A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SUBMIT A GRANT APPLICATION TO THE MEDTRONIC FOUNDATION, FOR FUNDS NOT TO EXCEED SIX THOUSAND DOLLARS, THE FUNDS TO BE USED IN SUPPORT OF THE MIAMI BEACH HEART SAFE COMMUNITY PROGRAM; AND TO APPROPRIATE THE FUNDS, IF AWARDED. 2002-24743 WHEREAS, JMedtronic, Inc. is the world's leading medical technology company, providing lifelong solutions for people with chronic disease; and WHEREAS, the Medtronic Foundation is Medtronic's primary vehicle for making charitable donations; and WHEREAS, the City of Miami Beach Fire Department is working in partnership with Mount Sinai/Miami Heart Medical Center, The Miami Beach Police Department, The American Heart Association, and Medtronic Corporation to provide early defibrillation training and pUblic access to Defibrillation machine through the Heart Safe Community Program; and WHEREAS, the City of Miami Beach is requesting $6,000 from the Medtronic Foundation to pay for some of the initial training of first responders in City Hall and in the City of Miami Beach Police Department; and WHEREAS, five donated Automatic External Defibrillators have been installed throughout City Hall and the Miami Beach Police Department; and WHEREAS, these funds will ensure that Miami Beach moves forward in becoming a model Heart Safety Community. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager, or his designee, is retroactively authorized, to submit a grant application to the Medtronic Foundation, for funds not to exceed six thousand dollars, the funds to be used in support of the Miami Beach Heart Safe Community Program; and to appropriate the funds, if awarded. Issue: The purpose of the program is to reduce mortality from sudden cardiac death by providing early defibrillation with the use of Automatic External Defibrillators, realizing that every minute saved will reduce mortality by 7 to 10 %. The funds requested will pay for the initial training of 200 first responders. Upon completing the course, this initial group of 200 trainees would have the required certification to handle a cardiac related incident. ANALYSIS: The City of Miami Beach Fire Department is working in partnership with Mount Sinai/Miami Heart Medical Center, The Miami Beach Police Department, The American Heart Association, and Medtronic Corporation to provide early defibrillation training and public access to Defibrillation machine through the Heart Safe Community Program. The purpose of the program is to reduce mortality from sudden cardiac death by providing early defibrillation with the use of Automatic External Defibrillators (AED's), realizing that every minute saved will reduce mortality by 7 to 10 %. The City is seeking grant funds from the Medtronic Foundation through their Heart Rescue Grant Program. Medtronic, Inc. is the world's leading medical technology company, providing lifelong solutions for people with chronic disease. The Medtronic Foundation is Medtronic's primary vehicle for making charitable donations. The City of Miami Beach is requesting $6,000 from the Medtronic Foundation to pay for some of the initial training of first responders in City Hall and in the City of Miami Beach Police Department where five donated Automatic External Defibrillators have been installed. The first responders will complete the Automatic External Defibrillators- Heart Saver Course and receive certification from the American Heart Association. The funds requested will pay for the initial training of 200 first responders. Upon completing the course, this initial group of 200 trainees would have the required certification to handle a cardiac related incident. The City of Miami Beach will continue to work within the partnership created, to provide the same training to as many individuals who wish to participate in the course. It is noteworthy to mention that this is phase I of a much larger project to provide training in this community. Phase II is training personnel and placing Automatic Extemal Defibrillators in 275 City of Miami Beach Police cars. The. City Administration is in the process of identifying grant funds for phase II. Phase III will provide awareness training to community hotels, condos, businesses, golf courses, health providers, and public buildings.
