A RESOLUTION FINDING AND DECLARING THE EXISTENCE OF AN
EMERGENCY AND ALLOWING THE MIAMI INTERNATIONAL BOAT
SHOW TO UTILIZE THE PARKING LOT OWNED BY THE MIAMI
BEACH HOUSING AUTHORITY, LOCATED AT THE NORTHWEST
CORNER OF ALTON COURT AND 17TH STREET, FOR TRAILER
PARKING FOR THE MIAMI INTERNATIONAL BOAT SHOW, FROM
JANUARY 31.FEBRUARY 28, 2002, FURTHER PROVIDING THAT
THE LOT BE UTILIZED EXCLUSIVELY BY THE MIAMI
INTERNATIONAL BOAT SHOW SUBJECT TO THE FOLLOWING
CONDITIONS (1) THAT THE SUBJECT PERMISSION IS GRANTED
WITHOUT ESTABLISHING A PRECEDENT, SO AS TO SATISFY THIS
UNIQUE EMERGENCY SITUATION; (2) THAT THE MIAMI
INTERNATIONAL BOAT SHOW RESTORE THE PROPERTY TO THE
SAME CONDITION AS BEFORE ITS USE BY THE MIAMI
INTERNATIONAL BOAT SHOW; AND (3) THAT THE MIAMI
INTERNATIONAL BOAT SHOW PROVIDE A CERTIFICA TE OF
INSURANCE OR OTHER PROOF OF INSURANCE TO THE CITY IN A
FORM AND AMOUNT(S) ACCEPTABLE TO THE CITY'S RISK
MANAGER.
WHEREAS, the Miami International Boat Show is the largest event annually at
the Miami Beach Convention Center; and
WHEREAS, by virtue of its extensive freight and equipment requirements, it
requires additional trailer staging and storage beyond what is available onsite at the
Center; and
WHEREAS, it is the desire of the City and the Miami International Boat Show to
minimize the disruption and inconvenience during the show move-in and move-out to
the residents and visitors of the City of Miami Beach; and
WHEREAS, the City has identified the lot owned by the Miami Beach Housing
Authority at the northwest corner of Alton Court and 17th Street as a viable option to
accomplish these goals.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize and approve a resolution finding and declaring the
existence of an emergency and allowing the Miami International Boat Show to utilize the
parking lot owned by the Miami Beach Housing Authority, located at the northwest
corner of Alton Court and 1ih Street, for trailer parking for the Miami International Boat
Show, from January 31-February 28, 2002, further providing that the lot be utilized
exclusively by the Miami International Boat Show subject to the following conditions (1)
that the subject permission is granted without establishing a precedent, so as to satisfy
this unique emergency situation; (2) that the Miami International Boat Show restore the
property to same condition as before its use by the Miami International Boat Show; and
(3) that the Miami International Boat Show provide a certificate of insurance or other
proof of insurance to the City in a form and amount(s) acceptable to the City's Risk
Manager.

Issue:
Shall the Miami International Boat Show be authorized to use the Parking lot owned by the Miami Beach
Housing Authority, located at the northwest corner of Alton Court and 17th Street, for empty tractor parking
for the Miami International Boat Show from January 31 - February 28, 2002.
Item Summary/Recommendation:
The use would include staging of trailers beginning January 31, with delivery of contents to the Miami
Beach Convention Center from approximately February 7-12, with empty trailers returned to the site. They
would then be stored until being returned to the Center beginning February 20, and anticipating the lot to
be totally cleared not later than February 28,2002. This area allows for efficient movement to and from
the Center, with minimal disruption to residential areas. The Administration recommends the approval of
the resolution.

BACKGROUND
One of the critical issues experienced by show producers using the Miami Beach
Convention Center has been the availability of a storage site for truck trailers delivering
freight and equipment to events at the Center. The Miami International Boat Show, the
largest event at the Center, has historically suffered from this inability to sufficiently store
trailers near the site in order to efficiently move the show freight on and off site. The
utilization of the lot owned by the Miami Beach Housing Authority, located at the northwest
corner of Alton Court and 17th Street, would allow for efficient move-in and move-out of the
event while minimizing disruption and inconvenience to the citizens of Miami Beach.

ANALYSIS
Throughout the years, the storage of trailers during the Miami International Boat Show has
been a difficult issue. Balancing the efficiency of move-in and move-out of the show while
minimizing the disruption and impact to both residents and citizens visiting Miami Beach
has been a delicate act. In the past, City-owned lots in North Beach, as well as lots at
Collins and 21st and Indian Creek and 29th have been used, but have proven to be both
inefficient and disruptive to the City residents and businesses. Additionally, private lots on
South Beach have been developed and are no longer available for this purpose.
As a result, the boat show producer, NMMA, has and continues to conduct outreach to
adjacent commercial and residential properties to advise of this proposed temporary use.
Upon review of available spaces by the Boat Show, Convention Center management, and
City of Miami Beach Parking Department, the lot owned by the Miami Beach Housing
Authority at the northwest corner of Alton Court and 17th Street was id~ntified as a viable
option. The lot provides efficient access to the Center for both move-in and move-out, and
the traffic pattern for delivery of the trailers would not prove disruptive to the residents of
Miami Beach. Movement of the trailers would be as follows:
. initial delivery and staging beginning January 31, 2002;
. delivery to the Convention Center for unloading beginning February 7 and running
through approximately February 12, with empty trailers returning to the lot for
storage during the show;
. return of trailers, beginning February 20, to the Center for loading of freight, with
most trailers being removed from the Beach upon being loaded, with the possibility
of some full trailers being returned to the site for staging prior to removal
. final removal of all trailers from the site no later than February 28,2002,
In addition to resolving the Boat Show freight staging issue, the approval of this emergency
would allow the Administration to evaluate how effective the use of this lot is for staging
purposes as a possible future longer term option for Convention Center staging needs.
