a total of twenty-seven (27) pump stations (see attached Pump Station Summary). . The following pump stations will also be subject to construction under separate contracts: . The Terminal Island Water Pump Station was removed from the bid contract because of right-of-way issues with the Florida Department of Transportation (FDOT) that have since been resolved. The current design of the Terminal Island Water Pump Station consists of an exterior glass enclosure that is professionally landscaped, The proposed design also provides for the colors ofthe actual pump equipment to be done in a manner to highlight the equipment as a piece of art. The design was previously approved by the Design Review Board, but will have to be presented to the current Design Review Board for re- approval, due to the delays in obtaining the land from FDOT. Because of its size and complexity, the Terminal Island Water Pump Station will go out to bid under a separate contract. The Terminal Island Wastewater Submersible Pump Station was not affected by FDOT and will be upgraded as part of the current contract with FE!. . The 25th Street Water Pump Station will be designed and constructed under the Fire Station No.2 project. The project will include a six (6) million gallon water storage tank. This project is currently being designed by Camp Dresser McKee, Inc. (CDM) and will be part of the construction scope of lasco Construction, the CM at Risk for the Fire Station No. 2 project. This consolidation is necessary due to construction scheduling and staging issues. . The current project scope consists of the following: . Major renovations to and upgrades of 12 dry-pit wastewater pump stations, including replacement of pumps, motors, pump controls, piping, electrical, instrumentation, and ventilation systems due of the deterioration of the existing facilities. . Renovations of existing buildings and structural modifications, and provision of back- up power systems. . Renovations and upgrades for four (4) water pump stations (see attached Pump Station Summary), including replacement of pumps, motors, pump controls, piping, electrical, instrumentation, and ventilation systems, building renovations and structural modifications, and provision of back up power systems. Most of the work is pump control and electrical work located above ground. . Six new electrical/generator buildings (see attached Pump Station Summary), Work includes structural, architectural, equipment, piping, electrical, heating, ventilation, and air conditioning, instrumentation, etc. . A new system-wide process instrumentation and control system. . Replacement of pump controls at 11 submersible wastewater pump stations (see attached Pump Station Summary). . Removal and disposal of nine (9) underground fuel storage tanks; and relocation of three (3) aboveground fuel storage tanks. Removal of the underground tanks were due to the State of Florida's mandated removal of all underground single wall fuel tanks and upgrade to double wall tanks or aboveground facilities. . Restoration of all construction sites to their original condition. SEOUENCE OF WORK: . Because Pump Stations 28 and 29 are also booster pump stations which handle wastewater flows from a number of the smaller tributary pump stations, these stations must be substantially completed prior to the installation of new pumping equipment in the stations upstream of Wastewater Pump Station Nos. 28 and 29. . Work on the other 10 dry-pit wastewater pump station shall proceed generally from North to South. . Work may proceed on any of the 11 submersible wastewater pump station in any order. Permits for these stations are available for the contractor to obtain as soon as the electrical work can be scheduled within the current work sequence. . The control system must be in service before the City will accept any pump station for beneficial use. . All pump stations must remain in continuous service throughout the construction period, except for the short time needed to make equipment changes that require a pump station shutdown. . Installation ofthe new system-wide process instrumentation and control system and control room renovations (at the 25th Street Public Works Yard). CURRENT STATUS: Currently, the contractor has obtained permits for Pump Station Nos. 1, 11,23,28, and 29, and the 75th Street Water Pump Station. Permits are available for Pump Station Nos. 15, 23, 27, the Normandy Isle Water Pump Station and the 11 submersible wastewater pump stations. The 11 submersible wastewater pump stations will only require replacement of pump controls. The contractor cannot begin work on these stations until at least one of the booster pump stations (pump Station No.28 or Pump Station No.29) are completed because the installation of the controls must be tested against the new control system at the booster pump stations. . The Planning Department has provided the permit approval for all the pump stations. The Design Review approval for the electrical and generator buildings was provided at staff level, which was the accepted process at the time of review. Staff level approval was sufficient because the DRB did not want to camouflage the electrical and generator buildings since their philosophy was that they wanted the pump stations to look like pump stations (i.e" form must follow function). The Capital Improvement Projects (CIP) Office has been informed by the Planning Department that the DRB would like to see enhanced landscaping at each of the pump stations and that the landscape design should go before the DRB for approval. This landscaping plan doesn't have to be incorporated into the current pump stations contract as long as a plan is prepared which can be implemented once Felix Equities, Inc. has completed their work. The City will obtain a landscape consulting services agreement and a design prior to the completion of the overall Pump Station Upgrade Project. Funding for the landscaping is available from the $22 million budgeted for this project from the Water and Sewer Revenue Bonds, Fund No. 426. There is approximately $700,000 available for landscape design and construction for the pump stations. The Capital Improvement Projects Office staff is responding to ongoing concerns by the residents surrounding each pump station under construction. Staff has met with affected residents and property owners to explain the scope and progress of the work. Issues associated with this kind of construction, such as increased noise levels, dust, onsite debris, reduced parking, and street closures, are being addressed to minimize the impact of the construction on the neighborhoods. The remaining work on the first pump station scheduled to be completed, Pump Station No.28, include the energizing of the new transformer, completing the screen chamber, replacing interior piping and pumps, completing the electrical/generator building, completing the installation of the telemetry system, removing the by-pass pumps, and restarting the station. Substantial completion for this pump station is scheduled for December 2001. Staff has continually met with the contractor and the Building Department to resolve permitting issues and to establish more firm timelines than has been provided for in the existing construction contract. As a result of past delays in the project, the contractor submitted a "Claim for Equitable Adjustment and Extension of Time Schedule to CDM on May 21, 2001, requesting approximately $1.7 million and a time extension 0072 days. City staff and CDM have reviewed the claim and, because of the inadequate cost substantiation and the lack of an adjusted as-planned schedule, has responded to FEI requesting the additional information that is needed to make an informed evaluation of the claim. Currently, this issue is not affecting the critical path of the project and the contractor is proceeding with construction per his contract. The schedule will be adjusted once a claim is approved and a change order is issued to FE!.
