FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF FORTY-THREE (43) BANNERS FOR SOUTH BEACH WINE AND FOOD FESTIVAL. TO BE HELD MARCH 15. 2002 TO MARCH 17. 2002, AS REQUESTED BY THE APPLICANT AT THE FOLLOWING LOCATIONS: MACARTHUR CAUSEWAY. BETWEEN THE COAST GUARD STATION AND ALTON ROAD; 5TH STREET. BETWEEN ALTON ROAD AND OCEAN DRIVE; WASHINGTON AVENUE. CENTER POLES BETWEEN 8TH STREET AND 16TH STREET; COLLINS AVENUE; BETWEEN 8TH STREET AND 16TH STREET; ALTON ROAD. BETWEEN 5TH STREET AND 17TH STREET; ARTHUR GODFREY (41 ST STREET). AT ALTON ROAD; AND JULIA TUTTLE CAUSEWAY; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY. MEASURING 3 FEET X 7 FEET AND HAVING COpy AND DESIGN. AS SHOWN ON THE ATTACHED DRAWINGS; TO BE INSTALLED AND REMOVED IN ACCORDANCE WITH ALL OTHER APPLICABLE CITY REQUIREMENTS; THE ADMINISTRATION FURTHER RECOMMENDS THAT THESE BANNERS BE INSTALLED NO EARLIER THAN FEBRUARY 21. 2002. AND REMOVED BY MARCH 20, 2002. ,~ WHEREAS, The South Beach Wine and Food Festival (Applicant) will be held March 15, 2002, through March 17, 2002, in the City of Miami Beach; and WHEREAS, in order to publiCize the event and draw attention of the media and the public at large, the Applicant has requested light pole banners, measuring 3 feet by 7 feet; and ~ ~ j ,~ ~ WHEREAS, the Applicant has been through the required design review permit process in order to obtain approval for said banners; and WHEREAS, said banners are to be installed no earlier than February 21, 2002, and removed by March 20, 2002; and WHEREAS, the Applicant has requested approval and authorization for the placement of a total of forty-three (43) banners; and WHEREAS, the Applicant has posted a performance bond to ensure the removal of the banners by March 20, 2002, and will ensure that any damage to light poles will be repaired at its expense, and will meet all other applicable City requirements; and ,.,..''t-1.~l!l WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City Commission approve the installation of temporary banners. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the placement of forty-three (43) banners for the South Beach Wine and Food Festival to be held in the City of Miami Beach, March 15, 2002, through March 17, 2002, as requested by the Applicant at the following locations: MacArthur Causeway, between the Coast Guard Station and Alton Road; 5th Street, between Alton Road and Ocean Drive; Washington Avenue, center poles between 8th Street and 16th Street; Collins Avenue. between 8th Street and 16th Street; Alton Road. between 5th Street and 17th Street; Arthur Godfrey (41st Street), at Alton Road; and Julia Tuttle Causeway; said banners to be affixed to light poles in the public right-of-way; measuring 3 feet by 7 feet and having a copy and design. as shown on the attached drawing; and to be installed and removed in accordance with all other applicable City requirements; the Administration further recommends that these banners be installed no eariier than February 21. 2002, and removed by March 20, 2002. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The City Code Section 82-411 (d) requires that the City Commission approve the installation of temporary banners which reads, in part: (1) The right to install, as well as the number, location and method of installation of banners shall be subject to the design review process and approved by the City Commission and the Public Works Department. (2) Banners shall not exceed three feet in width by seven feet in length. Banners may be double-sided. The color, design and material of all banners shall be approved under the design review process. Commission Memorandum February 20, 2002 South Beach Wine and Food Festival Page 20f2 (3) Banners announcing special events either to be held in City or to be associated in some manner with the city, as determined by the City Commission, may be erected up to 30 days prior to the event being announced and must be removed within seven days after such event. Special event banners shall require prior approval by the City Commission. (4) A performance bond shall be required to ensure the removal of the banners in case of advanced deterioration of the banners, or if a dangerous condition presents itself, the City may at its sole discretion direct banners to be removed at any time. The purpose of the banners is to promote the South Beach Wine and Food Festival, a festival that will unite renowned international winemakers and top beverage producers, acclaimed chefs and restaurateurs, and savvy wine and food enthusiasts for a one-of-a- kind epicurean experience. If approval is granted, the proposed temporary banners are recommended to be installed no earlier than February 21, 2002 and removed no later than March 20, 2002 by the banner company. The City Commission should approve the installation of the subject light pole banners for South Beach Wine and Food Festival, to be held in the City of Miami Beach, from March 15, 2002, to March 17, 2002.
