2002-24741 Reso RESOLUTION NO. 2002-24741 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CHANGE ORDER (NO.4), IN THE AMOUNT OF $11,174.00, TO MILLIKEN/SYL VAN CHEMICAL CO., PURSUANT TO STATE CONTRACT NO. 360-240-00-1, FOR THE SUPPLY AND INSTALLATION OF BROADLOOM CARPET AT THE MIAMI BEACH CONVENTION CENTER WHEREAS, funds were made available from the Convention Center Capital Account Fund No. 441.2289.069358, and have been appropriated for this Project for Fiscal Year 2000-2001, by Resolution No. 2001-24234, on January to, 2001, in the amount of$1,320,000; and WHEREAS, the City Commission approved a request for approval to issue a purchase order to Milliken/Sylvan Chemical Company, in the amount of $1,069,900.00, pursuant to the State of Florida Contract No. 360-240-00-1, for the replacement of carpeting at the Miami Beach Convention Center (theProject); and Resolution No. 2001-24234, on January to, 2001, in the amount of $1,320,000; and WHEREAS, three (3) Change Orders have been processed as follows for: (1) the supply and installation of additional carpet at the Convention Center, in the amount of $4,494.40, (2) the supply and installation of 2-inch metal binders installed where the carpet meets concrete flooring in service concourses, electrical/HV AC rooms, and storage areas, in the amount of $12,500.00, and (3) the supply and installation of transition strips and expansion joint covers, as required to prevent carpet damage and potential tripping hazards where carpet meets the terrazzo surface on the public concourses, in the amount of$4,350.00; and WHEREAS, the current Change Order requested herein is for the supply and installation of broadloom carpet for the stairwells in the C and D lobbies and the stairs leading from the Convention Center Executive Offices, and WHEREAS, the broadloom carpet required to complete this Project is 2,520 square feet @ $2.45 per square foot, resulting in a Change Order of$11,174.00; and NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission herein approve the request for a change order (No.4) in the amount of $11,174.00, to Milliken/Sylvan Chemical Co., pursuant to State Contract No.3 240-00-1, for the supply and installation of Broadloom carpet replacement at the Miami Beach 0 en n Center. ADMINISTRATION RECOMMENDATION: Subject: Adopt the Resolution. ANALYSIS: Total funding in the amount of $32,603,642 has been appropriated in Fiscal Years 97/98 through 01/02, for the Convention Center and Jackie Gleason Theater of Performing Arts (TOPA) Capital Projects. Pursuant to the City Commission request for balance updates to be presented with Convention Center capital project requests, current preliminary figures through January 31, 2002 show $17,328,326.80 disbursed, with an additional $1,966,075.97 encumbered for projects in progress. The total funding available was $35,000,000 with $10,000,000 pledged for interest generation to fund the Cultural Arts Council. Funds were made available from the Convention Center capital Account Fund Number 441.2289.069358, and have been appropriated for this project for Fiscal Year 2000-2001 by Commission Resolution 2001-24234 on January 10, 2001 in the amount of $1 ,320,000. On May 16, 2001 the City Commission approved a request for approval to issue a purchase order to Milliken/Sylvan Chemical Company, in the amount of $1,069,900.00, pursuant to the State of Florida Contract No. 360-240-00-1, for the replacement of carpeting at the Miami Beach Convention Center. Thus far, three change orders have been processed as follows: The supply and installation of additional carpet at the Convention Center (160 yards @ $28.09 per yard - total $4,494.40) processed in September, 2001. February 20, 2002 Page 2 The supply and installation of 2-inch metal binders installed where the carpet meets concrete flooring in service concourses, electricaVHV AC rooms, and storage areas (1,308.5 linear feet - total $12,500.00). The supply and installation of transition strips and expansion joint covers. The transition strips were required to prevent carpet damage and potential tripping hazards where carpet meets the terrazzo surface on the public concourses. The Milliken carpet is slightly thicker than the previous broadloom; therefore, the transition between carpet and terrazzo, in some areas, was not smooth. The expansion joint covers are necessary to prevent the carpets from fraying due to expansion and contraction of the floors (transitions 1 ,300 linear feet @ 1.50/foot, and expansion joint covers 120 linear feet @ $20.00 per foot - total - $4,350.00). The current change order request is for supply and installation of broadloom carpet for the stairwells in C and 0 lobbies and the stairs leading from the Convention Center Executive Offices. The Milliken (3'x3') squares are not appropriate for use on stairwells (2,520 square feet @ $2.45 per square foot - total $11,174.00). The Miami Beach Convention Center Capital Projects Oversight Committee approved the project on April 24, 2001. The City Administration recommends that the City Commission approve the Resolution.
