A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO SUBMIT AN APPLICATION FOR GRANT FUNDS FROM THE
FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, OFFICE OF
GREENWAYS AND TRAILS, RECREATIONAL TRAILS GRANT PROGRAM
FOR THE NORTH BEACH RECREATIONAL CORRIDOR, IN THE AMOUNT
OF $100,000 TO BE MATCHED WITH $100,000 OF THE GENERAL
OBLIGATION (GO) BOND PROGRAM PROCEEDS PREVIOUSLY
APPROPRIATED FOR THE PROJECT; FURTHER APPROPRIATING THE
GRANT IF APPROVED AND ACCEPTED BY THE CITY; AND AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY
DOCUMENTS RELATED TO THE APPLICATION
WHEREAS, the Florida Department of Environmental Protection (DEP) in
coordination with the U.S. Department of Transportation's Federal Highway
Administration administers the Recreational Trails Program (RTP); and
WHEREAS, funds are available through this program for projects that provide or
maintain recreational trails, including the development of trailside facilities and related
support facilities; and
WHEREAS, the North Beach Recreational Corridor will be a multi-purpose public
access trail, which will be built along the western edge sand dunes, between the beach
and the beachfront properties; and
WHEREAS, the trail will connect residential neighborhoods, resort areas, business
districts, civic centers, transit sites, parking facilities, parks and the beaches; and
WHEREAS, the City is requesting $100,000 in grant funds from the Recreational
Trails Program to be used for the development of the trailhead features, trail maps,
signage, benches and bicycle racks along the recreational trail, and to provide ADA
accessible connections between the existing street-ends, sidewalks and park facilities
and the new trail; and
WHEREAS, the program requires 50% matching funds and the City currently has
$5,114,000 available for the development of the Corridor project, which includes
$500,000 of G.O. Bond Fund proceeds previously appropriated by the Mayor and City
Commission; and
WHEREAS, $100,000 of the GO Bond program funding will be earmarked to serve
as the required match for the grant funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, authorize the City Manager or His
Designee to submit an application for grant funds from the Florida Department of
Environmental Protection, Office of Greenways and Trails, Recreational Trails Grant
Program for the North Beach Recreational Corridor, in the amount of $100,000 to be
matched with $100,000 of the GO Bond Program proceeds previously appropriated for
the project; further appropriating the grant if approved and accepted by the City; and
authorizing the Mayor and City Clerk to execute all necessary documents related to this
application.

ANALYSIS
The Florida Department of Environmental Protection (DEP) in coordination with the U.S.
Department of transportation, Federal Highway Administration, administers the Recreational
Trails Program (RTP). Funds are available through this program for projects that provide or
maintain recreational trails, including the development of trailside facilities and related
support facilities. The maximum grant amount available is $100,000 and the program
requires matching funds. The application deadline is January 31, 2002.
The North Beach Recreation Corridor will be a multi-purpose public access trail, which will
be located along the western edge sand dunes, between the beach and the beachfront
properties. The trail will connect residential neighborhoods, resort areas, business districts,
civic centers, transit sites, parking facilities, schools, parks and the beaches.
The Corridor will be a paved, fifteen foot wide, on-grade pathway that will extend along the
western edge of the sand dunes, with native landscaping, a coconut palm shade canopy,
pedestrian scale lighting, and pavestone features at the beach access points and area

street-ends. Rest areas and vista areas will be interspersed along the trail to provide
enhanced recreational opportunities for trail users. Interpretive signage will also be

incorporated into the project to educate residents and visitors about the cultural and historic
landmarks along the greenway trail.
The natural shoreline, dune and coastal hammock ecosystems which exist adjacent to the
trail, will be restored and enhanced to provide an "outdoor classroom" that will be highly
conducive to the exploration and understanding ofthe barrier island ecosystems indigenous
to Miami Beach.
The Corridor project will interconnect the North Shore Open Space Park, Altos Del Mar
Park, Band Shell Park, Ocean Terrace Park, and the Allison Park facilities, which offer a
wide array of recreational and cultural amenities. The Corridor will also connect with eight
beach access areas to enhance public access to the beaches and to encourage greater
park-beach cross utilization. Seven regional parking facilities as well as regional transit
facilities will also be connected to the recreation trail to help improve recreational facility
access for our residents and visitors.
The long-range plan is to connect the residential areas on the west side of Miami Beach to
the Corridor with a series of east-west connector nodes to provide residents with safe and
enjoyable routes to access the Corridor and to extend the trail south to connect with a
Citywide network of bicycle/pedestrian facilities.
The City is requesting $100,000 in grant funds from the Recreational Trails Program to be
used for features such as signage, benches and bicycle racks along the recreational trail..
The program requires 50% matching funds. The City currently has $5,114,000 available in
local G.O. Bond Funds for the project. These funds will represent the required match.
The Administration recommends approval of this Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, authorizing the City Manager or His
Designee to submit an application for grant funds from the Florida Department of
Environmental Protection, Office of Greenways and Trails Recreation Program,
Recreational Trails Grant Program for the North Beach Recreational Trail, in the amount of
$100,000 to be matched with $100,000 of City funding from the approved $92 Million
General Obligation Bond Program; further appropriating the grant if approved and
accepted by the City; and authorizing the Mayor and City Clerk to execute all necessary
documents related to this application.
